1.City Council engage in a discussion regarding raising the Intersectional Pride Flag absent
the adoption of a City Council flag policy.
2.Provide direction to staff as necessary.
Executive Summary
On June 1, 2023, Council Member Acosta made a motion to place on a future agenda an item to
discuss raising the Intersectional Pride flag absent the adoption of a City Council flag policy. The
motion carried with a vote of 3/2 (Blackburn, Burkholder - No).
Explanation & Analysis
Staff presented a report on May 23, 2023, asking the City Council to consider adopting a
proposed City Council policy statement, Display of Flags at City Hall (Exhibit 1). The purpose of
having a flag policy is:
1.To reserve the flagpoles at City Hall solely for government speech, or the city’s own
messages, and
2.If the City Council desires to fly commemorative flags, to establish a uniform process
and guidelines for the City Council to select which commemorative flags to fly.
A motion to adopt a proposed flag policy statement failed.
At the special City Council meeting on June 1, 2023, Council Member Acosta made a motion to
place an item on a future agenda to discuss raising the Intersectional Pride Flag.

Staff surveyed the other 17 cities in San Diego County to find out which agencies have a flag
policy in place and whether they fly the Pride flag.

In considering and providing direction to staff on this item, staff request the City Council answer
the following questions:
• Does the City Council approve flying the Intersectional Pride flag at City Hall absent a
flag policy? If the answer to this question is yes, staff are seeking direction related
to the following questions:
Does the City Council wish to fly a 3-foot by 5-foot flag or 5-foot by 8-foot
flag? (The flags currently flown at City Hall are 5-foot by 8-foot United States
and State of California flags)
When would the City Council wish to have the Intersectional Pride flag
flown? For example, beginning Wednesday, June 14, 2023, or another
timeframe?
Does City Council wish to have the Intersectional Pride flag flown every year,
similarly to the presentation of the Pride Proclamation?

Options
Staff provide the following options for the City Council’s consideration:
Option 1: Direct staff to purchase an Intersectional Pride flag and fly it below the State of
California flag on the existing flagpole during the month of June.
Pros:
• The Intersectional Pride flag would be flown on an existing flagpole, so it would not
incur the additional cost of new pole.
• Would allow the timely flying of the flag in the month of June of this year.
Cons:
• Without a flag policy reserving the flagpoles at City Hall solely for government
speech and establishing a uniform process and guidelines for the City Council to
select which commemorative flags to fly, the city may become a litigation target if
another group or organization requests to fly a commemorative flag and the city
denies the request.
• The halyard on existing pole would require modifications before adding an
additional flag.
• Should the city need to lower the flags to half-staff, the additional flag will be close
to touching the ground.
Option 2: Direct staff to purchase and install a new flagpole to fly the Intersectional Pride flag
during the month of June.
Pros:
• An additional flagpole would solely be used for commemorative flags and could be
used to fly more than one commemorative flag at a time.
• There would be no danger of a flag touching the ground when the flags are lowered
to half-staff.
Cons:
• The cost and time associated with the purchase and installation would likely result in
the flagpole not being installed this June.
Option 3: Direct staff to work with the North County LGBTQ Resource Center to obtain an
Intersectional Pride flag for display at City Hall during the month of June.
Pros:
• Provided the North County LGBTQ Resource Center has an Intersectional Pride flag
and portable pole it would be willing to allow the city to use, the flag could be
displayed expeditiously.
• No cost incurred by the City of Carlsbad.
Cons:
• The City of Carlsbad would be responsible for another organization’s property.
Option 4: Maintain status quo relating to the flying of flags at City Hall until such time as City
Council adopts a flag policy reserving the flagpoles at City Hall solely for government speech
and establishing a uniform process and guidelines for the City Council to select which
commemorative flags to fly.

