Recommended Action
Receive a presentation and provide input to city staff on the Draft Active Transportation
Monitoring Program report.
Background
On Jan. 21, 2021, Carlsbad City Council adopted a resolution implementing the Carlsbad
Sustainable Mobility Plan, or SMP. The SMP presents a comprehensive look at current active
travel and access to transit conditions, as well as previous planning efforts to consolidate
findings and recommendations into a single master plan document. The SMP was created to
help improve transportation-related safety, reduce greenhouse emissions, increase travel
choices and implement the goals and policies of the Mobility Element of the city’s General Plan.
One of the programmatic recommendations of the SMP was to develop an Active
Transportation Monitoring Program that would allow city staff, elected officials, and
community members to track changes in travel behavior over time and especially in relation to
the implementation of active travel and transit infrastructure projects. This is the second year
preparing the Active Transportation Monitoring Program. The active travel monitoring
framework is intended to establish a data collection and analysis program that will enable
tracking progress toward key goals related to Vehicle Miles Traveled, or VMT, reduction, active
travel and transit ridership encouragement, and by extension, Greenhouse Gas, or GHG,
generated through automobile travel. The data collected as part of the active transportation
monitoring program will also enhance the success of grant applications by giving city staff the
necessary information to estimate potential active travel and VMT reduction related to the
implementation of future active transportation projects.
Discussion
The purpose of this item is to provide an opportunity for the Traffic and Mobility Commission to
review and provide feedback on the draft Active Transportation Monitoring report. The Active
Transportation Monitoring Program is an annual monitoring report that will allow city staff,
elected officials, and community members to track changes in travel behavior over time and
especially in relation to the implementation of active travel and transit infrastructure projects.

The annual updates will allow the city to review how the buildout of the city’s active
transportation network effects multimodal travel patterns throughout the city and will provide
an understanding of key behavioral shifts resulting from infrastructure investments.
This report builds on the first annual report that was presented to the Traffic and Mobility
Commission in March 2022. This includes a data collection and analysis program that will
enable tracking progress toward key goals related to citywide VMT reduction, active travel
volumes, transit ridership encouragement, and safety. This program is also intended to
supplement data provided in the city’s annual Climate Action Plan. The report this year also
includes a discussion of the City of Carlsbad’s Transportation Demand Management, or TDM,
program.
Performance Measures
The draft report includes several performance measures for monitoring over time and
represent several important transportation system and travel behavior categories including
multimodal travel demand, mode share and key safety metrics reported from the city’s Local
Roadway Safety Plan. Activity levels by mode is derived from daily traffic counts of people
walking, biking, taking transit and driving. This data was also used to calculate travel mode
share at each data collection location throughout the city. These metrics are all in alignment
with the City’s General Plan Core Value of providing improved travel options for people walking,
biking, taking public transportation and enhancing connectivity throughout the City of Carlsbad.
Multimodal Traffic Counts
The proposed data collection program was driven by multimodal traffic counts that included
counts of all travel modes including pedestrians, bicyclists, passenger vehicles, and heavy
vehicles at roadway segments or intersections. The multimodal counts were conducted in 13-hr
increments from 6am to 7 pm and include both a typical weekday (Monday, Tuesday, or
Thursday) while school was in session and a Saturday. Count data was collected in September
and October of 2022.
This was the second year of preparing the Active Transportation Monitoring Program report. As
such, the data from this year’s report (2022) was compared to the previous year’s data (2021).
The report provided in Exhibit 1 provides more detail. Some of the general trends that were
observed are:
• Pedestrian volumes experienced a slight decrease in 2022.
• Bike volumes along recreational routes generally decreased in 2022, whereas bike
volumes near schools and commuter sites generally increased in 2022. This is also
consistent with trends in regional bicycle volumes which experiences a 5-7% decline in
bicycle volumes from 2021-2022.
• Transit ridership on North County Transit District (NCTD) Breeze routes generally
experienced minor fluctuations from 2021 to 2022 with ridership increasing at six count
sites and decreasing at the remaining six. Regionally NCTD reported Breeze ridership to
increase approximately 11% from September 2021 to 2022. Overall, Breeze service
ridership levels are still down by 28% from September 2019 pre-COVID levels.
Additionally, COASTER Regional Rail has increased by 55% from September 2021 to 2022
but ridership continues to remain down by 52% from September 2019 pre-COVID levels.

• Vehicle person trips generally increased during the weekday and remained relatively
consistent on the weekend.
Permanent Counter Locations
In November 2022, permanent counters were installed at three locations within the City of
Carlsbad. Two of the locations are located along Carlsbad Boulevard and one location is located
along the Coastal Rail Trail. In future years, data will be compared to the previous years data
set. Initial observations suggest that seasonal volumes during summer months with more
daylight are higher compared to the winter months with less daylight and weekends tend to see
higher volumes compared to weekdays at all locations. Details for each specific location are
described below including data from the time of installation (November 2022) up to July 2023.
Carlsbad Boulevard – Carlsbad Village Location: This counter is located along Carlsbad
Boulevard between Grand Avenue and Carlsbad Village Drive and only collects bike counts.
Since installation in November of 2022, the weekday and weekend average bike volumes were
approximately 290 and 570 bikes per day, respectively.
Carlsbad Boulevard – South Carlsbad Location: This counter is located along Carlsbad Boulevard
south of Avenida Encinas and only collects bike counts. Since installation in November of 2022,
the weekday and weekend average bike volumes were approximately 390 and 765 bikes per
day, respectively.
Coastal Rail Trail: This counter is located along the Coastal Rail Trail just north of Tamarack
Avenue and collects both pedestrian and bike counts. Since installation in November of 2022,
the weekday and weekend average bike volumes were approximately 150 and 190 bikes per
day, respectively. The pedestrian weekday and weekend average volumes were approximately
425 and 470 pedestrians per day.
Next Steps
Staff will incorporate comments received from the Traffic & Mobility Commission into the draft
report. If funding allows, the report will be updated on an annual basis with counts reoccurring
in September of each year and the results will be presented to the Traffic and Mobility
Commission.

