It is my understanding that the City has requested only this habitat assessment in lieu of a full Biological Resources Technical Report. The approximately 0.54 acre parcel at the intersection of Adams Street and Highland Drive overlooks Agua Hedionda Lagoon. Adams Street and several undeveloped parcels separates the property from the edge of the lagoon. Examination of historic aerial imagery reveals that the existing single family residence on the site was constructed in the late 1940s or early 1950s. Other than the residence and existing driveway, most of the remaining area of the parcel consists of bare mineral earth (See attached photographs). A small area in the southeast comer of the parcel is covered with ornamental ice plant Carpobrotus edulis. A narrow strip of ornamental landscape vegetation borders Adams Street. All of the plantings are non-native, including jade plant, ornamental cactus, ice plant, aloe sp., and ornamental yucca. No sensitive habitat or native plant species were found on the property. Habitat on the west side of Adams Street consists of high quality Diegan Coastal Sage Scrub. A records search of the California Natural Diversity Data Base (CNDDB) indicates a sighting of the federally threatened California Gnatcatcher Polioptila californica in the undisturbed habitat west of Adams Street. Because there is no sensitive habitat and no native plant species on the parcel it should not be necessary to prepare a Biological Resources Report for your project. Project implementation will not impact sensitive biological resources.
