CALL TO ORDER: 10:05 a.m.
ROLL CALL: Steindlberger, Stark, Corrigan, Shotas and Norall.
Absent: Colby and Woolsey.

Motion by Chair Steindlberger, second by Commissioner Shotas to approve the Minutes of the
Regular Meeting held on Oct. 4, 2022, as presented – 3/0/2/2 (Stark, Norall – Abstain; Colby,
Woolsey – Absent).
Motion by Chair Steindlberger, second by Commissioner Stark to approve the Minutes of the
Special Meeting held on Dec. 7, 2022, as presented – 3/0/2/2 (Shotas, Norall – Abstain; Colby,
Woolsey – Absent).

1. RALPH M. BROWN ACT AND PUBLIC RECORDS ACT PRESENTATION
Receive a presentation regarding the Ralph M. Brown Act and Public Records Act. (Staff
Contact: Sheila Cobian, City Manager Department)
Recommended Action: Receive the presentation.
Director of Legislative and Constituent Services Sheila Cobian and City Attorney Cindie
McMahon presented the PowerPoint presentation regarding the Ralph M. Brown Act and
Public Records Act (on file in the Office of the City Clerk).
Commission received the presentation.

2. MEMORANDUM OF UNDERSTANDING REGARDING PRELIMINARY PLANNING ACTIVITIES
FOR A REGIONAL BEACH SAND PROJECT
Receive a presentation and recommend the City Council approve a Memorandum of
Understanding Between San Diego Association of Governments (SANDAG) and the City of
Carlsbad Regarding Preliminary Planning Activities for a Regional Beach Sand Project. (Staff
Contact: Michael Tully, Parks & Recreation Department)
Recommended Action: Receive the presentation and approve the recommendation.
Parks & Recreation Director Kyle Lancaster, SANDAG representatives Manager of
Environmental Compliance Keith Greer and Regional Planner II Courtney Pesce presented
the PowerPoint presentation on the memorandum of understanding between San Diego
Association of Governments (SANDAG) and the City of Carlsbad regarding preliminary
activities for the Regional Beach Sand Project (on file in the Office of the City Clerk).
The Commission received the report and agreed to recommend the City Council approve
the memorandum of understanding between San Diego Association of Governments
(SANDAG) and the City of Carlsbad regarding preliminary activities for the Regional Beach
Sand Project.
Motion by Chair Steindlberger, second by Commissioner Stark, to recommend City Council
approve memorandum of understanding – 5/0/0/2 (Colby, Woolsey – Absent).
3. TRI-ANNUAL REPORT OUT ON WORK PLAN FOR FISCAL YEAR 2022-23
Review the Beach Preservation Commission’s Work Plan for Fiscal Year 2022-23 and report
out on the progress made towards completing the goals and tasks. (Staff Contact: Michael
Tully, Parks & Recreation Department)
Recommended Action: Receive the report.
Parks Planner Michael Tully presented the PowerPoint presentation on the Beach
Preservation Commission Tri-Annual report out on the work plan fiscal year 2022-23 (on
file in the Office of the City Clerk).
Commission received the report.
4. NEW TIME FOR MEETINGS CALENDARED FOR FISCAL YEARS 2022-23 AND 2023-24
Consider and adopt either 9 a.m., 10 a.m. or 11 a.m. as the new time for the remaining
Beach Preservation Commission Meetings previously approved for Fiscal Years 2022-23 and
2023-24. (Staff Contact: Michael Tully, Parks & Recreation Department)
Recommended Action: Consider and adopt a new time.
Parks Planner Michael Tully presented the PowerPoint presentation on the new time for
the meetings calendared for fiscal years 2022-23 through 2023-24 (on file in the Office of
the City Clerk).

Commission discussion ensued regarding new meeting time.
Motion by Chair Steindlberger, second by Commissioner Shotas, to adopt 11 a.m. as the
new time for meetings – 5/0/0/2 (Colby, Woolsey – Absent).

This agenda item is to provide the Commission with access to the minutes for the standing
boards and commissions for the City of Carlsbad. (Staff Contact: Michael Tully, Parks &