1.0 Overview
This report summarizes the development and implementation of the Active Transportation
Monitoring Program for the City of Carlsbad in fulfillment of the 2019 Sustainable Mobility Plan’s
recommendation to launch such a program. This is the second issue of the Carlsbad Active
Transportation Monitoring Report. The first report was issued in June of 2022.
This work supports monitoring efforts outlined in Chapter 5 of the City’s Climate Action Plan. It aims
to help community members understand the City’s degree of success in achieving General Plan
Mobility Element goals and policies related to livable streets, specifically Core Value 5.
The Active Transportation Monitoring Program is organized around three dimensions of mobility -
travel demand, mode share, and safety. The assessments in this report focus on these dimensions
of mobility for walking, bicycling, riding transit, and driving.
The purpose of this study is to conduct a second year of data collection in the City of Carlsbad
focused on tracking active transportation levels in various locations citywide. The first count effort
was conducted in 2021. Data collection for this current study was performed in 2022 and mostly
replicates the earlier effort with the exception of an additional seven count locations. This study
assesses changes in travel demand, mode share, and safety across all transportation modes.
A total of 33 locations were designated as count stations in this study, compared to the 26 locations
in the previous study. The count sites were strategically chosen to achieve a reasonable geographic
distribution across the citywide mobility network, as well as a representative sample of locations in
relation to population density, employment density and median household income.
Recent Active Transportation Improvements
The City of Carlsbad continually seeks opportunities to enhance mobility and safety for all travel
modes, including a strong emphasis on active transportation users. Infrastructure enhancements
can encourage use and improve user safety. Tracking when improvements were installed, along with
transportation counts and collision data, can help build an understanding as to how different
investments are benefiting the community.
Figure 1.1 depicts active transportation improvements completed between January 2022 through
October 2022 – the period following the Year 1 Active Transportation Monitoring Report and prior to
the Year 2 data collection. These improvements include new crosswalks, buffered Class II Bike
Lanes, Class III Bike Routes, and green conflict paint dispersed well across the City.
Understanding community responses to these investments in terms of usage and safety will take
time. Utilization may best be examined 1+ years following improvement implementation to
understand sustained changes in activity levels. Similarly, a minimum of one full year of new collision
data post implementation can be informative.

Organization
After this introductory chapter, this report presents the following chapters:
• Chapter 2.0 Data Collection Site Selection presents the approach used to identify data
collection sites across the City, including comparing various roadway environment
characteristics for each site. A final set of 33 data collection sites is presented.
• Chapter 3.0 Demand presents count data collected for all four modes during the September
and October 2022 period and changes in activity levels since 2021.
• Chapter 4.0 Mode Share summarizes mode share at the 33 data collection sites and
changes in activity levels since 2021.
• Chapter 5.0 Safety reviews collision data for citywide pedestrian–vehicle, bicycle-vehicle, and
vehicle-vehicle incidents by frequency and time of day. Summaries of collisions near the
Active Transportation Monitoring data collection sites are also presented, as well as changes
in collision levels since 2021.
• Chapter 6.0 TDM Program describes a complimentary on-going transportation data collection
effort in Carlsbad.
• Chapter 7.0 Conclusions offers a synthesis of findings.

2.0 Data Collection Methodology and Site
Selection
The 2022 monitoring effort generally followed the data collection methods used in 2021, including
the choice of technology and count duration. This chapter summarizes site selection criteria
considered since 2021 and lists the final set of data collection locations.
Data Collection Methodology
Vehicle, bicycle and pedestrian counts were collected on two weekdays and two weekends in
September and October 2022. School was in session during this period and the weather exhibited
typical Southern California conditions with day temperatures ranging from 69°to 75°. The counts
were collected on the following dates:
Thursday, September 29
Saturday, October 1
Thursday, October 6
Saturday, October 8
Note that the weather conditions for 2021 counts, while cloudier on three of the four days than
2022 counts, also exhibited typical Southern California conditions with day temperatures ranging
from 64°to 83°. There was no precipitation on any observation day for either year.
Vehicle counts were collected using pneumatic tubes over a 24-hour period, while bicycle and
pedestrian counts were collected using video recording over a 13-hour period during the same two
weeks. Due to the limitation that video counts must be conducted during daylight hours, the 13-hour
bicycle and pedestrian counts were collected from 6AM to 7PM.
Transit ridership was obtained from the North County Transit District (NCTD) for an average day in
September and October 2022 for both weekdays and weekends (Saturday). Bus loadings on all bus
routes were summed for the roadway segment associated with each data collection location.
Criteria for Siting Data Collection Locations
In the Carlsbad Active Transportation Monitoring Report – Year 1, a preliminary step in the data
collection effort was identifying a set of locations that would be representative of the City of
Carlsbad’s broader mobility network and reflective of facility characteristics that may influence
bicycling, walking, transit, and vehicle usage.
Table 2.1 shows siting criteria used in the first report to propose and evaluate a preliminary set of
data collection locations.

