Executive Summary
The City Council is being asked to appoint five members to the Carlsbad Tourism Business
Improvement District Advisory Board, which makes recommendations to the City Council on
expenditures for the programs and activities of the Advisory Board, to make recommendations
for its annual budget to be approved by the City Council, and to provide end-of-year financial
reports of the Advisory Board operations as required by the City Council.
The Advisory Board consists of seven members who must be confirmed by the City Council and
normally serve two-year terms unless the member is from one of the three largest hotels in the
city, and those members hold a permanent seat with no term limit.
Explanation & Analysis
•Board Member Randy Zupanski, representing Omni La Costa, resigned on April 7, 2023,
leaving an unscheduled vacancy on the Advisory Board with no term end date.
•Board Member Tim Stripe, representing Grand Pacific Resorts, resigned on June 22,
2023, leaving an unscheduled vacancy on the Advisory Board with no term end date.
•Board Member Robert Rauch, representing Carlsbad-by-the-Sea, resigned on June 26,
2023, leaving an unscheduled vacancy on the Advisory Board, with a term ending in
January 2025.

• Board Member Hector Becerra, representing Best Western Carlsbad-by-the-Sea, has a
term that expired in January 2023. Board Member Becerra is seeking reappointment
with a term ending in January 2025.
• Board Member Randal Chapin, representing Carlsbad Inn Beach Resort, has a term that
expired in January 2023. Board Member Chapin is seeking reappointment with a term
ending in January 2025.
The following are the names and hotels of the members to be appointed to the Advisory Board:
• Patrick Sarte, Omni La Costa Resort & Spa
• Samantha Beszeditz, Grand Pacific Resorts
• Keith Noe, Carlsbad-by-the-Sea and Fairfield Inn
• Hector Becerra, Best Western Carlsbad-by-the-Sea
• Randal Chapin, Carlsbad Inn Beach Resort
Exhibit 6 contains the applications of the above applicants.
Resolution No. 2005-332 states that members of the Carlsbad Tourism Business Improvement
District Advisory Board shall contain members representing the largest hotel businesses within
the city on a permanent basis and to have other members representing other beneficiaries
within the district on a rotating basis.
The Maddy Act (California Government Code Sections 54970-54974) requires that on or before
December 31 of each year the legislative body shall prepare a Local Appointments List, which
contains the appointive terms of Board and Commission members that will expire in the next
calendar year. The name of the incumbent appointee, the date of appointment and the term
expiration date is also included on the list. Based on the prepared list, the City Clerk’s Office
accepts applications (available on the city’s website and in the City Clerk’s Office) for any
upcoming vacancies.
The current members of the Carlsbad Tourism Business Improvement District Advisory Board
are:

Advisory Board members are subject to the provisions of the California Political Reform Act of
1974 and must file statements of economic interest each year and complete two hours of ethics
training every two years.
Fiscal Analysis
This action has no financial impact.
Next Steps
Following the appointment of five members to the Advisory Board, the City Clerk’s Office will
update the Advisory Board’s roster and coordinate the oaths of office and the filing of the
appointee’s statements of economic interest and ethics training certificates.

This action does not require environmental review because it does not constitute a project
within the meaning of the California Environmental Quality Act under California Public