Fiscal Analysis
If the City Council selects Option 1, depending on the size of the flag, the cost ranges from
$179 - $400 for the purchase of the flag. The cost of retrofitting the flagpole to accommodate
the additional flag would be minimal and could be absorbed in existing budgets.
Should the City Council choose Option 2, the purchase and installation of an additional flagpole
along with a 5-foot by 8-foot Intersectional Pride flag will cost approximately $10,000-$12,000.
Staff recommend that funding for the purchase of any flag or flagpole be appropriated from the
City Council’s contingency account. The current balance of the City Council contingency account
is $492,224.
Next Steps
Staff will carry out the City Council’s direction.
Environmental Evaluation
This action does not require environmental review because it does not constitute a project
within the meaning of the California Environmental Quality Act under California Public
Resources Code Section 21065 in that it has no potential to cause either a direct physical
change or a reasonably foreseeable indirect physical change in the environment.

This memorandum is to provide the City Council with additional information related to Item
No. 11 on the City Council meeting agenda for June 13, 2023, which is a discussion of whether to
display the lntersectional Pride Flag.
May the City Council authorize the flying of a commemorative flag at City Hall by adopting a
resolution?
Yes. Government Code Section 431(b) requires the city to fly the United States and California
flags at City Hall during business hours. Although there are laws governing the positioning of
commemorative flags relative to the United States and California flags, there is no law
prohibiting a city from flying a commemorative flag in addition to these flags. Adoption of a
resolution requires three affirmative votes.
If the City Council may authorize the flying of a commemorative flag at City Hall by adopting a
resolution, why should the City Council adopt a flag policy?
Adopting a flag policy to guide flag-flying decisions became a best practice after the United States
Supreme Court's 2022 decision in Shurtleft v. City of Boston. In that case, the City of Boston
declined to fly a Christian flag on one of its flagpoles even though it flew other commemorative
flags on the flagpole. The proponents of the Christian flag sued Boston for violating their First
Amendment free speech rights.
The outcome of the case depended on whether the flagpole was a public forum or whether
Boston reserved the flagpole solely for its own messages, referred to as government speech. If a
flagpole is a public forum, a city cannot make flag-flying decisions based on a flag's content or
viewpoint. However, if a flagpole is reserved solely for government speech, a city is free to make
flag-flying decisions without regard to First Amendment free speech concerns. Because Boston
did not have a written policy or clear internal guidelines to actively control flag raisings and shape
the flags' messages, the Supreme Court decided Boston had not reserved its flagpole solely for
government speech. Instead, Boston's flagpole was a public forum and Boston should have flown
the Christian flag.

To assure full control of flag-raising decisions, a city wishing to fly commemorative flags on one
of its flagpoles should have a written flag policy:
1. Reserving the flagpole solely for government speech, or the city's own messages; and
2. Establishing a uniform process and guidelines for selecting which commemorative flags to
fly.
Why do resolutions require three affirmative votes and City Council policies require four
affi rmative votes?
The voting requirement for resolutions is included within Government Code Section 36936 and
Carlsbad Municipal Code Section 1.20.130(G).
The voting requirement for City Council policies is included within City Council Policy No. 1. This
policy, which was first adopted by the City Council in 1970, has always included a provision
requiring four affirmative votes. The staff report and minutes from the policy's initial adoption do
not include an explanation of the City Council's reasoning for this voting threshold. One
possibility is that the City Council wanted City Council policies to have broad support and be
enduring so that those affected by them would not experience shifting expectations.
More recently, the Carlsbad Municipal Code and City Council Policy Update Subcommittee
reviewed and recommended updates to City Council Policy No. 1. Although the subcommittee
recommended other revisions, which were subsequently approved by the City Council in
February 2021, the subcommittee did not recommend and the City Council did not request
revision of the voting threshold.
Does the City Council policy voting threshold impede City Council action?
Generally, the voting threshold has not impeded City Council action. Since 2019, the City Council
has adopted a number of important policies notwithstanding the voting threshold. These include
policies related to pension funding, use of General Fund surplus, administration of the Housing
Trust Fund, funding for long-term capital projects, citywide data governance and management,
debt management, cost recovery, and utilit ies reserves.