Data Collection Locations
The 2019 Carlsbad Sustainable Mobility Plan (SMP) presented a preliminary set of active
transportation data collection locations for ongoing monitoring and evaluation. These preliminary
count locations were used as a starting point for the monitoring effort.
A total of 28 data collection sites were originally proposed in the SMP, with 25 located along roadway
or multi-use path segments, and three located at intersections.
The preliminary data collection locations were reviewed by city staff and members of the Traffic and
Mobility Commission (TMC). This resulted in modifications which are presented in the Carlsbad AT
Monitoring Report – Year 1. A total of 26 final data collection sites, all located along roadway or
multi-use path segments, were selected for the initial study.
As shown in Table 2.2 and Figure 2.1, the 2022 study (Year 2) included seven additional locations
identified by City staff, with six sites located along roadway segments and one site at an intersection.
These new count locations were added to record volumes along segments with recently planned
infrastructure improvements. New locations are identified by location IDs 27 to 33 throughout this
report.

3.0 Multimodal Travel Demand
This chapter presents travel demand or activity levels by mode for walking, bicycling, riding transit,
and driving in 2022, along with a comparison to activity levels observed in 2021. Tracking travel
demand by mode allows for an understanding of key behavioral shifts, potentially resulting from
infrastructure investments, programmatic efforts, land use or development changes, and other
variables. These data were also used to calculate mode share at each data collection location across
the City.
All count data obtained in support of this report is provided in Appendix B.
Pedestrian Counts
Table 3.1 shows average pedestrian counts for the 33 data collection sites on a weekday and a
weekend. As shown, the following sites have the highest 13-hour pedestrian counts on both
weekdays and weekends:
• Site #27: Carlsbad Boulevard between Carlsbad Village Drive & Grand Avenue
• Site #4: Carlsbad Boulevard between Carlsbad Village Drive & Tamarack Avenue
• Site #11: Carlsbad Boulevard between Cannon Road and Palomar Airport Road
• Site #3: Carlsbad Village Drive, Carlsbad Boulevard to Harding Street
Each of these high pedestrian count locations is along or near the coast and has sidewalks in both
directions.
The lowest weekday and weekend pedestrian count locations include the following:
• Site #14: College Boulevard, between Faraday Avenue and Palomar Airport Road
• Site #7: El Camino Real, between Chestnut Avenue and Tamarack Avenue
• Site #1: Jefferson Street, between I-5 and Marron Road
• Site #13: Palomar Airport Road, Carlsbad Boulevard to Avenida Encinas
Three of these data collection sites are located east of Interstate 5. Also, a different set of three data
collection sites are along high-speed arterials. There are currently no sidewalks along Jefferson
Street (Site #1). Other key characteristics of each of the data collection sites are shown in Table 2.3.
Figure 3.1 displays the pedestrian count data in a chart format, while Figures 3.2 and 3.3 present
weekday and weekend counts in mapped format, respectively.

3.1.1 2021 – 2022 Pedestrian Counts Comparison
Figures 3.4 and 3.5 display the 13-hour pedestrian count results for weekdays and weekends,
respectively. Table 3.4 shows the volumes by count location as well as a comparison to the Year 1
data.
Pedestrian counts have maintained a similar pattern for both weekdays and weekends although
most sites have seen a decline when comparing the years 2021 and 2022. Eight count locations
experienced an increase in pedestrian volumes on weekdays, whereas a decrease was observed at
18 locations on weekdays. On weekends, six count locations experienced an increase, and 20 sites
presented a decrease in pedestrian volumes.
The decline in pedestrian volumes in 2022 compared to 2021 could be, in part, related to the
waning COVID-19 pandemic which is seeing more people return to work in-person. The activity
reduction is not limited to pedestrians, nor the City of Carlsbad as evidenced in sections 3.2.1 and
3.2.2 which compare bicycle data between the two years, including at two other locations in the
region.
For the two locations with the greatest observed pedestrian activity where volumes were collected in
both years, an increase in demand was found on weekdays while counts on weekends presented a
decline.

and two Saturdays for 13 hours from 6AM to 7PM.
Table 3.3 shows the 13-hour bicycle counts on weekdays and weekends.
As shown, the following three data collection sites have the highest weekday and weekend bicycling
activity:
• Site #28: Carlsbad Boulevard, S/O Avenida Encinas
• Site #11: Carlsbad Boulevard, Cannon Road to Palomar Airport Road
• Site #18: Carlsbad Boulevard, Ponto Drive to Avenida Encinas
Weekend bicycling levels along the coast are more than double weekday bicycling levels except for
location #28 which has a weekend to weekday ratio of roughly 1.4. This magnitude of
weekend/weekday difference is not as strong at more inland data collection sites. Interestingly, the
weekend coastal bicycling demand is higher in the southern portions of the Carlsbad Boulevard and
declines at each data collection location to the north.
The three lowest weekday bicycle counts were found at:
• Site #32: Palomar Airport Road, West of El Camino Real
• Site #20: Alga Road, El Camino Real to El Fuerte Street
• Site #29: Carlsbad Village Drive, East of Pio Pico
While the three lowest weekend counts were found at:
• Site #20: Alga Road, El Camino Real to El Fuerte Street
• Site #12: Avenida Encinas, Cannon Road to Palomar Airport Road
• Site #14: College Boulevard, Faraday Avenue to Palomar Airport Road

