HomeMy WebLinkAbout2022-09-12; City Schools Committee; MinutesCITY /SCHOOLS COMMITTEE Minutes Sept. 12, 2022, 4 p.m. CALL TO ORDER: 4 p.m. Council Chamber 1200 Carlsbad Village Drive Carlsbad, CA 92008 ROLL CALL: Council Member Teresa Acosta, Council Member Priya Bhat-Patel, Carlsbad Unified School District (CUSD) Trustee Ray Pearson, CUSD Superintendent Ben Churchill, Encinitas Union School District (EUSD) Superintendent Andree Gray, San Dieguito Union High School District (SDUHSD) Interim Superintendent Tina Douglas, City of Carlsbad City Manager Scott Chadwick and City of Carlsbad Intergovernmental Affairs Director Jason Haber. APPROVAL OF MINUTES: Minutes of the Special Meeting held Oct. 26, 2021 Minutes were accepted and filed. PUBLIC COMMENT: Kelly Le Berthon expressed her opinion on school curriculum and concerns with the fentanyl crisis. Mike Borrello expressed his opinion on critical race theory and DEi initiatives in school curriculum. COMMITTEE MEMBER COMMENTS & ANNOUNCEMENTS: Committee Members shared their thoughts on the collaboration efforts between the _school districts and the city. NEW BUSINESS: 1. SUPERINTENDENT AND CITY MANAGER UPDATES -Receive and discuss a report on the city's and school districts' current priority projects and programs. City Manager Chadwick provided an update on current priorities and efforts in response to the city's local traffic emergency. CUSD Superintendent Churchill, EUSD Superintendent Grey and SDUHSD Interim Superintendent Douglas provided updates on their district's current priorities and programs. The committee received the updates. 2. TRAFFIC SAFETY EMERGENCY UPDATE-PROJECTS, REGULATIONS, AND EDUCATION-Receive and discuss a report on city and school district initiatives related to the E-bike and traffic safety emergency, including projects, regulations, and education. Transportation Director Tom Frank and Police Lieutenant Scott Merritt presented the report and reviewed a PowerPoint presentation (on file in the Office of the City Clerk). Ted Lange expressed his concerns with traffic safety in his neighborhood. Tamara Dixon expressed her concerns with social emotional learning. The committee received the report. 3. SCHOOL SAFETY AND SECURITY INITIATIVES -Receive a report on the city's Safe Routes to School plans. Police Lieutenant Reid Shipley presented the report and reviewed a PowerPoint presentation (on file in the Office of the City Clerk). The committee received the report. 4. CITY OF CARLSBAD GROWTH MANAGEMENT PLAN UPDATE -Receive a report on the city's e- bike safety initiatives. City Planner Eric Lardy presented the report and reviewed a PowerPoint presentation (on file in the Office of the City Clerk). The committee received the report. COMMITTEE MEMBER REQUESTS FOR FUTURE AGENDA ITEMS: Council Member Bhat-Patel requested more information on the partnership between the City of San Marcos and San Marcos Unified School District in terms of behavioral health.
