Thank you for submitting a preliminary review for joint access over an existing drive aisle on property
owned by the Olivenhain Municipal Water District {OMWD) and located within the boundaries of the city
of Carlsbad. The 9.8-acre property is located at 1966 Olivenhain Road and developed with administrative
offices as well as accessory fleet vehicle storage and maintenance buildings. Gated access currently exists
off Olivenhain Road. Shared access through the OMWD-owned property is proposed off Olivenhain Road
for the benefit of a residential care facility proposed on the adjacent property to the west {1877
Olivenhain Road, APN 255-040-45-00) and located in the city of Encinitas. The subject preliminary review
involves review of the proposal for shared access on the OMWD-owned property and does not include
comments on the assisted living facility since it is located in the city of Encinitas.
In response to your application, the Planning Division has prepared this comment letter. Please note that
the purpose of a preliminary review is to provide you with direction and comments on the overall concept
of your project. This preliminary review does not represent an in-depth analysis of your project. It is
intended to give you feedback on critical issues based upon the information provided in your submittal.
This review is based upon the plans, policies, and standards in effect as of the date of this review. Please
be aware that at the time of a formal application submittal, new plans, policies, and standards may be
in effect and additional issues of concern may be raised through a more specific and detailed review.
Planning:
General
1. General Plan and zoning designations for the property are as follows:
a. General Plan: Public (P)
b. Zoning: Office {O)
2. The project requires the following permits:
a. Construction Change to Approved Landscape Plan. The landscape plan shall be approved prior
to issuance of the grading permit.
b. Any work within the Olivenhain public right-of-way or public easements within the city of
Carlsbad jurisdiction shall require a right-of-way permit with the city of Carlsbad
3. Please provide additional information as to the type of habitat that will be removed on the
southern portion of the property owned by the Olivenhain Municipal Water District and adjacent

to the existing drive aisle. The adjacent property to the south, owned by the Villagio homeowner's
association (APN 255-040-58-00) is a permanently-managed natural open space preserve. The
property is zoned Open Space (OS) and is designated as a Hardline Area in the city's Habitat
Management Plan (HMP). There shall be no impacts to this area. Additionally, if sensitive upland
habitat such as Diegan coastal sage scrub will be impacted, a Habitat Management Plan {HMP)
Permit will be required.
4. Please clarify whether the proposed six-foot-wide trail extension will be located within the above-
referenced open space preserve. If it is located within the preserve, additional review will be
required. In addition, please revise the grading plan to clearly identify the property line in this
area.
5. Any lighting located adjacent to the Hardline HMP preserve shall be shielded and low-pressure
sodium or equivalent.
6. All future monument signs for the assisted living facility shall be located within the boundaries of
the parcel developed with the assisted living facility in the city of Encinitas {1877 Olivenhain Road,
APN 255-040-45-00).
All necessary application forms, submittal requirements, and fee information are available at the Planning
counter located in the Faraday Building at 1635 Faraday Avenue or on line at www.carlsbadca.gov. You
may also access the General Plan Land Use Element and the Zoning Ordinance online at the website
address shown; select Department Listing; select Planning Home Page. Please review all information
carefully before submitting.
Land Development Engineering:
1. Identify the proposed location for the relocated vehicular gate at the common driveway, as noted
on the preliminary grading plan. The gate shall not be located so as to cause vehicle conflicts (i.e.
queuing, backing up onto the street, etc.) with Olivenhain Road.
2. Any work within the Olivenhain public right-of-way or public easements within the city of Carlsbad
jurisdiction shall require a right-of-way permit with the city of Carlsbad.
3. On-site work was not reviewed for compliance with Carlsbad standards since the assisted living
project site is located outside the jurisdiction of the city of Carlsbad. Other than the comment
pertaining to the gate relocation and right-of-way permit, Land Development Engineering has no
comments on the design of the offsite work located on the OMWD site within the city of Carlsbad
jurisdiction.
Fire Department:
Any comments received from the Fire Department will be forwarded under a separate cover.