3.2.1 2021 – 2022 Bicycle Counts Comparison
Bicycle volumes showed an overall decline in counts in 2022 compared to 2021. The difference,
however, is attributable solely to weekends; total weekend counts saw a decline that was greater
than the observed increase in counts on weekdays. Nine count locations showed a decline in bicycle
volumes on weekdays, and 17 locations increased in bicycle volumes on weekdays. Eleven count
locations presented a decrease while 15 count locations presented an increase in average weekend
bicycle volumes. Figures 3.9 and 3.10 show a comparison in bicycle volumes between 2021 and
2022 for weekdays and weekends, respectively.
For some of the highest bicycle count sites on the weekdays there have been slight declines with a
few increases for the smaller traffic sites; the sharpest noticeable decline is seen with Garfield
Street. In comparing weekend bicycle counts over the two years, declines are more noticeable for the
highest traffic bicycle areas along Carlsbad Boulevard of an estimated 20%. For the smaller traffic
areas, Garfield Street again shows an even sharper decline of more than 50%. Percent change for
average weekday and weekend bike volumes since 2021 in Table 3.4 reflects these trends.
As stated in section 3.1.1, the decline in active transportation activity may, in part, be due to
diminishing restrictions associated with the COVID-19 pandemic and the return to in-person learning
and in-person employment. These shifts potentially reduced the time people have for recreational
activity between the two years. The data generally indicates reductions in bicycle volumes from 2021
to 2022 were more common along routes commonly used for recreational riding, such as Carlsbad
Boulevard. However, count sites near schools and away from the coast experienced fewer
3.2.2 2021 – 2022 Regional Bicycle Count Comparison
SANDAG maintains automated bicycle counters along eight corridors around San Diego County
designated as regional bikeways. The automated counter data was obtained to better understand if
the trends in Carlsbad were unique to the City or if they were also being experienced in similar
jurisdictions.
Two of the automated counters are located in coastal communities, including the Coast
Highway/Coastal Rail Trail counter in Solana Beach, and the Bayshore Bikeway in the National
City/Chula Vista area. When comparing 2021 and 2022 data from the counters, both locations
experienced a 6% decrease in volumes, similar to findings for recreational routes in Carlsbad:

Transit Ridership
Table 3.5 displays transit ridership at the 16 data collection sites served by transit. The average daily
ridership values incorporate transit riders traveling along a particular corridor where the count sites
are located, including multiple routes that may serve the corridor. Average daily ridership was
calculated by averaging weekday transit loads across the segment where the count site is located.
The BREEZE Routes 444 and 445 only run Monday to Friday, so there is no weekend data for sites
served by these routes. Coaster ridership was excluded due to the distance between Coaster
stations and count sites.
Route 101 consistently shows the highest ridership of any site on weekdays and weekends.

3.3.1 2021 – 2022 Transit Ridership Comparison
Figures 3.14 and 3.15 and Table 3.6 compare transit ridership between 2021 and 2022.
On weekdays, ridership generally experienced minor fluctuations, with ridership increasing at six
count sites and decreasing at the remaining six (where data was obtained for both years). The
greatest weekday increase was reported for Route 309 along El Camino Real, between La Costa
Avenue and Calle Barcelona, with an estimated increase of 24 riders (8%). The greatest weekday
decrease was reported for Route 304 along Rancho Santa Fe Road, between Camino de los Coches,
with an estimated decrease of 54 riders (-21%).

The weekend ridership exhibited increases at 10 of the 12 count locations (where data was obtained
for both years). Decreases were only reported along the two Rancho Sante Fe Road locations, both
served by Route 304. The greatest weekend increase was reported for Route 101 along Carlsbad
Boulevard, between Avenida Encinas and Ponto Road, with an estimated increase of 62 riders
(19%).

3.3.2 2021 – 2022 Regional Transit Ridership Comparison
Systemwide transit ridership was obtained from NCTD for BREEZE bus routes for the months of
October and November in 2021 and 2022. The intent of the systemwide ridership data is to
understand how Carlsbad’s transit ridership tracks with the greater NCTD system. As shown in Table
3.7, systemwide BREEZE bus ridership experienced increases in both October and November of
2022 when compared to the same months in 2021. When combining ridership for all count locations
in the City of Carlsbad, weekday ridership experienced a decrease of 0.7%, while weekend ridership
increased by 9.8%. The slight decrease in weekday ridership is notable for Carlsbad and may warrant
additional evaluations to better understand potential factors contributing to the discrepancy with the
regional ridership.