As elected officials, you are tasked with making decisions which are in the best interests of our city, free from bias and
emotion. You have that choice once again tonight -cave to the emotional demands of an activist group, or make
responsible, unbiased policy decisions based on the best interests of our citizens.
I applaud the city staff for sending an updated memo to the City Council which correctly describes the can of worms that
will be opened if the City Council approves a resolution to fly a flag without a policy in place. As an education advocate
in Carlsbad, I recently witnessed the Carlsbad Unified School Board struggle with this same issue when the
Superintendent and district staff failed to provide any information about the legal or policy implications in advance of
the decision. Since their decision appeared to be made out of a lack of information, the Sc!me activist group demanding
· their flag be raised erupted in shouting and anger, even harassing the board outside at the end of the meeting.
The Supreme Court's unanimous decision in Shurtleff v City of Boston held that arbitrarily rejecting one flag while
allowing others violated the 1st Amendment of the US Constitution. The City of Boston spent millions in attorneys fees
fighting the lawsuit, then paid millions more in attorneys fees to the plaintiff.
Don't make the same mistake as the City of Boston and cave to the emotional demands of an activist group.

situation.

commitment to fostering an environment where all residents, regardless of their background or

However, it is crucial to evaluate the context in which different flags are flown over political or civic
establishments. While the "Pride" flag is undeniably symbolic of inclusivity, it is important to consider

.a question of our city being non-inclusive, but rather a reflection on whetlier displaying specific flags
"at this location appropriately represents and fulfills its primary objectives.
While I fully support and advocate for the LGBTQ+ community, I believe that our [Political/Civic
Establishment] should remain neutral in' its display of flags. Its primary role is to represent and serve
the entire community, which includes individuals with diverse perspectives and backgrounds. By
remaining neutral, our [Political/Civic Establishment] can maintain an environment that is inclusive

and welcoming to all residents, regardless of their personal beliefs or affiliations. I believe the flag of
the United States and flag of California are the only flags to be flown.
In conclusion, I believe that our city, Carlsbad, is a shining example of an inclusive community, and I

Regarding the flag issue which is now moot. In my opinion, the pride flag is political at this point. In no way does it
represent all the people of Carlsbad. The pride flag should not be on any public or government building. I hope
you don't get sued as that is my tax dollar defending your poor judgement on this but here's some thoughts.
Today is flag day where we honor the gay pride and transgender flag? That should never be in conjunction
with our American flag.
The pride flag represents sexuality. How sad you think this is something like that needs to be presented
and needs to be a message from our city?
I am not a christian. I am not a righty. I'm an American who leans either way on multiple topics. As I said,
my daughter is gay and even she thinks this is wrong. That's a personal decision -why is the city of
Carlsbad promoting sexuality?
Maybe if you had a Juneteenth flag at the same time it wouldn't be so off putting. I much prefer a
Juneteenth flag which represents our solidarity with other humans than a pride flag which represents
sexuality for only certain humans.
Flying the pride flag is divisional, not inclusive as you think it is. Its inclusive in your mind, not in mine nor
many others. You really don't represent all your constituents. You just represent those you agree with.

Dear City Council and Mayor Blackburn,
As a third generation Carlsbad resident, wife and mother of two, I have concerns over the commemorative flag
vote reversal. In a time where our country is already divided by social and political issues, it would be a
disservice to the community to endorse flying anything beyond the California State Flag and American Flag.
Those two flags are the only two flags that unite us all. To fly anything beyond that would show endorsement
and favoritism-and dare I say discrimination and division toward other special interest groups.
I personally do not identify with the Pride Flag--1 do not feel included by what it represents and as a Christian,
actually feel quite threatened by the Pride Flag. I do however identify with Domestic Violence Awareness
Month and Breast Cancer Awareness Month and Facial Pain Awareness Month. Guess what-all three of those
special interest groups fall in October! Are you going to fly all three of my special interest group flags during
October? And what about a POW flag for my grandfather who survived the most horrific conditions imaginable
while fighting for our country; and will we also be honoring police week, dispatcher week, nurses week, public
servant week, etc? I would also like the Christian flag hung during the entire month of December and during
the entire month leading up to Easter. I am but one family being represented in this example. There are 12
months with thousands of other special interest groups and social issues that constituents will want
represented equally.
If the City is actually going to move forward in flying commemorative flags, please consider this my formal
request to fly the flags mentioned above during their allotted commemoration period. Is there a form I need to
fill out to make this a formal request?
Please do not minimize the deaths and service of countless military members who bravely fought for our
Nation's flag. Adding additional flags will only detract from our Nation's flag-the one symbol that unites us all. If
the goal of the Pride Flag is to represent inclusion, doesn't our American flag already accomplish that?
Thank you for hearing my concern and documenting my request. Thank you for caring about our community
and trying to make ALL feel included and represented.

