Executive Summary On June 13, the City Council directed staff to invite Carlsbad residents to apply for nomination to the County of San Diego’s Palomar Airport Advisory Committee and place an item on the July 11, 2023, City Council meeting agenda to identify one primary candidate and one alternate candidate for nomination to serve on the committee. The Palomar Airport Advisory Committee consists of nine members who are nominated by the Supervisor from the Fifth Supervisorial District and appointed by the County Board of Supervisors. Members serve terms that run concurrently with the term of the Supervisor who nominated them to the committee. Members volunteer their time to advise the County Board of Supervisors and the Chief Administrative Officer on matters related to Palomar Airport. Explanation & Analysis San Diego County Board of Supervisors Policy Number A-74 outlines the policies and procedures governing participation in county boards, commissions, and committees. San Diego County Administrative Code, Article XL - San Diego County Palomar Airport Advisory Committee, provides that the City of Carlsbad may identify one resident from the city as a candidate for the Supervisor from the Fifth Supervisorial District to consider for nomination to serve on the Palomar Airport Advisory Committee, subject to approval of the San Diego County Board of Supervisors. July 11, 2023 Item #11 Page 1 of 43 No member shall be nominated or appointed who is a member of the governing body or Planning Commission or an employee of the County of San Diego, City of Carlsbad, City of Vista, City of San Marcos or City of Oceanside. No more than three members of the committee shall be financially interested in any business having a leasehold interest in Palomar Airport. Each member of the committee shall serve a term running concurrently with the term of the Supervisor who nominated them to the committee. The term shall expire on the date of expiration of the term of the nominating Supervisor, or until the Supervisor ceases to hold office, whichever occurs first. The reelection of the nominating Supervisor for a succeeding term shall not automatically extend the term of any committee member. The Palomar Airport Advisory Committee has the following duties and responsibilities: • To review and make recommendations on issues pertaining to noise control at Palomar Airport. • To review and make recommendations regarding land use within the airport influence area. • To review and make recommendations regarding issues pertaining to the development and operations of the Palomar Airport. • To provide an open forum between the communities and the county on matters pertaining to the Palomar Airport. • Any other items as may be assigned to the committee by the Board of Supervisors. Nomination process Application window June 15 - June 26 by 5 p.m. City issued a news release and promoted vacancy online, posted notice inviting applications and notified prior applicants Distribution of applications to City Council June 27 Applicants were encouraged to meet with City Council members to discuss their interest and qualifications Applicant selection July 11 Applicants were invited to attend and comment Applications from residents wishing to serve can be found in Exhibit 2. Identifying a candidate for nomination will require a majority vote of the City Council. Fiscal Analysis There is no fiscal impact from this action. Next Steps Following the City Council’s adoption of a resolution naming the city’s primary and alternate candidates, staff will provide a copy to the District 5 Supervisor. This resolution will help inform the Supervisor’s selection of a nominee to serve on the Palomar Airport Advisory Committee. Staff will also send a copy to the District 3 Supervisor, who represents Carlsbad on the County Board of Supervisors. The approval of the Board of Supervisors is required to complete the appointment process. Explanations: Since moving to Carlsbad, Bressi Ranch in 2010, I have had great interest in the operations related to McClellan-Palomar Airport. CRQ. Specifically, when I learned in 2015, that there was a proposal in the 20 Year Airport Master Plan to change the airport designation from a B-11 to a D-111, FAA Classification, my level of interest was greatly increased due to the impact this change would have on Carlsbad and surrounding communities. Please describe your educational background: I have an Associate Arts degree from Long Beach City College. I received my Private Pilots License "Airplane Single Engine Land" on November 29, 1974, at Long Beach Airport. Please describe relevant experience: Starting in 2015, I began attending regular meetings of the Palomar Airport Advisory Committee in the Carlsbad Council Chambers. I continued to attend these meetings when in 2018, they were moved to the San Marcos Council Chambers. In 2017, I was selected to a sub-committee of the PAAC to review Data for the monthly Airport Performance Report. This report is presented to the public at each PAAC meeting. In November 2019, I was selected to a sub-committee of the PAAC to review the VNAP (Volunteer Noise Abatement Program) for Palomar Airport. In March 2020, this Committee was put on hold because of COVID. We later resumed meetings, by video conference, and completed our findings in late 2021, with recommendations to Airport Staff. Please describe your current or past community involvement: Served as Secretary for the Moonlight Theater Angels Auxiliary 2012/2013. Volunteer dog walker for the County Department of Animal Services 2014 to 2018. Appointed as a Dog Walking Trainer for New Volunteers (2015 to 2018). Worked with Staff as volunteer front desk receptionist and volunteered in the medical unit. I have been a member of the North County League of Women Voters (2013 to Present) and served as the Carlsbad City Council League Observer in 2015/16. My father was a WWII, B-29, Pilot. After the war he worked at Burbank Airport, selling Beechcraft, Bonanza planes. He also did aviation stunt work for Disney and some commercials. In 1960, my dad began work with Douglas Aircraft at Long Beach Airport as an Aeronautical Engineer. I spent many hours at Long Beach Airport as a kid. Sadly, my Dad passed away in 1969, when I was 16. To honor his legacy, I was inspired to obtain my own pilot license. Unfortunately, I cannot join you tonight at the council meeting; however, I want to express my interest and the reasons behind my application. 