Vehicle Person Trips
Vehicle counts were collected on two Thursdays and two Saturdays over 24 hours.
Table 3.8 shows 24-hour vehicle counts adjusted to person trips using a regional vehicle occupancy
rate, which was provided by SANDAG’s most recent model run for the 2021 Regional Plan. The
regional vehicle occupancy rate is estimated at 1.38 persons per vehicle. Multiplying the vehicle
occupancy rate (1.38 persons per vehicle) by the vehicle count results in “person trips” by car or the
estimated number of people traveling by car.
The four count sites with the highest weekday and weekend vehicle person trips are as follows:
• Site #21: Rancho Santa Fe Road, San Elijo Road to Camino Junipero
• Site #22: La Costa Avenue, I-5 to El Camino Real
• Site #26: Rancho Santa Fe Road, La Costa Avenue to Camino de los Coches
• Site #23: El Camino Real, La Costa Avenue to Calle Barcelona
The three count sites with the lowest weekday and weekend vehicle person trips are as follows:
• Site #19: Avenida Encinas, Carlsbad Boulevard to Ponto Road
• Site #8: Kelly Drive, El Camino Real to Hillside Drive
• Site #5: Garfield Street, Walnut Avenue to Sycamore Avenue

3.4.1 2021 – 2022 Vehicle Person Trips Comparison
Figures 3.19 and 3.20 present vehicle person trips for 2021 and 2022 on weekdays and weekends,
respectively. Table 3.9 displays the data for the two years, including the percentage change
experienced.
In summary, Vehicle Weekday Vehicle Person Trips have increased in 2022 compared to 2021. The
highest traffic areas showed slight increases in 2022. Nineteen count locations experienced an
increase in vehicle person trips on weekdays, while seven count locations experienced a decline.
Weekend data was generally more evenly split, with 14 count locations with negative percent
changes and 12 count locations with positive percent changes in vehicle person trips on weekends.
Most other areas have similar counts in yearly comparisons with the exception to Poinsettia Lane
from Cassia Road to El Camino Real, which experienced a 38% decrease.
For Weekend Vehicle Person Trips yearly comparisons, the largest changes can be seen along count
locations #1 and #4: La Costa, I-5 to El Camino Real had an estimated 39% increase while Rancho
Santa Fe Road, San Elijo Road to Camino Junipero had an estimated 33% decrease.

4.0 Mode Share
This chapter presents a novel approach to mode share tracking focused on a corridor screenline at
the data collection locations.
For each data collection location, the total person trips were calculated by summing pedestrian,
cyclists, vehicle person trips and transit riders during a weekday. Then a mode share was calculated
based on each mode’s share of total person trips along the segment. See the equations below. Over
time, these mode share measures will allow for tracking how usage is changing as a result of various
policies and infrastructure implementation in the City.
Total Travelers (along the corridor where the count site is located) =

Number of People in Cars + Number of Transit Riders
Pedestrian Mode Share = Number of Pedestrians / Total Travelers
Cyclist Mode Share = Number of Cyclists / Total Travelers
Driving Mode Share = Number of People in Cars / Total Travelers
Transit Mode Share = Number of Transit Riders / Total Travelers
As shown in Table 4.1, the current weekday vehicle mode share at the data collection sites ranges
from a high of 99.8% at Site #32 along Palomar Airport Road, to a low of about 83.4% at Site #5
along Garfield Street/Coastal Rail Trail.
Weekday transit mode share ranges from a high of 4.4% along Palomar Airport Road, between
Carlsbad Boulevard and Avenida Encinas, (Site #13) served by Route 101, to a low of 0.1% along
Palomar Road, west of El Camino Real, (Site #26) served by Route 445.
Weekday bicycle mode share ranges from a high of 5.4% bicycling share along the Coastal Rail Trail
south of Avenida Encinas (Site #28) and a low of 0.1% along Palomar Airport Road (Site #32).
Weekday pedestrian mode share ranges from a high of 12.8% pedestrian share at site #5, Garfield
Street/Coastal Rail Trail, to a low of around 0.03% along College Boulevard from Faraday Avenue to
Palomar Airport Radd (Site #14) and along La Costa Avenue from I-5 to El Camino Real (Site #22).

When comparing Year 1 and Year 2 weekday data, 16 of the 26 locations analyzed during both years
experienced an increase in vehicle mode. The greatest increase was found at Site #5, Garfield
Street/Coastal Rail Trail where vehicular mode share increased by 8.5%. The biggest decrease in
vehicle share was seen along Poinsettia Lane (Site #16) with -1.6%.
Eighteen of the 26 sites experienced mild increases in weekend vehicular mode share. The greatest
increase was again found at Site #5 with a 3.1% increase, and the greatest decrease at Site #13
along Palomar Airport Road (-1.0%).
Transit
Weekday transit mode share remained stable at the twelve locations served by transit. Changes in
transit share range from -0.4% along Carlsbad Boulevard (Site #2) to a 0.7% increase along Palomar
Airport Road (Site #13).
Weekend transit mode share increased, albeit minimally, at all twelve sites. The greatest increase
was 0.7%, found at Site #18 along Carlsbad Boulevard, between Avenida Encinas and Ponto Road.
Bicycle
Bicycle mode share on weekdays also remained stable between 2021 and 2022. Site #5, Garfield
Street/Coastal Rail Trail, was found to have a mode share change of -5.6% and was the only site to
experience a change (positive or negative) greater than 1%.
Weekend bicycle mode share increased minimally (less than 1%) at 15 sites. The greatest decrease
for weekends was again at Site #5, Garfield Street/Coastal Rail Trail, with a reduction of -5.8%.
Pedestrian
Weekday pedestrian mode share exhibited minimal changes since 2021, ranging from an increase
of 1.3% along Carlsbad Boulevard (Site #4) to a decrease of -2.9% along Garfield Street/Coastal Rail
Trail (Site #5).
Weekend pedestrian mode share also presented minor changes since 2021. These ranged from an
increase of 2.7% along Garfield Street/Coastal Rail Trail (Site #5) to a decrease of -1.5% along
Avenida Encinas (Site #19).

