Regular Meeting
March 13, 2023, 6 p.m.
CALL TO ORDER: 6 p.m.
ROLL CALL: Chair Majer, Vice‐Chair Díaz, Commissioners Ly, Schreibman, Jacobs, and Ex‐Officio
Planning Commissioner Lafferty.
PLEDGE OF ALLEGIANCE: Vice‐Chair Díaz led the Pledge of Allegiance.
APPROVAL OF THE MINUTES:
Minutes of the Special Meeting held on Nov. 9, 2022
Commission consensus to approve the minutes as presented, 4/0/1 (Schreibman – Abstain).
PUBLIC COMMENT: None.
DEPARTMENTAL REPORTS:
1. City of Carlsbad Mills Act Program Update and Outreach Plan: Provide a status update on
the adoption of Historic Preservation Permit fees and feedback on property owner outreach.
(Staff contact: Mike Strong, Assistant Director of Community Development)
Recommendation: Discuss outreach strategies and provide feedback.
Assistant Director of Community Development Mike Strong provided an update to the
commission on the progress of development and implementation of a Mills Act Program for
the City of Carlsbad.
The Commission received the report and provided feedback to staff to include:
capturing interest levels from property owners and identifying barriers to participation
meeting with the local Historical Society
creating informational packets of resources to help homeowners consider participation
2. Tour of Properties with Historical Significance: Receive overview of the historic property
tours conducted with commissioners in December 2022 and provide feedback as necessary.

Recommendation: Discuss commissioners touring properties.

Commission discussion ensued.
Commissioner Jacobs suggested that staff reach out to the operators of the McGee House to
try to coordinate window trim repairs.
Commissioner Schreibman suggested that a future tour could be done virtually or by
presentation at a public meeting so that it could be accessible to the public.
Vice‐Chair Díaz provided feedback that future tours could limit the number of site visits and
spend more time visiting the interior of the properties.
3. Review the Historic Preservation Commission FY 2023‐24 Work Plan: Adopt a resolution
recommending approval of the Fiscal Year 2023‐24 Historic Preservation Commission Work
Plan. (Staff contact: Mike Strong, Assistant Director of Community Development)
Recommendation: Adopt the resolution.
Assistant Director of Community Development Mike Strong introduced the item.
The Commission received the report.
Commissioner Schreibman suggested modifying the description of the Mills Act Program in
the work plan to ensure that the Mills Act Program is identified as a voluntary program.
Commissioner Schreibman suggested that the Historic Preservation Commission FY 2023‐24
Work Plan, under Section 4, Item No. 2 be revised to reflect as follows:
“Review the ongoing staff efforts to ensure the Mills Act is providing opportunities to
advance the preservation of historic properties.”
Motion by Commissioner Schreibman, seconded by Commission Jacobs to adopt the
resolution to include the following language modification to the Historic Preservation
Commission FY 2023‐24 Work Plan, under Section 4, Item No. 2: Review the ongoing staff
efforts to ensure the Mills Act is providing opportunities to advance the preservation of
historic properties. Motion carried, 5/0.
COMMISSION LIAISON ANNOUNCEMENTS: None.
COMMISSIONER COMMENTS:
Representative Jacobs provided an update to the Commission regarding the Carlsbad Historical
Society’s informal request for the City to help with repairs at the McGee House.
Commissioner Díaz provided an update to the Commission on the Carlsbad Village Barrio Design
review Committee’s work.

Representative Jacobs provided an update to the Commission on the Carlsbad Tomorrow
Committee’s work.
