Executive Summary Mick Calarco, Recreation Services Manager and Todd Reese, Parks Services Manager will report on recently completed and upcoming parks and recreation activities, and other topics of local interest. Exhibits 1.Department report May 15, 2023 Item #2 Page 1 of 5 PARKS & RECREATION COMMISSION Staff Report Exhibit 1 PARKS & RECREATION DEPARTMENT REPORT May 15, 2023 GENERAL & RECREATION Summer Camps Registration The Parks & Recreation Department set a record for summer camp registration. The department’s summer camps offer something for a wide array of our community’s youth. Summer camps registration began on March 15, 2023, and hit a record for the first day of enrollment! Many of these camps are now full, with waitlists already started. This year, summer camps will be in session from June 12 to Aug. 15, 2023. The department is looking forward to facilitating another great summer of fun, fitness, and education for the youth in attendance! California History & Art Program The 2022-2023 California History & Art Program has recently concluded after another successful year. The art and history educational program takes place during the winter and spring and is a collaborative endeavor between the Parks & Recreation Department, the Library & Cultural Arts Department and the Friends of Carrillo Ranch, Inc. The half-day program is offered at no cost to City of Carlsbad schools. Fourth grade classes are invited on a field trip to Leo Carrillo’s historic ranch for fun day of learning. Bus transportation is provided to all Title I schools, and this year bus service was provided for six classes serving approximately 150 students that might not otherwise have been able to attend this enriching field trip. The California History & Art Program by the numbers: •41 classes served •1,037 students served •164 chaperones participated •52 teachers and student aides •1560 tortillas grilled •9 field trips rescheduled •6 buses at $550 each serving students from Title 1 schools •210 Parks & Recreation volunteer hours •152 Cultural Arts volunteer hours •12 different schools from the City of Carlsbad participated •3 schools from other cities participated Take Your Kid to Work Day Parks & Recreation Department staff was pleased to support and participate in Take Your Kid to Work Day on April 27, 2023. Department staff opened the Pine Avenue Park Community Center and welcomed working parents and their kids citywide. Fun, hosted activities included video games, books, board games, puzzles, air hockey, basketball, and billiards – all served up with a side of healthy drinks and snacks! Automated External Defibrillators in Parks AED placement, installation, and public availability has been challenging, especially in unsecured or unstaffed outdoor park locations. Recently, public works, parks & recreation and risk management staff came together to research a solution to limited or restricted AED availability in these locations. The team identified a manufacturer that sells locked and secure AED storage for outdoor use. If someone needs an AED, the instructions on the box direct individuals to call 911 for the keypad code to unlock the door and access the AED. Risk management staff met with PD/Dispatch and North Comm regarding placing AED boxes with codes in select parks. North Comm asked that staff provide them with a map of the park and where the AEDs are located, a training bulletin (which PD agreed to draft), pictures of the actual AED for upload to the CAD system, the codes and requested we register these AEDs in the National AED database. AED location determination, purchases and installation are forthcoming. May 15, 2023 Item #2 Page 2 of 5 {city of Carlsbad Parks & Recreation CPRS Conference Several Parks & Recreation Department staff attended the annual California Parks & Recreation Society Connections Conference from April 3 – 6, 2023 at the San Diego Convention Center. The annual conference provides parks and recreation professionals nationwide the opportunity to learn and network. The conference included educational intensives, and dozens of daily educational programs covering a wide array of topics – from leadership, adults 50+, aquatics, special events, diversity, equity, and inclusion, to customer service. Water Safety Month Proclamation On May 9, 2023, city staff and the Carlsbad City Council officially acknowledged water safety month. Water safety outreach efforts have raised awareness and highlighted the importance of public education regarding safer practices for kids and adults when they are in and around bodies of water. The event, celebrated every May by aquatics facilities and professionals, provides educational programs, public service announcements, and water safety themed materials designed to help prevent water-related illnesses, injuries, and fatalities. Agua Hedionda Lagoon – Inner Basin In response to community and business feedback, staff worked with the Communications & Engagement Department in developing an outreach campaign to inform and educate the public on acceptable and encouraged lagoon uses. Staff is in the process of reviewing and updating the Agua Hedionda rules and regulations brochure to reflect the most current information. Brochure update has been completed and is posted online. In addition, posted regulatory signs are being reviewed and updated. Pirate Plunge Rain, wind, and cold heading up to pirate plunge could not deter almost 500 little pirates from a night of swash buckling fun. Attendees embarked on a treasure hunt on the decks at Alga Norte Aquatics Center collecting items along the way that would help them complete a pirate costume of their own. Pool games like Diving for Treasure, ‘X’ Marks the Spot, and Message in Bottle awarded prizes that added to their loot. Pirate cornhole, a pirate ship slide, a mermaid photo opportunity and an outdoor presentation of Nim’s Island on the