5.0 Safety
This chapter presents total citywide collisions for pedestrian, bicycle, and vehicle, as well as citywide
collisions by time of day for the same modes. It also presents collision summaries near the Active
Transportation Monitoring data collection sites, and finally, the identification of relatively high
segment and high intersection collision locations. The citywide presentation of collisions does not
discuss relationships to the Active Transportation Monitoring data collection locations, which is
reserved for Section 5.3.
Citywide Collisions
A citywide collision dataset was obtained from the City of Carlsbad’s Crossroads database for the
most recent complete five-year period, January 2018 – December 2022. A total of 1,514 injury
collision records were reported for the five-year study period, including 109 severe or fatal injury
collisions.
Pedestrian Collisions
Figure 5.1 shows total citywide pedestrian-vehicle collisions during the five-year study period. There
were 86 pedestrian collisions, occurring most frequently at intersection locations (64% at
intersections). Intersection collisions were most reported at signalized locations (34 collisions),
followed by side-street stop-controlled intersections (14 collisions), with the remaining four collisions
were reported at uncontrolled intersections.
Severe injury and fatal collisions accounted for 19% of pedestrian-involved collisions, the highest
rate of all three travel modes (pedestrian, bicycle, and vehicle). Drivers were more commonly found
to be at-fault for pedestrian collisions at intersections, largely while making left-turns.
Bicycle Collisions
Figure 5.2 displays bicycle-involved collisions during the same study period. They were nearly evenly
split between mid-block locations (53% or 92 of the 174 records). There were two fatalities and 25
severe injuries registered, accounting for 16% of all bicycle collisions.
By only a small percentage, drivers were more commonly at-fault when bicycle collisions occurred at
signalized intersections (55% or 43 of the 78 signalized intersection collisions where fault was
assigned), while bicyclists were more commonly at-fault with mid-block collisions (55% or 33 of the
60 mid-block collisions where fault was assigned).
The intersection of Carlsbad Boulevard & Poinsettia Lane (signalized) experienced the highest
number of reported bicycle-involved collisions (four). Three other intersections reported three bike
collisions:

Vehicular Collisions
Figure 5.3 displays vehicle-vehicle collisions across the City of Carlsbad during the 5-year study
period.
The 1,254 vehicular collisions were nearly evenly split between intersections (55%) and mid-block
(45%) locations. Of the 66 severe injury/fatal collisions, 11 were concentrated along Carlsbad
Boulevard and nine were reported on El Camino Real.
The following locations showed the highest number of vehicle collisions citywide. The three are
signalized intersections.

Citywide Collisions by Time of the Day
Pedestrian collisions by time of day for weekdays and weekends are shown in Figure 5.4. Traditional
peak commute hours are noticeable when looking at the hourly distribution of pedestrian-involved
collisions occurring in the morning (7:00AM – 8:00AM). Peaks in the afternoon and nighttime are
shown during the 1:00PM hour, 3:00-4:00PM hour and 8:00-10:00PM hour. Seventy-three percent
of the pedestrian-involved collisions were reported on weekdays. Peaks on weekends are shown
during the 8:00AM, noon, 5:00-7:00PM and 9:00PM hours.

Figure 5.5 presents bicycle collisions by time of day. Consistent with the pedestrian findings,
approximately 76% of the collisions were reported on weekdays. Weekday collisions peaked during
the 2:00PM to 5:00PM hours. Additional weekday collision spikes are noticeable during hours that
may coincide with morning work and/or school commutes (7:00-9:00AM). Weekend collisions are
more concentrated during the late morning period between 10:00AM and noon.

Figure 5.6 presents vehicle collisions by time of day. On weekdays, collision peaks are noticeable
during traditional afternoon work and school commute hours, between 3:00PM and 6:00PM.
Weekend collisions are more concentrated within the afternoon hours.

Collisions Near Count Collection Locations
Table 5.1 shows the number of collisions by each mode – pedestrian-vehicle, bicycle-vehicle, and
vehicle-vehicle – near the 33 data collection locations, sorted by total collision frequency.
The location with the greatest number of collisions was found to be along Carlsbad Boulevard,
between Carlsbad Village Drive and Grand Avenue (Site #27), with 18 collisions over a 5-year period
from 2018 to 2022. This location also experienced the greatest number of collisions for each
individual mode. The next three highest collision locations were along Carlsbad Boulevard and
Carlsbad Village Drive.
The collision data is also shown graphically in Figure 5.7 and mapped in Figure 5.8, Figure 5.9, and
Figure 5.10 for pedestrian, bicycle, and vehicle modes, respectively.

5.3.1 2021 – 2022 Collisions Near Count Locations Comparison
Table 5.2 and Figure 5.11 compare collision frequencies near count locations for 2021 and 2022.
Collision patterns near count locations were similar in both 2021 and 2022 studies. From the count
locations that were comparable, with data available for both years, the sites with higher collision
levels were along Carlsbad Boulevard and Carlsbad Village Drive (Sites #4, #3 and #2).
Changes in total collision numbers generally show a decrease in collisions or no change at all, with
few count locations going from zero to one or two collisions. The biggest decrease in total collision
numbers was at Site #11, along Carlsbad Boulevard, with a 70% decrease. The biggest increase in
total collision levels was at Site #4, also along Carlsbad Boulevard, with a 40% increase.