As a person who lives in Carlsbad I am disappointed and upset the city is flying the pride flag. Our city is inclusive and we

We are all extremely busy and stuff like this goes under the radar and you may not have the whole support of this

I'm beyond disappointed in this city not being able to remain neutral in their display. You have just alienated many

"A review study published in JAMA Pediatrics looked at how many LGBTQ people die by
suicide each year and what percentage of transgender people die by suicide. Compiling
data from 35 previous studies, the analysis involved close to 2.4 million heterosexual
youth and 773,468 LGBTQ youth, ages 72 to 20, from 70 countries. The results included the
following LGBTQ teen suicide rates:
• LGBTQ youth were 3.5 times as likely to attempt suicide as their heterosexual peers.
• Rates of attempting suicide among trans teens were 5.87 times higher than the
average among all teens.
• Gay and lesbian youth were 3.77 times more likely to attempt suicide.
• Bisexual youth were 3.69 times more likely to attempt suicide than teens who
identified as heterosexual."
Teen suicide is directly linked to the stigma associated with being seen as
"different". Having served as a school board trustee I can tell you, it is a terrible thing to
know that a young persons suicide could have been avoided if the community had

shown that child support. Please, help these children feel accepted. You have the ability
to make a difference in the life of a child.

1. The city manager/attorney stated in the agenda packet (to Option 1 ):
"Cons: • Without a flag policy reserving the flagpoles at City Hall solely for government speech and establishing
a uniform process and guidelines for the City Council to select which commemorative flags to fly, the city may
become a litigation target if another group or organization requests to fly a commemorative flag and the city
denies the request."
2. The 'emergency' memorandum issued by the city attorney late yesterday states in part:
"Adopting a flag policy to guide flag-flying decisions became a best practice after the United
States Supreme Court 2022 case Shurtleft (sic) v. City of Boston" should be a red flag warning
to council members that a yes vote tonight to flying the pride flag -without a city government
policy of flag flying -would be a knowingly reckless act; certain to invite litigation to the city.

Why does the City Council have trouble making a decision based on Staff and Public input?
How hard is it to decide on a flag policy that gives the City Council the authority to decide who gets to have a flag
flown? If the City Council can not handle making a flag policy that includes flying the Pride flag or the Naacp flag during
Black History month, what else are they incapable of doing? There is a Staff Report to assist them! I am in favor of flying
the Pride Flag to show some diversity and support among the students and adults who identify as LGBTQ? Why is the
City Council so reluctant to Do Something? The Status Quo might be comfortable to Bud Lewis or others who have been
around too long??? Is it time for term limits on the Council?

Agenda Item #11 Support Raising Pride Flag
Honorable Mayor Blackburn and City Council Members
I request you suuport our city raising the pride flag. My concern is that all people who identify as non-binary or are
questioning their sexual identity need to know that our city is inclusive and supports the LGBTQ community.
Our son who is non-binary and grew up in this city chose not to "come out" until he moved to another community
where he felt safe and accepted. Another young member of our family is now questioning their assigned birth sexual
identity. That member of our family is supported by us and the No County LGBTQ Center.
For 20 years I was a school nurse. I encountered a number of youth who were questioning or realized that they
identified differently than their assigned sexual birth. They were afraid, bullied and mostly did not feel supported in their
school community. This led many to anxiety, depression, self-harm and sometimes suicidal attempts. I and other school
staff chose to accept them and be an ally. I never encountered situations where they "were groomed" to· be non -
binary. I did know of students related to being non-accepted who were at risk for sexual exploitation.
So that is my personal story. But there is another reason Carlsbad needs to raise the pride flag and indicate it is an
inclusive community. We pride ourselves as a beach destination and are dependent on tourism dollars. We also seek to
encourage high tech and other businesses to locate here. If we are identified as a community that is exclusive, rather
than supportive of the LGBTQ community tourists, businesses and their workers will not come here. This will mean a
significant loss of dollars to Carlsbad.
Thank you for your consideration in this matter. Pleas vote to support raising the flag and not be swayed by those
choosing to exclude and hate. I am a Christian Jesus and the Bible teach us to love and accept everyone.