giant movie screen completed the night. Eggstravagnza It was an amazing day at Poinsettia Community Park on Saturday, April 9, 2023! Thousands of people (parents, grandparents, and tons of kids) came out to the popular EGGStravaganza event for a day of fun that included face painting, cookie decorating, a FunZone, and an opportunity to meet the Easter bunny (and get a photo). In only two short hours, kids collected a whopping 15,000 eggs during the ‘egg scramble’ activity. City staff was supported by over 80 volunteers that helped run the activities so that guests could have an EGG-cellent time! Hot Rods and Cool Treats (800) Nearly 800 people attended the annual Hot Rods and Cool Treats event on May 13, 2023, at Pine Avenue Community Park. The old-fashioned carnival featured family-friendly activities, including can knockdown, ring toss, face painting and a fun zone. Participants enjoyed the build your own sundae bar (and all the toppings), live music and, of course, a classic car show. Awards were presented to entrants for best of show, best interior, kids’ choice, and more. Fiesta at the Rancho – Leo Carrillo Ranch Historic Park Fiesta at the Rancho, held on May 13, 2023, is an annual fundraising event for the California History & Art Program –a joint endeavor of the City of Carlsbad Parks & Recreation Department and the Friends of Carrillo Ranch, Inc. More than 1,200 local 4th grade students will have the opportunity to visit Carrillo Ranch to share in Leo’s vision of early California life and participate in an interactive art lesson. Guest support and fundraiser proceeds allow this award-winning program to be offered to all 4th grade students in the City of Carlsbad at no cost. All tickets included champagne and beverages from the hosted bar, dinner and live entertainment, and an expansive silent auction featuring unique items from local businesses. This year, the event was a sellout at just over 150 attendees. Coming Soon: Leo Carrillo Ranch Film Festival Fridays, Aug. 18 – Sept. 1, 2023, Sunset Leo Carrillo Ranch Historic Park Free admission, registration required Bring a low back chair, blanket, and a flashlight and enjoy an evening of nostalgic entertainment under the stars at the Leo Carrillo Ranch Film Festival. See rare historic films from the Golden Age of Hollywood featuring Leo Carrillo and movies that Leo would love while relaxing on a warm summer night at his former ranch. The snack bar will feature a selection of gourmet snacks and beverages to enjoy for purchase. PARKS Monroe Street Pool Renovation/Replacement Project Monroe Street Pool Renovation Project (District 1) – On Feb. 14, 2023, the City Council directed staff to move forward with the preparation of construction plans and specifications for Concept 3 of the project. This action included authorizing an amendment to the existing agreement with LPA to perform the related services. Two project team progress meeting have been held with LPA, to refine details of the spacial alignments and the intended uses. LPA will further work with its subconsultants and return to the project team in early June. Veterans Memorial Park Project The City Council adopted the final Veterans Memorial Park Master Plan on July 26, 2022. The construction document set, specifications and standard public works contract are anticipated to be ready for review/plan- checking by all applicable departments and agencies by the end of the third quarter 2023. Stagecoach Park Community Garden Project A kickoff meeting with the design firm, Rick Engineering, was held on Nov. 9, 2022. Staff reached out to representatives of the Carlsbad Community Garden Collaborative to get feedback on a similar project recently completed at the Pine Avenue Park Community Garden, which will serve as a template for the Stagecoach Park Community Garden. Initial conceptual drawings were delivered to staff on Dec. 20, 2022, and staff subsequently provided feedback to the consultant team. Staff completed and returned red-line review comments for the 60% construction documents early this month. The final construction document set is anticipated to be bid in early Summer 2023 and construction work commenced in Fall 2023. Robertson Ranch Community Park Project - Five proposals for professional design services were received from May 15, 2023 Item #2 Page 4 of 5 design firms on Jan. 5, 2023, and subsequently evaluated by staff. Of the five firms, two firms were selected to provide presentations and be interviewed by staff. On Feb. 7, 2023, staff received the presentations and reached consensus on the top ranked firm. On April 11, 2023, City Council awarded a professional services agreement to Schmidt Design Group for conceptual master planning scope. On April 20, 2023, the city’s communications staff facilitated an internal team kick-off meeting to plan for the upcoming community engagement process. On April 28, 2023, the parks planning team held an internal (staff and consultants only) design kickoff meeting with Schmidt Design Group and its subconsultants to establish the roles and responsibilities for the project team. The overall project schedule was discussed, followed by a site reconnaissance visit. Communications staff is working on a community engagement strategy and schedule for public engagement, expected to begin this summer. Arbor Day Event On The March 15, 2023, the city hosted a tree planting and tree care Arbor Day Event at Cadencia Park from 8:30 a.m. to 11:30 a.m. Over 30 volunteers and city staff participated in a tree planting demonstration and planting of 26 trees. Species included Western Redbud, London Plane, Coast Live Oak, Chinese Flame and Red Push Pistache and were chosen based on sustainability initiatives outlined in the Carlsbad Community Forestry Management Plan. The City of Carlsbad has maintained its designation as a Tree City USA for past nineteen consecutive years.