6.0 TDM Program
Under the Carlsbad TDM ordinance, Carlsbad commercial properties/employers with an approved
TDM plan must prepare a baseline commute survey within one year of reaching 75% occupancy or
within 18 months of initial occupancy, whichever occurs first. Follow-up surveys must be conducted
every two years to assess progress towards the sustainable transportation mode share goals set by
the city of Carlsbad (refer to Table 6.1). The sustainable mode share is determined by dividing the
number of employee commute trips taken using sustainable modes, including trips avoided through
telecommuting, by the total number of employee commute trips associated with a worksite.

In 2022, properties/employers conducted 17 baseline surveys and three follow-up surveys.
Nine properties/employers conducting baseline surveys achieved the mode share goal of 24%, while
eight fell short. The weighted average sustainable mode share for all baseline surveys was 34%.
Of those conducting follow-up surveys, all three increased their sustainable mode share and
decreased vehicles miles traveled (VMT). All properties/employers achieved the 24% goal with a
weighted average sustainable mode share of 37%.

7.0 Conclusions
This chapter summarizes overall findings for the second year of the Active Transportation Monitoring
Program, including trends related to demand, mode share, and safety. It also examines change over
time, which has important implications for understanding the effectiveness of infrastructure
investment and other policy implementation.
Travel Demand
Overall trends in travel demand by mode are highlighted below:
• The highest active transportation volumes (pedestrian, bicycle, and transit) consistently
occur near the coast in 2021 and 2022.
• In both years, pedestrian and bicycle volumes are higher on weekends, and likely associated
with leisure or recreation trips.
• In both years, transit trips are higher on weekdays and are likely related to commuting for
work.
• In both years, vehicle person volumes are higher on major arterials.
Pedestrian
The following sites have the highest 13-hour pedestrian counts on both weekdays and weekends:
• Site#27 – Carlsbad Boulevard between Carlsbad Village Drive and Grand Avenue
(1,935/4,189)
• Site #4 - Carlsbad Boulevard between Carlsbad Village Drive & Tamarack Avenue
(2,107/3,828)
• Site #11 - Carlsbad Boulevard between Cannon Road and Cerezo Drive (337/653)
• Site #17 - Poinsettia Lane between Carlsbad Boulevard and Avenida Encinas (358/629)
Each of these high pedestrian count locations is near the coast with sidewalks present in both
directions.
The lowest weekday and weekend pedestrian count locations were at the following locations:
• Site #14 - College Boulevard, between Faraday Avenue and Palomar Airport Road (5/7)
• Site #7 - El Camino Real, between Chestnut Avenue and Tamarack Avenue (19/9)
• Site #1 - Jefferson Street, between I-5 and Marron Road (14/14)
• Site #13 – Palomar Airport Road between Carlsbad Boulevard and Avenida Encinas (11, 18)
Three of these data collection sites are located east of Interstate 5. Three of the data collection sites
are along high-speed arterials.
Pedestrian travel demand changes over the two years:
• Eight count locations presented an increase and 18 count locations presented a decrease in
pedestrian volumes on weekdays.
• Six count locations presented an increase, and 20 sites presented a decrease in pedestrian
travel demand on weekends.

• The highest increase in pedestrian volumes on weekdays was on Site #7 – El Camino Real
between Chestnut Avenue and Tamarack Avenue – a 46% increase (13/19).
• The lowest decrease in pedestrian volumes on weekdays was on Site- #14 – College
Boulevard between Faraday Avenue and Palomar Airport Road – a 58% decrease (12/5).
• The highest increase in pedestrian volumes on weekends was on Site #1 – Jefferson Street
between the I-5 and Marron Road – a 100% increase (7/14).
• The lowest decrease in pedestrian volumes on weekends was on Site #25 – La Costa Avenue
between Cadencia Street and Rancho Santa Fe Street – a 60% decrease (141/56).
Bicycle
The following three data collection sites have the highest weekend and weekday bicycling activity:
• Site #28: Carlsbad Boulevard, S/O Avenida Encinas (1,131/1,587)
• Site #11: Carlsbad Boulevard, Cannon Road to Palomar Airport Road (835/1,677)
• Site #18: Carlsbad Boulevard, Ponto Drive to Avenida Encinas (721/1,698)
The three lowest weekday bicycle counts were found at:
• Site #32: Palomar Airport Road, West of El Camino Real (35)
• Site #20: Alga Road, El Camino Real to El Fuerte Street (41)
• Site #29: Carlsbad Village Drive, East of Pio Pico (53)
While the three lowest weekend counts were found at:
• Site #20: Alga Road, El Camino Real to El Fuerte Street (49)
• Site #12: Avenida Encinas, Cannon Road to Palomar Airport Road (61)
• Site #14: College Boulevard, Faraday Avenue to Palomar Airport Road (67)
Weekend bicycling levels along the coast are more than double weekday bicycling levels.
Interestingly, the weekend coastal bicycling demand is higher in the southern portions of Carlsbad
and declines at each data collection station to the north.
Bicycle travel demand changes over the two years:
• Nine locations showed a decline and 17 locations increased in bicycle volumes on weekdays.
• Eleven locations presented a decrease while 15 count locations presented an increase in
average weekend bicycle volumes.
• The highest increase in bicycle volumes on weekdays was at Site #7 – El Camino Real
between Chestnut Avenue and Tamarack Avenue – with 116% increase (58/125).
• The lowest decrease in bicycle volumes on weekdays was at Site- #5 – Garfield Street,
Walnut Avenue to Sycamore Avenue (Coastal Rail Trail) – with 61% decrease (195/76).
• The highest increase in bicycle volumes on weekends was also at Site #7 – El Camino Real
between Chestnut Avenue and Tamarack Avenue – with 75% increase (48/84).
• The lowest decrease in bicycle volumes on weekends was also at Site #5 – Garfield Street,
Walnut Avenue to Sycamore Avenue (Coastal Rail Trail) – with 66% decrease (291/100).