I adamantly oppose flying any of the 31 + LGBTQ+ flags at city hall, the school district or any government building in Carlsbad .
. This is in violation of the flag code 7 (e), unethical and unconstitutional to those who do not believe in the radicalized LGBTQ+
educators who sexualize our kids.
My neighborhood is liberal and I have not seen a single pride flag, only American flags are flying.
If Agenda #11 passes, everyone will have to be allowed to hang their own flag. It is agaµist the first amendment right to allow one

support for flying the Intersectional Pride Flag in Carlsbad. As a publicly elected official, it is your

Please vote yes to raise this important symbol of inclusivity and recognition during the June 13, 2023 City

-The Intersectional Pride Flag represents the overlapping and interconnected experiences of individuals who

The "Pride flag" is no different that any other flag, it represents a certain group of people. It is unfair and inappropriate

Support for AGENDA Ht -Showing Support for Raising the Pride Flag
I am writing to show my support for raising the lntersectional Pride Flag.
As a community member and an out LGBTQ+ person I am incredibly disappointed that the Pride Flag was not raised at
the start of Pride month on June 1.
At a time when members of the LGBTQ communities rights are under attack and the community is being politicized
using hateful and false rhetoric it is more important than ever for Carlsbad to take a stand as a place where all people's
rights are upheld and we honor freedom and diversity in our community. This is a small act that can mean a lot -growing
up LGBTQ in Carlsbad is challenging and scary enough -this is one small step that you personally can take to show
someone that they are free to be who they are and they will be accepted the way they are.
LGBTQ humans bring so much light and kindess into the world -often in the face of adversity and discrimination. I hope
you will take this step against fear and lack of understanding, and show the LGBTQ community that they don't need to
be fearful or scared because al l people are supported in Carlsbad and we lift up and protect those who are in danger
(which right now -is the LGBTQ and specifically Trans community).

Council Agenda on Pride Flag
As a resident of Carlsbad I was very surprised and disappointed with the lack of support for flying the Pride Flag during
Pride Month where you have already proclaimed your support by Proclamation. I am especially disappointed in the
Mayor who, as a former police officer whose duty was to protect and serve
The pride flag is a symbol of Pride in diversity and shows your support. Do we want our children to be ashamed of their
diversity and differences or do we want them to have pride in themselves? Lack of pride leads to depression and
suicide. This Flag is not a political or religious symbol.
Especially in these days of the increase in lack of acceptance of differences and violence towards those considered other
is a time when we need to show our support more for our children and friends.
The pride flag is flow on the National and State level as well as all the cities around us. It is shocking that our beautiful
Carlsbad is showing a lack of love and acceptance of others.
Please reverse you stance and proudly fly the Pride Flag immediately.

I am writing to you again to ask that you please fly the Progress Pride flag. Today marks 7 years since the deadly Pulse
Nightclub shooting that took the lives of 49 people who were out simply enjoying themselves. Targeted attacks like
these are unfortunately not uncommon; in fact, LGBTQ people are 9 times more likely to be victims of hate crimes than
those who are not part of the community.
Flying the flag is an affirmation that members of the LGBTQ community who work, live, play, study, and travel in and to
our city are welcome here. It is not "divisive," as I have heard some of my fellow Carlsbad citizens claim, to affirm
support for a constitutionally protected class of people. It is only divisive if you don't, in fact, love and support the
people who are part of the LGBTQ community and are also our teachers, dentists, first responders, coaches, children,
friends, and neighbors. I am honestly appalled to see so much adversity to something so simple and innocuous, but
important to so many here.
The LGBTQ community is facing increasing hate and emboldened antagonism and worse. Can't we show our love and
Pride? That's the city I want to live in.

