Fiscal Analysis This action has no fiscal impact. Environmental Evaluation In keeping with California Public Resources Code Section 21065, this action does not constitute a “project” within the meaning of the California Environmental Quality Act in that it has no potential to cause either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment. The driver of the vehicle on Alga sustained major injuries to his legs. Driver cited. •On April 21, at 1443, the driver of a BMW was traveling northbound on El Camino Real at a high rate of speed, ran the red light at College Blvd., and struck a Tesla making a right turn. The passenger of the BMW and the driver of the Tesla sustained major injuries. It will be forwarded to DA for possible charges.
