Item Explanation This item provides an update on CGLBID finances, including the CGLBID budget, revenue, and forecast. The CGLBID Advisory Board will have an opportunity to discuss, ask questions and provide recommendations regarding CGLBID finances. Additionally, on April 18, 2023, the Carlsbad City Council adopted a resolution establishing a new Tourism BID under the Property and Business Improvement District law of 1994. As a result of this action, Visit Carlsbad is designated as the owner's association, which will function as the CTB ID beginning on July 1, 2023. The CTBID Management District Plan allows for an optional, additional golf assessment, which cou ld take the place of the current CGLBID. The CGLBID Advisory Board may choose to consolidate operations into the new CTBID, achieving greater efficiency of operations. This item provides an update on the CTBID transition and allows for the discussion of next steps for the CGLBID Advisory Board. Fiscal Impact Should the CGLBID Advisory Board choose to consolidate with the CTBID, there will be funds remaining in the CGLBID account. Staff would develop a plan to utilize the remaining CGLBID funds and then return to the CGLB ID Advisory Board with a recommendation. Environmental Impact This action does not constitute a "project" within the meaning of the California Environmental Quality Act under California Public Resources Code Section 21065, in that it has no potential to cause either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment.
