Executive Summary The Friends of the Carlsbad Library are generously donating $65,000 in direct support of library programs for fiscal year 2023-24. Carlsbad Municipal Code Section 2.08.100 requires such donations of more than $5,000 to be approved by the City Council. Explanation & Analysis The Friends of the Carlsbad Library is a non-profit, community-based organization, founded in 1957 with the mission to support Carlsbad City Library programs and activities. The Friends raise funds through the sale of books at Friends bookstores in both the City Library on Dove Lane and the Cole Library. The donation will provide supplies for children, teens and technology programming, reimbursement for performers, materials for the ongoing mindfulness series and support of the Carlsbad Reads Together author talk. Fiscal Analysis This $65,000 donation from the Friends of the Carlsbad Library will augment the FY 2023-24 operating budget for the Library & Cultural Arts Department allowing the purchase of library materials and the continuation of library programs for the community that otherwise might not be possible. Next Steps If the donation is approved by the City Council, a letter of appreciation will be sent on behalf of the City of Carlsbad and the Library & Cultural Arts Department to acknowledge the ongoing support from the Friends of the Carlsbad Library. July 11, 2023 Item #1 Page 1 of 3 The donation from the Friends of the Carlsbad Library will be appropriated to the Library & Cultural Arts Department FY 2023-24 operating budget. Environmental Evaluation This action does not require environmental review because it does not constitute a project within the meaning of the California Environmental Quality Act under California Public Resources Code Section 21065 in that it has no potential to cause either a direct physical change or a reasonably foreseeable indirect physical change in the environment. City Council resolution July 11, 2023 Item #1 Page 2 of 3 RESOLUTION NO. 2023-185 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, ACCEPTING A DONATION OF $65,000 FROM THE FRIENDS OF THE CARLSBAD LIBRARY TO THE CITY OF CARLSBAD LIBRARY & CULTURAL ARTS DEPARTMENT WHEREAS, the City Council of the City of Carlsbad, California has determined that the Friends of the Carlsbad Library has generously offered a $65,000 donation to the City of Carlsbad's Library & Cultural Arts department; and WHEREAS, acceptance of this donation augments the operating budget for the library allowing for the purchase of materials and the continuation of programs for the community that otherwise might not have been possible. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as follows: 1.That the above recitations are true and correct. 2.That the City Council accepts with thanks the $65,000 donation from the Friends of the Carlsbad Library. 3.That the Finance Director, Administrative Services, shall appropriate the $65,000 donation to the Library & Culturql Arts Department FY 2023-24 operating budget to be used to support library programs and services. To all concerned about the changes in services to the people of Carlsbad and surrounding areas??? Why are the Mayor and City Council members downgrading services from the library management? Does the Council want to curtail services and stop or cut back services to people? What is the current City Manager doing to improve things or solve problems for the council? Currently the City of Carlsbad library is open fewer hours than the Oceanside Library and the Encinitas branch of the County library System. Without consulting with the people, Library staff have eliminated operating hours on Sunday and cut back on the hours of operation at night. This is inconvenient for many people! The city paid 14 million dollars of State Covid funds to catch up on pension contributions! No money went to improve services for residents and visitors to the library system??? The Mayor asks all departments how to save money but they do not ask how the departments are going to improve services to the residents and visitors to these departments. The people deserve to have a minimum level of service to count on, don't we? Please contact your current Mayor and current City Council members to request better service and expansion of hours of service and more activities and services on Sundays (expanded hours ---6 hours min.).
