A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, AUTHORIZING THE PURCHASE OF TWO TYPE 1 FIRE ENGINES
FROM SEAGRAVE FIRE APPARATUS, LLC, VIA HOUSTON-GALVESTON AREA
COUNCIL CONTRACT NO. FS12-19, IN AN AMOUNT NOT TO EXCEED
$2,076,188, AND AUTHORIZING THE DEPUTY CITY MANAGER,
ADMINISTRATIVE SERVICES, TO APPROPRIATE $120,094 TO THE FLEET &
FACILITIES VEHICLE ASSET REPLACEMENT FUND AND $114,094 TO THE FIRE
DEPARTMENT'S FISCAL YEAR 2022-23 OPERATING BUDGET IN THE GENERAL
FUND FOR A TOTAL ADDITIONAL APPROPRIATION OF $234,188
WHEREAS, the City of Carlsbad City Council approved funding in the amount of $1,824,000 for
purchase of two Type 1 fire engines as part of the fiscal year 2022-23 budget adoption; and
WHEREAS, staff received a formal quote through the Houston-Galveston Area Council, or HGAC,
purchasing agreement for two Type 1 fire engines from the fire apparatus manufacturer, Seagrave Fire
Apparatus, LLC, or Seagrave, in the amount of $2,076,188; and
WHEREAS, Seagrave has implemented a 15% increase in the total purchase price due to
changes in the economy and difficulty in obtaining parts as well as direct labor impacts to
production; and
WHEREAS, as authorized by Carlsbad Municipal Code Section 3.28.100, the Purchasing Officer
has determined it is in the city's best interest to utilize a Cooperative Purchasing Agreement through
HGAC Contract No. FS12-19, to provide two Type 1 fire engines in an amount not to exceed $2,076,188;
and
WHEREAS, the City Council has determined that it is in the best interest of the city to purchase
the two fire engines and approve additional appropriation in the amount of $234,188 to ensure
compliance with the Standards of Cover evaluation of Fire Department resources and to ensure the
timely replacement of fire apparatus to reduce occurrences of unplanned and costly repairs to the
existing in-service fire apparatus.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as
follows:
1.That the above recitations are true and correct.
2.That the city is authorized to purchase two Type 1 fire engines from Seagrave in an
amount not to exceed $2,076,188.
3.That the Deputy City Manager, Administrative Services, is authorized to appropriate
$120,094 to the Fleet & Facilities fiscal year 2022-23 Vehicle Asset Replacement Fund
from existing Fleet Replacement Fund balance and $114,094 to the Fire Department's
fiscal year 2022-23 operating budget from General Fund reserves to complete the
purchase of two Type 1 fire engines.
PASSED, APPROVED AND ADOPTED at a Regular Meeting of the City Council of the City of
Carlsbad on the 6th day of June, 2023, by the following vote, to wit:
