Recommended Action
Adopt a resolution accepting a $100,000 donation from George Krell to the City of Carlsbad
Library & Cultural Arts Department and appropriating $50,000 of the donation for purchase of
new seating and large-type books.
Executive Summary
George Krell has donated $100,000 to the Library & Cultural Arts Department to be used for
additional seating for reading at the City Library on Dove Lane and the ongoing purchase of
large-type books for patrons who are visually impaired.
Carlsbad Municipal Code Section 2.08.100 requires donations of more than $5,000 to be
approved by the City Council.
Explanation & Analysis
George Krell and his wife, Constance have long been regular users of the Carlsbad City Library
on Dove Lane. They met with staff in early April, expressing an intent to donate $100,000 to the
library and expressed specific interest in supporting additional seating and large-type books.
Mrs. Krell passed away in late April. Mr. Krell reached out to staff a few weeks later to reaffirm
his intention to make the donation.
Staff plan to recognize the donation for the seating with a small plaque saying, “Generously
Donated by George and Constance Krell” Staff will place name plates honoring the Krell’s
donation in each large-type book purchased with the donation.

Staff recommend the City Council accept the $100,000 donation and that $50,000 be
appropriated now for the purchase of new seating for reading and some large-type books as
needed.
Fiscal Analysis
The Krell donation will be deposited in a Library & Cultural Arts special revenue account, with a
designation for expenditures on additional seating and large-type books. Staff are requesting
that $50,000 be appropriated now for the purchase of new seating and some large-type books
as needed. The remaining balance, $50,000, will be appropriated annually during the regular
budget process to purchase large-type books as needed.
Next Steps
Library staff will work with the Finance Director, Administrative Services, to deposit the funds in
a special revenue account in accordance with Mr. Krell’s wishes, and appropriate $50,000 now
for the purchase of additional seating and some large-type books.
Environmental Evaluation
This action does not require environmental review because it does not constitute a project
within the meaning of the California Environmental Quality Act under California Public
Resources Code Section 21065 in that it has no potential to cause either a direct physical
change or a reasonably foreseeable indirect physical change in the environment.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, ACCEPTING A $100,000 DONATION FROM GEORGE KRELL TO
THE CITY OF CARLSBAD LIBRARY & CULTURAL ARTS DEPARTMENT AND
APPROPRIATING $50,000 OF THE DONATION FOR PURCHASE OF NEW
SEATING AND LARGE-TYPE BOOKS
WHEREAS, Mr. George Krell, on behalf of himself and his late wife Constance, has made a
$100,000 donation to the Carlsbad City Library to purchase seating and large-type books; and
WHEREAS, the Krell donation of $100,000 will be deposited in a Library & Cultural Arts special
revenue account; and
WHEREAS, Library and Cultural Arts staff are requesting appropriation of $50,000 of the total
donation now for the purchase of seating and large-type books in accordance with George and
Constance Krell's wishes; and
WHEREAS, the remaining donation balance will be appropriated annually during the regular
budget process to purchase large-type books as needed.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as
follows:
l.That the above recitations are true and correct.
2.That the City Council accepts a gift of $100,000 from George Krell, which will be directed
to a Library & Cultural Arts special revenue fund in to be used in accordance with Mr.
and Mrs. Krell's wishes
3.That the Finance Director, Administrative Services, shall appropriate $50,000 of the
donation to the Library & Cultural Arts Department FY 2023-24 operating budget for the
purchase of seating and large-type books.