Dear Mayor & City Council Members,
Please vote yes to flying the Progressive Pride Flag.
It was such a disappointment and embarrassment to see our community be forced to raise the flag themselves
outside of City Hall. So many of our surrounding towns and school districts raised the Pride Flag within the
first few days of June with pride and joy!
Max Disposti's speech was moving and completely accurate, but it should not have ever had to be said.
Rejecting the City Council's proclamation was appropriate, the community is tired of empty promises and faux
support. LGBTQ+ rights are human rights! It's high time the council recognizes these constituents within our
community. Bigotry has no place in Carlsbad.
Our community has spoken loud and clear and we want the Pride flag to fly! This is a simple action to take to
show solidarity to our LGBTQ+ community members. We want our City of Carlsbad to be a safe place for our

This is my second time writing on the topic of the intersectional "Pride" flag.
I implore you to keep our government offices free from social, intersectional or commemorative flags .
Many are trying to compel you to fly the Pride flag because (in their words) the 'absence of flying it' means rejection of
the gay community. That's patently false. I think you all know that. (Many groups, causes and social organizations have
flags that are NOT flown over city hall and this does not alienate any of the residents that hold those causes dear).
I would ask that you once again FOCUS on what unites the residents of California: the United States Flag and the Flag of
California. We can all agree on and stand behind the commonality we all share under those two.
Please VOTE NO on ITEM #11. Keep Carlsbad loving, neutral and focused on community vitality.
Remember -individual residents and businesses have the freedom and choice to fly whatever flags suit their needs. This
need not be a government issue.

Why would you vote just a few weeks ago on a policy for flags and now consider flying a commemorative flag? I read
the language of the agenda item (11) and I understand it says "absent the policy" but this makes no sense. A policy is a
policy. I also understand what is going on with a majority vote.
I also question the behaviors of Councilmembers Bhat-Patel and Acosta to be encouraging illegal activities -such as
flying their flag in front of city hall. These individuals should have been cited at the very least. When council members
encourage illegal activities, it causes me grave concern in the integrity of the body of the council.
If you do approve this request then I would like to request a special proclamation and flag flying ceremony be held for all
Christians living in Carlsbad.

Flags and unintended consequences
Dear Mayor Blackburn and City Councilmembers,
You may believe that by refusing to participate in the flying of the Pride flag you are staying neutral.
Unfortunately, inaction has its own consequences.
Your behavior this year has emboldened and enabled those who would curtail free speech, one of America's
most fundamental rights. It has encouraged the narrow-minded to step out of the shadows. You have niade it ok
to be openly opposed to anyone who supports the LGBTQ community.
I put out a rainbow yard sign to express my solidarity (since you wouldn't), and in one week it was vandalized
two times and then stolen outright. This wouldn't have happened last year.
I will replace that sign as many times as necessary. Our youth needs to know they have allies. Some of them do
commit suicide.
Mayor Blackburn, please consider this. It's not about a political agenda, it's about our kids.

I am strongly opposed to displaying flags other than those authorized by the State Board of Education, i.e., The United
States flag and the California flag.
While we are ALL United States citizens and California citizens, we ALL have many different beliefs. Some of these beliefs
while near and dear to the hearts of certain people may be offensive and unacceptable to other people. Are you really
prepared to deal with Nazi flags, Confederate flags, Pro-Life Flags, Free the J6 Prisoners flags, BLM flags, All Lives Matter
flags, Ukrainian flags, Russian Flags, CCP flags, Christian flags, the United Nations flag and one of the newer YAP (Youth
Attracted People) flags as well as my personal favorite, The Sacred Heart of Jesus flag?
Besides the time and potential controversy wasted on dealing with these kinds of issues, what are the legal ramifications
of denying ANY of them if you approve a flag representing a particular belief? Public schools and civic spaces should not
be used to advocate diverse beliefs unless we are ready to promote all beliefs, regardless of our personal affiliations or
feelings. The legal consequences of such a policy will put the city at risk for expensive lawsuits and compromise the
fiduciary responsibility the city council members took an oath to uphold.
I am strongly opposed to displaying any flags other than those that represent ALL of us. The Carlsbad City Council would
be wise to adopt a neutral flag policy; in other words, no flags other than the U.S. flag and the California flag to be
displayed or flown in Carlsbad public spaces or buildings.