1. I believe that the Committee has lacked adequate representation for the residents of Carlsbad in recent years. As the airport is located in Carlsbad, its operations and development have a significant impact on the City's residents compared to ot her res idents in North County. Therefore, it requires someone who will ensure that our residents' interests are taken into account and represented effectively. Over the past seven years, I have served as the Chair of the Traffic & Mobility Commission and have also Chaired the Design Review Committee. During this time, I have consistently led these commissions with the best interests of Carlsbad's residents at hear( not any personal or special interests. 2. I also strongly believe that all demographics should be adequately represented on every Committee or Commission in Carlsbad. As I have mentioned before, approximately 82% of Carlsbad's population is under 65 years old, and 70% is under 55 years old (https://www.census.gov/quickfacts/carlsbadcitycalifornia). This means that the majority of Carlsbad's residents are parents with school-age children. The City also has roughly even gender population (50/50 female and male). The current composition of the PAAC committee consists of nine male members. Which means 50% of Carlsbad is not being represented at all on that Committee. By having a more diverse Committee, we make sure everyone is being represented and enhance the quality of the Committee's work in the future. When I joined the Traffic & Mobility Commission seven years ago, I was the only Commissioner raising concerns about traffic issues around schools ... because I was the only parent on that Commission who was dropping off children at school every day. Being a mother in my early 30s, helped me bring a unique perspective to the Commission. The rest of the commissioners were 60+ years old males. Without my direct involvement, issues related to traffic stops and e-bikes safety may not have received the attention required to create a safer Carlsbad for our children. This is precisely why we need residents from all walks of life, representing diverse genders, ages, races, and more on Commissions and Committees -to truly represent ALL of Carlsbad, rather than just a small group. 3. The primary concerns surrounding the Palomar airport revolve around noise, development, and public relationships between residents and public entities such as cities and the county. What sets me apart as a strong candidate for this appointment is not only my years of civil service but also my experience as a Civil Engineer. Over the past 10 years, I have worked as a Transportation and Construction Engineer in San Diego County, contributing to numerous high-profile projects such as the MidCoast Light Rail, Inland Bike Rail, various LOSSAN corridor rail projects, and the San Diego Airport remodel. These experiences have allowed me to collaborate closely with public entities including NCTD, SAN DAG, cities, and the county. So, in my opinion being able to respectfully navigate these relationships it's a crucial attribute for a committee member to have that is representing Carlsbad on a committee like the PAAC. By appointing me to the PAAC, you will have someone with a comprehensive understanding of transportation and construction matters, along with the ability to navigate the complex relationships between the public and public entities . 1 while always having Carlsbad's residents interests at heart. ' The PAAC was created to provide a vehicle for Community Input for all things Palomar Airport. It started out doing that very well, but somehow over the years, the PAAC lost its way. It's become another "lobbying group" for all things aviation, all · things airport. The residents have been ignored and brushed off. Residents go to meeting after meeting, and nothing happens. The PAAC has become a place where residents speak and no one listens. It's time for a change, and the change needs to begin here, in Carlsbad, the home of Palomar Airport. The PAAC can get back to its roots of representing the community one member, one appointment at a time. Change begins with the 5 of you, leading by example and appointing someone to speak for us, the regular residents, who are so impacted by the goings on at Palomar Airport. With the FAA's introduction of Next Gen nationwide, folks who never had planes flying over their homes now hear those jets and airplanes at all hours of the day, and unfortunately, the night. The PAAC's role in representing regular residents has become all that more important. For too long now, Palomar Airport has done what it wants, when it wants, and how it wants with no consideration for those who live around it. It's all about the planes, the pilots and companies based at the airport. It's time for Palomar Airport to be a considerate, well-mannered neighbor. A strong, resident-focused PAAC can be effective in helping to make that happen. Other communities, other airports have done so. We can too. Please appoint a PAAC member who will put the needs of the residents first, second, third ..... all the way to number 99. The Airport has enough well paid, well-funded advocates: locally, at the state level, and even in Washington, DC. Believe me, they show up in force every time Palomar Airport is on the Board of Supervisor's Agenda. Thank you and choose wisely.
