Executive Summary Mick Calarco, Recreation Services Manager and Todd Reese, Parks Services Manager will report on recently completed and upcoming parks and recreation activities, and other topics of local interest. Exhibits 1.Department report June 19, 2023 Item #7 Page 1 of 4 PARKS & RECREATION COMMISSION Staff Report Exhibit 1 PARKS & RECREATION DEPARTMENT REPORT June 19, 2023 GENERAL & RECREATION Recent Recreation Services Promotions Andi Koller On May 22, 2023, Andi Koller filled the Senior Center recreation supervisor vacancy created by Eric Biggin’s recent promotion. Andi earned her Art History BA from UC Santa Barbara and a grant writing certificate from SDSU. She will be starting the city sponsored MPA program with National University this fall. Her background in community outreach and youth and family programming provided a strong foundation for her work at the Carlsbad Senior Center. While a North County native, Andi spent several years in Seattle relocating a children’s museum, and then as a site director at the Boys and Girls Club overseeing remote learning during the peak of the pandemic. In 2021, Andi returned to be closer to family and joined the City of Carlsbad as a Recreation Coordinator at Pine Avenue Park Community Center. She promoted to Recreation Specialist at the Senior Center and was responsible for several senior classes, intergenerational programs, and the Seaside Insider newsletter. Andi has an adopted rat terrier, Chloe, and has expanded her pack to include an 80 lb. puppy, Ellie, and most recently – a new kitten, Archer. Andi spends most of her free time outdoors, whether it’s on a hike, at the beach, or at a happy hour. Eric Sapp On June 5, 2023, Eric Sapp filled the Pine Avenue Park Community Center recreation supervisor vacancy created by Kevin Gohres’ recent promotion. Eric attended and played baseball at the University of Oregon as well as the University of Portland and earned his BA in Political Science from the University of Portland. After graduating, Eric coached baseball in the California Collegiate Summer league before returning to Carlsbad as a Senior Recreation Leader at Stagecoach and Calavera Hills Community Parks. Eric took a break from working for the City of Carlsbad to accept a position as a Summer Sports Camp Director for the Tualatin Hills Parks & Recreation District in the suburbs outside of Portland, and eventually returned to California to work as a Senior Recreation Leader and a Site Director for the Boys & Girls Club of Oceanside. In 2019, Eric accepted the position of Recreation Specialist for the City of Carlsbad. In that role, Eric focused on centralized reservations, and assisted with the Harding Community Center operations. In his spare time, Eric enjoys cooking, going to the beach, hanging out with his silver lab, Charley, and his cat, Cheeto. Girls Scout Badge Program at Leo Carrillo Ranch Historic Park The department is proud to partner with Girl Scouts of America on two exciting opportunities for girl scout troops to explore Leo Carrillo Ranch Historic Park in earning Outdoor Art Maker and Bug badges. The 90-minute programs provide challenging and fun activities as the scouts learn about the natural world in a unique outdoor setting. Last month, 13 Daisy Scouts from Troop 3273 visited Leo Carrillo Ranch, crafted beautiful flower crowns with volunteer guidance, and in the process, earned their Outdoor Art Badge. Also, a Brownie Troop visited this month to complete their Bug badge! Fiesta at the Rancho – A Fundraiser for the California History & Art Program On Saturday evening, May 13, 2023, the Parks & Recreation and Library & Cultural Arts Departments and the Friends of Carrillo Ranch, Inc. hosted Fiesta at the Rancho, an annual fundraiser for the California History & Art Program at Leo Carrillo Ranch Historic Park. June 19, 2023 Item #7 Page 2 of 4 {city of Carlsbad Parks & Recreation This year’s theme, “A Night Under the Stars” borrowed its inspiration from Hollywood’s golden era. Guests were greeted with beautifully restored classic cars and champagne – they mingled in the twilight to a live quartet playing classics from the 20’s and 30’s and enjoyed a gourmet meal under the stars. An expansive silent auction of exciting items, fabulous experiences and a red carpet-worthy photo opportunity meant that there was something for everyone to enjoy. Over 150 guests gathered at Leo Carrillo’s historic adobe hacienda to enjoy a wonderful event and support a worthy educational cause. The special evening raises money for the California History & Art Program. This free educational field trip provides more than 1,200 Carlsbad fourth grade students the opportunity to visit Leo Carrillo Ranch, learn about Carrillo’s vision of early California life and participate in an interactive art lesson. This year’s event was a resounding success–raising about $20,000 to support history education for fourth grade students! Seeds of Hope Students Visit Leo Carrillo Ranch On May 22, 2023, ten students participating in the Seeds of Hope program visited and toured Leo Carrillo Ranch Historic Park. The visit included a guided walking tour of Leo Carrillo Ranch and was followed by a peacock-inspired art project. Seeds of Hope serves low-income families and refugees in transition. The organization’s purpose is to inspire, instill values, build relationships, and provide education and opportunities for underprivileged kids and their families. The organization also helps kids develop vision and make choices