Adopt a resolution authorizing the use of the Calavera Hills Community Center Activity Room,
Alga Norte Community Park Meeting Room 301 (General Election only), Pine Avenue
Community Center Activity Room and Stagecoach Community Center Activity Room as vote
center locations and waiving any associated fees for their use in the 2024 Primary and General
Elections.
Executive Summary
On May 22, 2023, staff received a notification from the San Diego County Registrar of Voters
Office requesting use of the Calavera Hills Community Center Activity Room, Alga Norte
Community Park Meeting Room 301 (General Election only), Pine Avenue Community Center
Activity Room and Stagecoach Community Center Activity Room as vote center locations for the
2024 primary and general elections.
Staff are requesting the City Council’s approval for the use of these locations.
Explanation & Analysis
On Oct. 19, 2021, the San Diego County Board of Supervisors approved the transition to the
Voter’s Choice Act model. The California Voter’s Choice Act was intended to modernize
elections in the state by letting counties conduct elections under a model that provides greater
flexibility and convenience for voters. As part of this change, vote centers replaced traditional
neighborhood polling places. Voters can visit these centers to vote, register and vote the same
day, drop off their ballots, vote with an accessible voting machine or receive help and voting
materials in multiple languages.

California Elections Code Section 12283(b)(2) states, “If a ... county elections official specifically
requests the use of a ... public building for polling places, or vote centers beginning up to 10
days before the election and continuing through election day, as well as during key dates
necessary for drop-off, set-up and pick-up of election materials, as determined by the elections
official, the governing body having jurisdiction over the particular ... public building shall allow
its use for the purpose requested.”
In keeping with that code section, the County of San Diego Registrar of Voters is requesting the
use of the following city facilities as polling places for both the 2024 primary and general
elections:
•Calavera Community Park – Activity Room, 2997 Glasgow Drive
•Alga Norte Community Park – Meeting Room 301, 6565 Alicante Road (General Election
only)
•Pine Avenue Community Center – Activity Room, 3209 Harding Street
•Stagecoach Community Center – Activity Room, 3420 Camino De Los Coches
For the 2024 primary election, vote center locations must be made available as follows:

This expanded timeframe allows for the Registrar of Voters to drop off materials, conduct
training, set up voting devices, breakdown and pick up all materials.

In addition, the Registrar of Voters is requesting the use of eight tables, 12 chairs and access to
five duplex electrical outlets.
Fiscal Analysis
California Elections Code Section 12283(b)(1) allows the city to provide these facilities for the
Registrar of Voter’s use without cost to the county. Providing use of the Calavera Hills
Community Center Activity Room, Alga Norte Community Park Meeting Room 301, Pine Avenue
Community Center Activity Room and Stagecoach Community Center Activity Room for the
primary and general elections will result in a decrease in revenue generated from the day-to-
day use of these facilities. Because of the nature of the programming and incidental use, staff
are unable to determine an accurate fiscal impact at this time.
Next Steps
Staff will provide the necessary parks and facilities use application to the Registrar of Voters for
completion.
Environmental Evaluation
This action does not require environmental review because it does not constitute a project
within the meaning of the California Environmental Quality Act under California Public
Resources Code Section 21065 in that it has no potential to cause either a direct physical
change or a reasonably foreseeable indirect physical change in the environment.

follows:
1.That the above recitations are true and correct.
2.That the City Council authorizes the use of the Calavera Hills Community Center Activity
Room, Alga Norte Community Park Meeting Room 301 (General Election only), Pine
Avenue Community Center Activity Room and Stagecoach Community Center Activity
Room as vote center locations for the 2024 Primary and General Election and waives
any associated facilities use fees; however, if the county offers a stipend for the use of
the city's facilities, the City Clerk's Office is authorized to accept the stipend.

On behalf of the Registrar of Voters, thank you for your past participation with hosting election vote centers or standing
by for future use. We are reaching out again as we look to administer the Presidential Primary Election.
With the implementation of the vote center model in San Diego County pursuant to the Voter's Choice Act (VCA), vote centers have now replaced traditional neighborhood polling places. Select sites will be open for eleven days of
voting, including Election Day, and additional sites will be open for four days of voting, including Election Day.
Pursuant to Elections Code Section 12283(b): "If a city or county elections official specifically requests the use of aschool building or public building for polling places, or vote centers beginning up to 10 days before the election and
continuing through election day, as well as during key dates necessary for drop-off, set-up, and pick-up of election materials, as determined by the elections official, the governing body having jurisdiction over the particular school
building or public building shall allow its use for the purpose requested…" 12283(a): For the purposes of this section,"public building” means a building owned by or controlled by any of the following: 1. A local government agency,
including a city or county. 2. The University of California. 3. The California State University. 4. A community college
district.
In accordance with the above-cited Elections Code section, we are preliminarily requesting the use of the location listed
below as a Vote Center for eleven days of voting, Saturday, February 24, 2024, through Monday, March 4, 2024, from8 a.m. until 5 p.m. and on Tuesday, March 5, 2024, from 7 a.m. until 8 p.m. A final decision will be made by
approximately August 1, 2023. If the location listed is not selected, then a follow up letter will be provided.

On behalf of the Registrar of Voters, thank you for your past participation with hosting election vote centers or standing by for future use. We are reaching out again as we look to administer the Presidential Primary Election.
With the implementation of the vote center model in San Diego County pursuant to the Voter's Choice Act (VCA), vote centers have now replaced traditional neighborhood polling places. Select sites will be open for eleven days of
voting, including Election Day, and additional sites will be open for four days of voting, including Election Day.
Pursuant to Elections Code Section 12283(b): "If a city or county elections official specifically requests the use of aschool building or public building for polling places, or vote centers beginning up to 10 days before the election and
continuing through election day, as well as during key dates necessary for drop-off, set-up, and pick-up of election materials, as determined by the elections official, the governing body having jurisdiction over the particular schoolbuilding or public building shall allow its use for the purpose requested…” 12283(a): For the purposes of this section,
"public building” means a building owned by or controlled by any of the following: 1. A local government agency,including a city or county. 2. The University of California. 3. The California State University. 4. A community college
district.
In accordance with the above-cited Elections Code section, we are preliminarily requesting the use of the location listedbelow as a Vote Center for four days of voting, Saturday, March 2, 2024, through Monday, March 4, 2024, from 8a.m. until 5 p.m. and on Tuesday, March 5, 2024, from 7 a.m. until 8 p.m. A final decision will be made by
approximately August 1, 2023. If the location listed is not selected, then a follow up letter will be provided. Timeline of events:
Friday, Feb. 23 – Thursday, February 29, 2024 Delivery of supplies date range; actual date will be confirmed
Friday, March 1, 2024 *Access from 9:00 a.m. to 1:00 p.m. for set-up
Saturday, March 2 – Monday March 4, 2024 Access from 7:30 a.m. to 6:30 p.m. for Early Voting Days
Tuesday, March 5, 2024 Access from 6:15 a.m. to 11:00 p.m. for last day of voting
Wednesday, March 6, 2024 *Access from 9:00 a.m. to 1:00 p.m. for break-down
Wednesday, Mar. 6 – Thursday, Mar. 14, 2024 Pick-up of supplies date range
