After the City Council authorization, the city’s supplier of fire apparatus, Seagrave Fire Apparatus LLC, increased the purchase price of each engine over the previous model year’s cost by $155,434, a 15.8% increase. Though staff had anticipated and budgeted for an increase in the cost, the increase is $234,188 more than what was budgeted. The new total amount required for the purchase is $2,076,188. June 6, 2023 Item #3 Page 1 of 20 Carlsbad Municipal Code Section 3.28.050(D)(4) authorizes the City Manager to award contracts to buy such capital assets once their purchase is approved by the City Council during the budget process. However, because the current cost of the two engines now exceeds the amount the City Council approved, the council’s approval is required for this purchase. Explanation & Analysis On May 11, 2021, the City Council approved the work plan and authorized the use of General Fund reserves and other funding sources to achieve the City Council goal of bringing the Fire Department into conformance with the “Standards of Cover evaluation.” The Standards of Cover evaluation analyzed current and future emergency response needs based on Carlsbad’s size, demographics and other factors. Objective 2 of the work plan included the purchase of a new Type 1 fire engine. A Type 1 fire engine is designed for structural firefighting, with the ability to deploy hose lines and ladders and perform search-and-rescue. It typically includes, at a minimum, a pump that operates at 1,000 gallons per minute, a 300-gallon water tank, a fire hose and a complement of ground ladders. The FY 2022-23 budget the City Council approved on June 14, 2022 included funding to purchase a new fire engine to carry out the work plan. The budget also included funding to buy a second fire engine to replace an existing 10-year-old vehicle to prevent unplanned and costly repairs that would increase the Fire Department’s service response times. Like many other government agencies, Carlsbad has successfully and consistently used leveraged purchasing through Houston-Galveston Area Council contracts to purchase Seagrave fire apparatus since 2010. Leveraged purchasing is when a public agency uses an existing competitively bid contract as a template to form its own contract with a vendor to purchase the same or similar terms, as allowed by Carlsbad Municipal Code Section 3.28.100. In developing the 2022-23 budget, staff estimated the 2023 cost of a Seagrave Type 1 Fire Engine would be approximately $50,000 over the previous year’s purchase cost. The adopted budget included $1.842 million for purchase of the two fire engines. On Oct. 20, 2022, staff received formal quotes from Seagrave that were significantly more than anticipated (Exhibit 3). Seagrave said this 15.8% increase was in response to changes in the economy, difficulties in obtaining parts and direct labor impacts to production. Staff have evaluated the option for the city to attempt a formal bidding process to purchase these vehicles. However, the quantity of vehicles that the city is planning to purchase would not be comparable in purchasing power to the quantity leveraged by the Houston-Galveston Area Council contract. Staff concluded that using a formal bidding process would not provide a more favorable purchase price and would only result in further procurement delays. The formal HGAC quote from Seagrave for two Type 1 fire engines with the city’s requested specific configuration and modifications is $2,076,188, including all taxes and fees. The resulting cost increase has pushed the total budgeted price for these vehicles above the $1.842 million approved by the City Council, necessitating an additional appropriation of $234,188 and the City Council’s authorization for the purchase. June 6, 2023 Item #3 Page 2 of 20 Staff request that the City Council authorize the purchase of two Type 1 fire engines and authorize an additional appropriation of $120,094 to the Fleet & Facilities FY 2022-23 Vehicle Asset Replacement Fund and $114,094 to the Fire Department’s FY 2022-23 operating budget in the General Fund to complete purchase of two Type 1 fire engines. Fiscal Analysis The one-time costs for additional appropriations for purchasing two engines, if approved, will be funded with a combination of the General Fund and Fleet Replacement fund balances. Of the required $234,188 in appropriations, $120,094 will be funded by existing Fleet Replacement fund balances and the remaining $114,094 will be funded with General Fund reserves. The one-time costs for additional appropriations for purchasing one fire engine, if approved, will be funded with General Fund reserves in the amount of $114,094. Options Staff provide the following options for the City Council’s consideration: 1. Adopt a resolution authorizing the purchase of two Type 1 fire engines and authorize the appropriation of $120,094 to the Fleet & Facilities Vehicle Asset Replacement Fund and $114,094 to the Fire Department’s fiscal year 2022-23 operating budget for a total additional appropriation of $234,188 (Exhibit 1) Pros • Supports the Fire Department coming into conformance with the Standards of Cover evaluation • Ensures fire apparatus are replaced on time to reduce unplanned and costly repairs that impact Fire Department response times Cons • None identified 2. Adopt a resolution authorizing the purchase of only the Type 1 fire engine called for in the Standards of Cover work plan and the appropriation of $114,094 to the Fire Department’s fiscal year 2022-23 operating budget, and defer the purchase of the second Type 1 replacement engine (Exhibit 2) Pros • Avoids impacts to the Fire Department’s efforts to conform with the Standards of Cover • Reduces the required appropriation for purchases from $234,188 to $114,094 Cons • Will result in more common and severe occurrences of unplanned and costly repairs to the existing fire apparatus, impacting the Fire Department’s ability to respond to incidents in a timely manner • Will likely increase the cost to purchase the replacement fire engine at a future date Staff recommend Option 1. June 6, 2023 Item #3 Page 3 of 20 Next Steps Upon City Council approval of Option 1, the Deputy City Manager, Administrative Services, will appropriate $120,094 to the Fleet & Facilities Vehicle Asset Replacement Fund and $114,094 to the Fire Department’s FY 2022-23 operating budget. Staff will then issue a purchase order to Seagrave and place an order for purchase of two Type 1 fire engines. If the City Council approves Option 2, the Deputy City Manager, Administrative Services, will appropriate $114,094. Staff will then issue a purchase order to Seagrave and place an order for purchase of one Type 1 fire engine. Environmental Evaluation The purchase of two Type 1 fire engines and providing additional appropriation for the purchase does not constitute a project within the meaning of the California Environmental Quality Act under California Public Resources Code Section 21065 in that it has no potential to cause either a direct physical change in the environment or a reasonably foreseeable indirect physical change in the environment.
