Minutes
May 24, 2023, 4 p.m .
CALL TO ORDER: 4:05 p.m.
ROLL CALL: Trustees DeForest, McBride, Moran, Schatt.
Absent: Trustee Sheffler.
PLEDGE OF ALLEGIANCE: Trustee Schatt led the Pledge of Allegiance.

Minutes of the Library Board of Trustees regular meeting held April 26, 2023 .
Trustee McBride identified an incorrect dollar amount noted for the donation from the Carlsbad
Library & Arts Foundation on page four. The correct donation amount is $105,000.
The board would like noted that they offered their gratitude to Writer to Writer winner Nyla
Henry on page three.
Motion by Trustee Schatt, seconded by Trustee McBride, to approve the minutes as amended.
Motion carried, 4/0/1 (Sheffler -Absent).

DEPARTMENTAL REPORTS:
1. MONTHLY LIBRARY REPORTS:
Receive the Narrative Report and Statistical Report for April 2023. (Staff contacts: Sheila
Crosby and Katie Nye, Library & Cultural Arts)
Recommendation: Receive the reports.
Chair DeForest introduced the reports that were included in the agenda packet and asked
for any questions or comments from the trustees.
Trustee Schatt inquired about service numbers and web sessions compared to hours
opened in 2022 and 2023. Chair DeForest inquired about visitation numbers and reference
questions.
The board received the reports.

2. SUMMER READING ADVENTURE 2023 OVERVIEW -Receive an overview from staff on
programs and events around Summer Reading Adventure 2023.
(Staff contacts: Kylee Seal and Jasmine Venancio, Library & Cultural Arts)
Recommendation: Receive the report.
Library Technician Jasmine Venancio and Library Assistant Kylee Seal provided a PowerPoint
presentation (on file in the Office of the City Clerk).
Trustee Schatt commented on the wonderful children's programs the library provides and
Trustee Moran is looking forward to the adult summer reading program offered.
The board received the report.
3. FY 2023-24 LIBRARY BUDGET SUBMITTAL AND LETTER OF CONCURRENCE -Receive a
report from staff on the fiscal year 2023-24 library budget submittal and vote to accept
letter of concurrence to be sent to City Council via memo. (Staff contact: Fiona Everett,
Library & Cultural Arts)

Recommendation: Receive the report and vote to approve letter of concurrence.
Senior Management Analyst Fiona Everett provided a PowerPoint presentation (on file in
the Office of the City Clerk).
Trustee Schatt commented it was regrettable Sunday hours were not returning. In an
inquiry from Trustee Schatt, Senior Management Analyst Fiona Everett explained savings
related to the reduction of patron computers, the capability to monitor misuse of
eliminating pay for printing and the use of donations and endowments.
Trustee Moran commented on the well thought out ideas to the budget presented,
including the elimination of pay for printing. Trustee Moran also commented that many
libraries are not reinstituting weekend hours at all.
In an inquiry from Chair DeForest, Senior Management Analyst Fiona Everett explained
funding the library position using the Gartner Fund does meet the requirements of the
endowment and can sustain the position.
Motion by Trustee McBride, seconded by Trustee Schatt, to approve the letter of
concurrence.
Motion carried, 4/0/1 (Sheffler -Absent).
NORTH SAN DIEGO COUNTY GENEALOGICAL SOCIETY REPORT -Receive a report from the
North San Diego County Genealogical Society. (Staff contact: Sheila Crosby, Library &
Cultural Arts)
Recommendation: Receive the report.

Board Liaison Mary Millet reported the society hosted their spring seminar virtually on April
29 and recorded the highest number of registrants and second highest attendance for a
seminar offered on research and DNA. Mary spoke about the various information available
through the society's Facebook page. The society is discussing the advantages and
disadvantages of online and hybrid meetings and recently voted to continue hybrid
meetings through the end of 2023. The program meeting in June will include a presentation
on "Windows into Genealogical and Historic Journals," and in July What's Your Story?
Writing the Stories of Your Life."
The board received the report.
TRUSTEES COMMENTARY AND REQUESTS FOR CONSID ERATION OF MATTERS: This portion of
the agenda is for the Board of Trustees to make brief announcements, brief reports of their
activities and requests for future agenda items.
Trustee McBride reported the Carlsbad Lib rary & Arts Foundation will be at the City Council
meeting on June 20 to present a donation of $105,000. The foundation's total assets are
$4,421,000. The foundation will host a booth for a senior expo at the Carlsbad Senior Center, and
they are looking for volunteers.
DIRECTOR'S COMMENTS:
Director Suzanne Smithson made the following announcements:
• Library will be closed on May 29 in observance of Memorial Day
• Update on full time recruitments
• May 8 the library returned to opening at 9 a.m.
• Author event in the Ruby G. Schulman Auditorium on June 9 with Lisa See, discussing her
book "Lady Tan's Circle of Women"
• Summer Reading Adventure begins June 20
• TGIF Concerts in the Park begin July 7
• Friends of the Carlsbad Library will host their annual meeting on June 15 and elect a new
board, and the bookstores will begin opening at 10 a.m. starting May 30
