A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, ACCEPTING THE RECOMMENDATIONS OF THE TRAFFIC AND
MOBILITY COMMISSION AND THE BEACH PRESERVATION COMMISSION BY
APPROVING THE ROUNDABOUT OPTION (OPTION 2) AS THE PREFERRED
DESIGN TO COMPLETE THE GRANT REQUIREMENTS FOR THE SOUTH
CARLSBAD BOULEVARD CLIMATE ADAPTATION STUDY
WHEREAS, the City Council accepted a total of $533,175 grant funding from the California State
Coastal Conservancy to demonstrate how a portion of South Carlsbad Boulevard could be moved away
from hazards caused by sea level rise; and
WHEREAS, a required end product of the grant is a 30% conceptual design of moving south
Carlsbad Boulevard from Manzano Drive to Island Way to the east to be submitted prior to Feb. 28,
2024;and
WHEREAS, the project team prepared three preliminary options of how the roadway could be
moved to the east; and
WHEREAS, based on the grant's objectives, technical analyses prepared for the project, the
guiding principles as described in the staff report, and public input received, staff recommend Option
2, two-lane road with roundabouts, as the preferred option; and
WHEREAS, the City Planner has determined that this report is statutorily exempt from the
requirements of the California Environm~ntal Quality Act, or CEQA, pursuant to CEQA Guidelines
section 15262, Feasibility and Plann ing Studies; and 15378(b)(S), which exempts organizational or
administrative activities of governments that will not result in direct or indirect physical changes in the
environment. This organizational and administrative activity relates to the ongoing study of preparing
an adaptation plan for a portion of a roadway segment in the city (South Carlsbad Boulevard Climate
Adaptation Project). This general direction provided by the City Council does not have a legally binding
effect on any possible future discretionary action. Public input received and technical information
prepared during the planning process will be utilized in preparing a future environmental review
document to support the South Carlsbad Boulevard Climate Adaptation Project.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as
follows:
1. That the above recitations are true and correct.
2. That the City Council approves Option 2, two-lane road with roundabouts, as the
preferred design option and authorizes proceeding with completion of the 30%
conceptual design to comply with the grant requirements for the South Carlsbad
Boulevard Climate Adaptation Study.
PASSED, APPROVED AND ADOPTED at a R_egular Meeting of the City Council of the City of
Carlsbad on the 20th day of June, 2023, by the following vote, to wit:
