Adopt a resolution directing staff to invite Carlsbad residents to apply for nomination to the
County of San Diego’s Palomar Airport Advisory Committee and to place an item on the July 11,
2023, City Council meeting agenda to identify one applicant for nomination to the committee.
Executive Summary
The Palomar Airport Advisory Committee, appointed by the San Diego County Board of
Supervisors, provides input on planning and operations at the San Diego County McClellan-
Palomar Airport to the board and the county’s Chief Administrative Officer.
The City Council is being asked to initiate the process of identifying a Carlsbad resident to
represent the City of Carlsbad on the committee.
Explanation & Analysis
Carlsbad representative Winthrop Cramer resigned from the Palomar Airport Advisory
Committee on Jan. 18, 2023.
To fill the vacant seat, the proposed resolution initiates the process of identifying a Carlsbad
resident for nomination and appointment. The city’s appointment requires the approval of the
San Diego County Board of Supervisors.
Section 731 of the San Diego County Administrative Code outlines the committee’s
composition:
•The committee consists of nine members.
•The supervisor from the Fifth Supervisorial District nominates and the Board of
Supervisors appoints the members.
•The cities of Carlsbad, Vista, San Marcos and Oceanside each have one
representative on the committee, and the cities may each identify a resident from
their city as a candidate for the supervisor to consider.
•The five remaining members shall be from the general public who reside in the Fifth
Supervisorial District.

Fiscal Analysis
There is no fiscal impact from this action.
Next Steps
With the City Council’s approval:
1. The City Clerk’s Office will issue a news release and promote the vacancy online.
2. A notice inviting applicants to apply will be posted, and prior applicants will be notified.
3. Applicants will be encouraged to schedule meetings with City Council members to
discuss their interest and qualifications.
4. Applicants will be invited to voluntarily attend the City Council meeting on July 11, 2023,
at which the City Council will select an applicant for recommendation.
5. Identifying a candidate for nomination will require a majority vote of the City Council.
Environmental Evaluation
This action does not require environmental review because it does not constitute a project
within the meaning of the California Environmental Quality Act under California Public
Resources Code Section 21065 in that it has no potential to cause either a direct physical
change or a reasonably foreseeable indirect physical change in the environment.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, DIRECTING STAFF TO INVITE CARLSBAD RESIDENTS TO APPLY
FOR NOMINATION TO THE COUNTY OF SAN DIEGO'S PALOMAR AIRPORT
ADVISORY COMMITTEE AND TO PLACE AN ITEM ON THE JULY 11, 2023, CITY
COUNCIL MEETING AGENDA TO IDENTIFY ONE APPLICANT FOR
NOMINATION TO THE COMMITTEE
WHEREAS, on January 9, 2019, the County Board of Supervisors adopted Ordinance No.
10589 relating to the composition of the Palomar Airport Advisory Committee; and
WHEREAS, County Board of Supervisors Ordinance No. 10589 established Section 731 of the
San Diego County Administrative Code, which states that "The Committee shall consist of nine
members. The nine members shall be nominated by the Supervisor from the Fifth Supervisorial
District and appointed by the Board of Supervisors. Of these nine members, one each must reside in
the cities of Carlsbad, Vista, San Marcos and Oceanside and these cities may each identify one
resident from their city as a candidate for the Fifth Supervisorial District to consider for nomination to
the Board of Supervisors"; and
WHEREAS, the City of Carlsbad seat on the Palomar Airport Advisory Committee has been
vacant since January 18, 2023; and
WHEREAS, the City Council of the City of Carlsbad now wishes to identify one Carlsbad
resident as a candidate for nomination to the committee.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as
follows:
1.That the above recitations are true and correct.
2.That staff is directed to invite Carlsbad residents to apply to be identified for nomination
to the County of San Diego's Palomar Airport Advisory Committee.
3.That staff is directed to place an item on July 11, 2023, City Council meeting agenda to
identify one applicant for nomination and appointment to serve on the Palomar Airport
Advisory Committee, subject to approval of the San Diego County Board of Supervisors.

The Issue - PACC Vacancy - Carlsbad, the home of Palomar Airport, DOES NOT have a
representative on the Committee. Put another way, the HOST CITY of the Airport has NO
REPRESENTATION for the residents. C4FA is committed to community representation for this
important Airport County Committee and has continued to ask how the designation of PAAC
seats would be split between the 2 districts. My sister and her extended family live in Carlsbad
neighborhoods that are located in PA flightpath, so my email is sent on their behalf.
I encourage the Carlsbad City Council to determine a process to identify this representative and

It is my understanding that the City Council Meeting scheduled for June 13th will table discussion around the City placing
a member on the Palomar Airport Advisory Committee; WHICH IS LONG OVERDUE!!!!! How absurd is it that the airport,
which operates on the City's land does is not represented on what has historically been a very slanted/biased
membership group who place their personal business interests at the airport ahead of residents' concerns?!?!?!? These
PAAC people are rude, condescending, and arrogant, and it is high time that Carlsbad has a member who will fight
against the blatant disregard for Quiet Hours, the Voluntary Noise Abatement Policy, selling and burning of LEADED air
fuel that pollutes the air breathed by our residents!!!! Please partner with our Boasrd of Supervisor Representative to

Please consider appointing a community activist citizen to this advisory committee. It is important that
the interest of the residents have a voice on this committee. For too long the County of San Diego
has operated this Airport without the proper oversight from those most directly impacted by the
operations of this airport ..... the residents of the City of Carlsbad. As the elected officials representing
these residents, it is important that you do everything possible to hold the airport accountable for the
health and safety impacts on the surrounding Carlsbad communities. This can be made possible by
appointing someone with the knowledge, interest and passion to represent Carlsbad City Residents
on this committee.

