Testing included interior suspect surfaces expected to be impacted by an upcoming renovation. Test methods used for asbestos testing by San Diego Testing included bulk sample collection and analysis at EMLab P&K, an accredited laboratory in San Diego. 2. Regulatory Background The Cal/OSHA Asbestos in Construction Standard, CCR Title 8 Section 1529 applies when asbestos containing material is removed or disturbed in any quantity during construction related activities (except when a home-owner is doing work inside his own home). Materials found to contain asbestos with concentrations above 0.1% must be handled by an asbestos abatement contractor. The San Diego County Air Pollution Control District (APCD), Rule 1206, applies to institutional, commercial, public, or industrial facilities, as well as residential buildings, condominiums, or apartments that contain more than four dwelling units. Additionally, a group of residential buildings located on the same property, managed by a common entity, falls under the Rule, such as a single-family home with a granny flat. The Rule requires that a facility survey be conducted prior to renovation or demolition of 100 square feet or more in 365 days or one calendar year, and prior to submitting a "Notice of Intention Form" to the APCD. A complete copy of the facility survey must be maintained onsite for the duration of any renovation and/or demolition operation, and be made available to APCD upon request. There are no exclusions related to construction date(s) of the structure(s). The EPA's National Emission Standards for Hazardous Air Pollutants (NESHAP) standard requires an owner or operator of a renovation or demolition activity occurring in an institutional, commercial, public, or industrial structure, installation, or building to thoroughly inspect the affected facility or part of the facility where the demolition or renovation operation will occur for the presence of asbestos.