There's no valid reason why anyone would oppose flying the Rainbow flag. It literally means everyone
is part of the team. It's not a special interest banner. The only people who don't like it are those who

flag because it might make Russia angry. Would we not fly the California state flag because people in
Texas hate us? The Rainbow flag is about love; it says love has no boundaries. If you agree with that

Urgent Request to Display the Pride Flag at City Hall
Last month, you had the opportunity to keep the tradition offlying the Pride Flag above City Hall. You voted no. You
voted against acceptance, tolerance, understanding and the welfare of Carlsbad LGBTQIA+ neighbors and their families.
You have the opportunity to change your vote and vote for love, respect and safety.
I said in my last letter to you and the council that the Pride flag isn't political. It still isn't about politics. Displaying the
Pride flag is about showing the world that Carlsbad respects its residents. It shows young people struggling with who
they are that those in power care about them. The Pride flag has always been about inclusion.
As the world become more polarized and people pick sides like they pick baseball teams, it's important to show that
acceptance is above politics. Acceptance of queer kids keeps them unashamed of who they are and for those who might
otherwise be overwhelmed, acceptance might keep them alive.
Flying a rainbow flag isn't about a point of view, Republican vs. Democrat, liberal vs. conservative. It's about showing the
world that Carlsbad is for everyone.

It's been said that our country is made up of 350 million "special interest groups". That's
fairly cynical. However, some groups are very good at making themselves heard. It can be
difficult to remain steadfastly rational through all the noise.
I'm sure the silent majority, the vast majority, wholeheartedly believe in equality and
personal freedom for all citizens. However, "equality" also means that one group does not
get special (or worse) treatment.
We already have a flag flying that is all-inclusive; the flag of the UNITED States of
America. The decision to NOT fly a flag for a specific group does NOT make anyone
bigoted. It makes us equal.

Dear Mayor & City Council Members,
Please vote yes to fly the intersectional Pride Flag.
I am currently a sophomore enrolled in CUSD, and have been quite aware of the issues occurring in our city. Recently
there have been issues over raising the Pride Flag at our district office as the Board has delayed this until later. I urge you
not to do the same. We need more inclusivity here in Carlsbad, as we need to be supporting all of our citizens. People
should feel welcome in our community, and this would be a step in the right direction.
I would also like to prompt you to think about, why is this such an issue?
I wish for students that are of the LGBTQIAP+ community to feel accepted when they enter Carlsbad, and feel like they
have a place here. Raising the flag is a step towards ensuring that these students feel like they have support and the
respect of the community. Recently I have spent my time volunteering for Pride events, and it has been a wonderful
experience and opportunity. In my volunteer times, I heard stories about people who are looking for support, and I urge
the council to provide this much needed support.
I have hope that the Council will do the right thing, and vote yes, as this would be a move that would benefit the
community of Carlsbad greatly. This is not an issue of politics, but an issue of acceptance. For the sake of those in the
LGBTQIAP+ community, and the allies, such as myself, we need to raise the Pride Flag.