Advisory Committee'. The City should take a leadership position on this issue rather than continuing to wait for direction
from the County of San Diego

Mayor and Councilmembers:
I urge you to raise the intersectional pride flag to celebrate Carlsbad's diverse and welcoming community. You have seen
a handful of well-organized people discourage you from flying an "identity flag," suggesting that acknowledging the
existence and dignity of our LGBTQIA+ community is somehow divisive.
The truth is that bigots have attacked the LGBTQIA+ community for generations, as those bigots get fewer in number,
they get louder and, sadly, angrier. As a community it is time for us to come together, to reject their divisiveness and let
all residents and all visitors know that Carlsbad is a community that has room for everyone.
I encourage the council to vote yes on Agenda Item 11.

I am writing to express my feelings about PAAC. A process must exist to appoint a full-time Carlsbad resident to the
committee as Carlsbad is after all most effected by and home to McClellan Palomar Airport.
Agenda 11:
All citizens of Carlsbad should feel welcome and safe and by not flying the flag as all our neighboring cities, we appear to
be an undereducated, marginalizing, ignorant townsfolk and in our not so doing we will become target for those who
would militantly rise up in one' form or another to raise awareness of our city's insecurities. Just be kind. Stop with the

I want to thank you for bringing forward the discussion regarding Palomar Airport. It is crucial that our city has the ability
to weigh in on what happens in our town. We need to put in place a process for selecting our representation for the
committee and send it to the Board of Supervisors ASAP. I encourage you to move swiftly.
Regarding: The PRIDE flag
I am thankful that we are being provided another opportunity to say how important we feel it is that all of our residents
are represented by your leadership. If you reject the opportunity to fly the PRIDE flag in Carlsbad, you are sending a

"A review study published in JAMA Pediatrics looked at how many LGBTQ people die by
suicide each year and what percentage of transgender people die by suicide. Compiling
data from 35 previous studies, the analysis involved close to 2.4 million heterosexual
youth and 113,468 LGBTQ youth, ages 12 to 20, from 10 countries. The results included the
following LGBTQ teen suicide rates:
• LGBTQ youth were 3.5 times as likelyto attempt suicide as their heterosexual peers.
• Rates of attempting suicide among trans teens were 5.87 times higher than the
average among all teens.
• Gay and lesbian youth were 3.71 times more likely to attempt suicide.
• Bisexual youth were 3.69 times more likely to attempt suicide than teens who
identified as heterosexual."
Teen suicide is d irectly linked to the stigma associated with being seen as
"different". Having served as a school board trustee I can tell you, it is a terrible thing to
know that a young persons suicide could have been avoided if the community had

shown that child support. Please, help these children feel accepted. You have the ability
to make a difference in the life of a child.

I am grateful to our Carlsbad City Council and staff for bringing the subject of Carl bad representation on the Palomar
Airport Advisory Committee to tonight's agenda. Thank you.
My hope is that the Council work with urgency to select a candidate that can truly represent the Residents of Carlsbad.
There are serious noise issues and environmental issues at the Airport that must be addressed. Additionally, the PAAC
has been structured over the years to increasingly represent the business community. It is time to bring balanced
representation back to the PAAC.
I also anticipate that it will take some strategic persistence from staff to make sure that once our candidate is selected,
our County Supervisor acts with equal urgency to get our candidate on the County agenda and approved.

As a Carlsbad resident, who lives under the airport flight path, it is important for me to state my concern
about the fact that the residents here have no representation on the committee.
· There are many controversial issues surrounding the airport and as a 20 year resident I have often felt
frustrated by the political power the airport enjoys.
Being awoken to the noise of unauthorized jets firing off into the night, not being able to have a
conversation in my own home without closing the windows, and the additional fuel pollution are just
three issues that threaten the quality of life here in our beautiful community.
I often wonder about the profit motivations around airport business, wondering if any of these folks are
actually living under this racket. Please no more delays. We need representation now. I would ask that
whoever is appointed to this difficult, very political task be compensated generously.

Item 10 C-bad City Council meeting 6-13-2023
To all Concerned Citizens who are Surprised by the City Councils inability to get things done or appoint a representative
for the Airport Commission since last December of 2022??? How indecisive or mediocre is the Council? Do they not
care about the effects of the Airport for noise and pollution and pro'perty values for the residents of Carlsbad and
surrounding communities?
The Citizens 4 a Friendly Airport have spent time and money to get some relief and support from the powers that be in
San Diego to protect us. Active members of that group have applied to be chosen to represent Carlsbad on the
Commission. They were not chosen by the powers that are in charge and go along to get along without any regard for
the environment and air quality in the region.
Is it possible that the City Councils lack of getting things done will delay having a representative from Carlsbad on the
Board until December of this year? It is only about quality of life decisions and input? Does the current City Council
have any goals or urgency in filling vacancies? What is the City Manager, Scott Chadwick doing to help them solve some
issues that are important for the quality of life here in North County?
Speaking of quality of life why are the Carlsbad libraries closed on Sunday?
The opening and or shortening of hours especially in the summertime is shortchanging the residents of Carlsbad? Is the
City Council followers of public opinion or problem solvers who can make decisions and actually improve conditions for
all? Mayor Blackburn, why are you allowing such changes to the services of the Carlsbad library?