• The greatest weekday decrease was reported for Route 304 along Rancho Santa Fe Road,
between Camino de los Coches, with an estimated decrease of 54 riders (-21%).
• The weekend ridership exhibited increases at 10 of the 12 count locations (where data was
obtained for both years).
• Decreases were only reported along the two Rancho Sante Fe Road locations, both served by
Route 304.
• The greatest weekend increase was reported for Route 101 along Carlsbad Boulevard,
between Avenida Encinas and Ponto Road, with an estimated increase of 62 riders (19%).
Vehicle
The four count sites with the highest weekday and weekend vehicle person trips are as follows:

All sites identified as high or low bicycle mode share above include class II bicycle facilities (bike
lanes). Except for Site #11, the high and low bicycle mode share sites exhibit LTS 4 conditions – the
highest level of stress (Site #11 is LTS 3). This data does not suggest a correlation between type of
bicycle facility nor LTS and bicycle mode share. However, the high bicycle mode share sites have
mobility element classifications of Coastal, whereas the low bicycle mode share sites have mobility
element classifications of Arterial (7 and 32), Arterial Connector (site 20), and Neighborhood
Connector (site 26). This data suggests a correlation between mobility element classification and
bicycle mode share.
Changes in bicycle mode share between 2021 and 2022 are highlighted below:
• Bicycle mode share on weekdays also remained stable between 2021 and 2022. Site #5,
Garfield Street/Coastal Rail Trail, was found to have a mode share change of -5.6% and was
the only site to experience a change (positive or negative) greater than 1%.
• Weekend bicycle mode share increased minimally (less than 1%) at 15 sites.
• Weekend bicycle mode share decreases were observed at the remining 11 sites
• Consistent with the weekday decreases, the greatest weekend decrease occurred at Site #5,
Garfield Street/Coastal Rail Trail, with a reduction of -5.8%.
Transit
The highest transit mode shares on weekdays were found at the following sites:

Safety
Overall trends in collisions at the 33 data collection sites are highlighted below:
• The three highest collision locations for all modes combined include the following:
o Site #27 - Carlsbad Boulevard, Carlsbad Village Drive to Grand Avenue (18)
o Site #4 - Carlsbad Boulevard, Carlsbad Village Drive to Tamarack Avenue (14)
o Site #3 - Carlsbad Village Drive, Carlsbad Boulevard to Harding Street (13)
• Collisions were largely concentrated in the Village area and along major arterials.
• Total collisions by mode within 500 feet of data collection locations over the 5-year period
include 12 for pedestrian-vehicle, 32 for bicycle-vehicle and 98 for vehicle-vehicle.
• Pedestrian collisions are more frequent at intersection locations (62%).
• Bicycle collisions are more frequent at mid-block locations (59%).
• Vehicle collisions are evenly split between intersections (53%) and mid-block (47%)
locations.
Changes amongst collisions near count locations from 2021 to 2022 include:
• The total collisions generally show a decrease in collisions or no change at all, with few count
locations going from zero to one or two collisions.
• The biggest increase in total collisions was at Site #4, along Carlsbad Boulevard, with a 40%
increase (10/14).
• The biggest decrease in total collisions was at Site #11, along Carlsbad Boulevard, with a
70% decrease (10/3).
Recommendations and Next Steps
Carlsbad’s continued commitment to walking and bicycling as forms of transportation and recreation
are demonstrated in this annual report. The data collected to support this effort provides an important
baseline and first comparison from which the City can track progress toward many of the General Plan
Circulation Element goals and objectives. The data may also be useful to support the Climate Action
Plan’s greenhouse gas reduction goals and to track implementation progress of transportation-related
measures.
Demonstrating the benefits of investments in active transportation infrastructure and programs –
through increased use and/or decreased collision frequency/severity – is critical to maintaining support
and sustaining investments. Success should be publicized to inform constituents of the value of
changes to transportation networks. While regular monitoring at consistent locations across the City
enables the tracking of changes over time, monitoring pre- and post-project implementation at project
sites can provide additional insights regarding user responses to specific investments. Establishing a
formal process for tracking project specific data is recommended.

The monitoring data indicates that the highest active transportation volumes coincide with higher
collision frequencies. Focusing future investments near these areas is recommended to provide safety
and comfort enhancements that benefit the most users possible.
Building out planned networks can help enhance user safety and overall connectivity, providing
community members with more feasible options for daily travel and leisure activities. Comfortable
and convenient active transportation networks can encourage use and help address the disparity in
mode share. Continuing the Active Transportation Monitoring Program will create more data points
and enable continued future comparisons and the ability to establish a longitudinal data repository
to demonstrate responses to investments and inform the identification of shifting travel patterns
across Carlsbad.