The truth is that bigots have attacked the LGBTQIA+ community for generations, as those bigots get fewer in number,

I was very disappointed in how the vote to fly the pride flag at CUSD was delayed because by the
time that this vote is made most of the month is over. I volunteered with my family this year for pride
and was very happy and excited to see all of the pride flags being flown in support of these

I implore you to keep our government offices free from social, intersectional or commemorative flags.
Many are trying to compel you to fly the Pride flag because (in their words) the 'absence of flying it' means rejection of
the gay community. That's patently false. There are hundreds of groups, causes and social organizations with flags that
are NOT flown over city hall and this does not alienate any of the residents that hold those causes dear. In that regard,
would you also be obligated to then fly all those flags?
I would ask that you once again FOCUS on what UNITES the residents of California, the United States Flag and the Flag of
California. We can ALL agree on and stand behind the commonality we ALL share under those two.
Please VOTE NO on ITEM #11. Keep Carlsbad loving, neutral and focused on community vitality.

Today's meeting re: Item 11 Pride Flag
Thank you for steering our community in the direction of kindness and inclusivity.
So much of what we enjoy and appreciate in life has to do with celebrating the talents and gifts
members of our community offer to make this world and Carlsbad a better place. A better place,
what does that mean? Simply, more. More of what makes us proud, happy, included, thriving to
be the best we can be -to make our contribution. Does that sound redundant? I guess it is. We
are in a moment of being kind, being supportive -in our leadership to shine light on those who
have suffered due to other perspectives that are not kind or inclusive. This month is called Pride
· month because some who may be different from you have been made to feel bad about who they
· are and that needs to stop. One way to show our support, our kindness is to raise a pride flag
during the month of June.
I know there has already been action on this item that did not result in more support of the
LGBTQ community, the reason being if we,do it for them then what's next ... my response is
look south at our neighbors in Endnitas, they have flown the flag and even a POW flag in parks
and post offices for years. Somehow, their support of important citizens who make a huge
contribution to our communities matter. Encinitas navigated this turf already so if there's concern
about how -talk to Encinitas and do the right thing now.
Carlsbad youth, in high school took time out of their busy finals this month to show their support
and concern regarding Pride support, over 100 students according to the press left class to rally
and speak out on a school day. That was a visual call out that was the tip of the iceberg when it
comes to what our youth wants and what they are asking for. Inclusion, compassion, kindness and
when we do this everyone is safer, allowed to live their life and become productive and happy
participants in our future, the future of the world and Carlsbad.
It's simple, raise the flag, raise awareness, show the community we recognize our citizens who
identify however they identify. It is not for us to judge, it is for us to clear a path, open horizons

and opportunities. I think that's where the rainbow comes from right? After the storm comes the
sunshine. That moment of transition shows beautiful colors in a huge arch of the sky.
Come on Carlsbad, you know the power of a rainbow after a storm. We're in that moment right
now. Show your support for a bigger, better tomorrow by r~cognizing all of your citizens
who deserve our support. Raise the flag. Lead. Be kind. Be inclusive and if anyone gives you a hard
time or is angry or mean -that's their problem and their limitation and maybe while enough show
support they will come around. We are all surrounded by good people who deserve kindness and
the message that they are contributing citizens we welcome and appreciate. Thank you for
reconsidering this timely and amazing opportunity to take a step into the future not be repressed
by a limited, cruel past that only hurts individuals and us in the process. Send a message, we are
united in Carlsbad like Encinitas. They cleared a path and we can follow for the good of North
County and as an example beyond.

I have been a Carlsbad resident for many decades and raised my family here. I have seen our
beautiful city slowly decaying and segregating in a very destructive way. I'm a California native
and U.S. citizen, but I hardly recognize my city and my state.
I urge you to continue to OPPOSE flying the lntersectional Pride Flag at our city government
buildings. The Pride Flag is NOT inclusive. It represents only a very, very small fraction of our
population. In fact, it is quite divisive and even offensive to many. I don't care what others identify
as or what they do in their bedrooms, but it needs to stay in their personal lives. and their
bedrooms ... it has no place in the classroom or in our city government public spaces. Where does
it end?! Will you fly a satanic flag, a straight sex flag, a Nazi flag?! Of course not! That's the point!
The only flags that should ever fly over our government buildings are the State of CA flag and the
United States of America flag (the most inclusive flag in the world), that should be enough. I do not
want to see my city promoting identity groups by flying their commemorative flags. Vote "NO" on
item #11. And NO on any other harebrained ideas like this.