that will benefit their future. It was a pleasure to have these students visit Leo Carrillo Ranch Historic Park and share their beautiful artwork with us! Aquatic Staff Lifesaving Training On June 3, 2023, Parks & Recreation aquatics staff conducted annual all staff training. During training, staff practice numerous simulated emergency scenarios to prepare for the upcoming summer season. The training included a special visit from the Carlsbad Fire Department to perform a scenario simulating the turnover of care from lifeguard staff to paramedics in the case of an emergency. Immediately following the all-staff training, one lifeguard’s skills were tested. Cayla Lopez De Castro Rodriguez was enjoying her day at the Harbor Fish Café in Carlsbad Village when she recognized a man nearby had become unresponsive. Using her lifeguard knowledge and skills, Cayla assessed his condition, provided immediate CPR, assisted with AED, and then turned the patient over to EMS in stable condition. A potential tragedy was averted due to Cayla’s quick reaction and her first response skills. Way to go, Cayla! Alga Norte Aquatics Center Maintenance Hour In response to customer input and pool use demand, parks and recreation staff revised and shortened the maintenance hour schedule at Alga Norte Aquatic Center and Monroe Street Pool. Just in time for summer programs, effective June 5, 2023, Alga Norte Aquatic Center will close on Mondays, Wednesdays, and Fridays from 8 a.m. – 9 a.m., and Monroe Street Pool will close on Tuesdays and Thursdays from 10:30 a.m. – 11:30 a.m. The scheduled maintenance closure allows staff the necessary time, and break in facility use, to perform routine facility and equipment maintenance and cleaning, including but not limited to manually vacuuming the pool, hosing the deck, addressing pool chemical needs, cleaning the front lobby and locker rooms, and stocking paper supplies. Coming Soon: Aloha Plunge Saturday, July 22, 2023, 5 p.m. Alga Norte Aquatics Center Admission - $10 per person, children ages 3 and younger are free Enjoy island-themed pool games and activities, giant inflatables, the splash pad and more. See rare historic films from the Golden Age of Hollywood featuring Leo Carrillo and movies that Leo would love while relaxing on a warm summer night at his former ranch. The snack bar will feature a selection of gourmet snacks and beverages to enjoy for purchase. PARKS Monroe Street Pool Renovation/Replacement Project Monroe Street Pool Renovation Project (District 1) – On Feb. 14, 2023, the City Council directed staff to move forward with the preparation of construction plans and specifications for Concept 3 of the project. This action included authorizing an amendment to the existing agreement with LPA to perform the related services. Three project team progress meeting were held with LPA in May, to refine details of the spacial alignments and the intended uses. LPA and its subconsultants returned to the project team in early June with the refined schematic design, preliminary total project costs and tentative schedule. The next steps are to develop the construction documents (i.e., plans and specifications) over several months. Veterans Memorial Park Project The City Council adopted the final Veterans Memorial Park Master Plan on July 26, 2022. The construction document set, specifications and standard public works contract are anticipated to be ready for review/plan- checking by all applicable departments and agencies by the end of the third quarter 2023. Stagecoach Park Community Garden Project A kickoff meeting with the design firm, Rick Engineering, was held on Nov. 9, 2022. Staff reached out to representatives of the Carlsbad Community Garden Collaborative to get feedback on a similar project recently completed at the Pine Avenue Park Community Garden, which will serve as a template for the Stagecoach Park Community Garden. Initial conceptual drawings were delivered to staff on Dec. 20, 2022, and staff subsequently provided feedback to the consultant team. Staff completed and returned red-line review comments for the 60% construction documents early this month. The final construction document set is anticipated to be bid in Summer 2023 and construction work to commence in Fall 2023. Robertson Ranch Community Park Project - On April 11, 2023, City Council awarded a professional services agreement to Schmidt Design Group for conceptual master planning scope. On April 20, 2023, the city’s communications staff facilitated an internal team kick-off meeting to plan for the upcoming community engagement process. On April 28, 2023, staff held a design kickoff meeting with Schmidt Design Group and its subconsultants to establish the roles and responsibilities for the project team. The overall project schedule was discussed, followed by a site reconnaissance visit. Communications staff is working on finalizing a community engagement plan and schedule. Community engagement is anticipated to commence this summer. National Trails Day Event On Saturday June 3, 2023 in celebration of National Trails Day, staff hosted a trail event with information booths and a guided hike. Staff were joined by over 30 participants for a 4-mile hike along the Rancho Carrillo Trails, beginning at Leo Carrillo Ranch Historic Park. The hike included conveyance of historical information and environmental interpretation of the flora and fauna along the Rancho Carrillo West Loop (west of Melrose Drive) and the Rancho Carrillo East Loop (east of Melrose Drive).
