PRE-APPLICATION -4K APARTMENTS

Dear Mr. Klukas,
The Planning Division is in receipt of the Senate Bill 330 (SB-330) preliminary housing development pre-
application for the 4K APARTMENTS project, application no. PRE 2023-0048, submitted on August 23,
2023. The 4K APARTMENTS project consists of 170 apartment units, including a 50 percent density bonus
and 28 units low-income inclusionary housing units. A total of one concession and three waivers to the
development standards are proposed in conjunction with the density bonus request. A total of 282
vehicular parking spaces are proposed through a combination of surface and garage parking. The 4K
APARTMENTS project qualifies as a housing development project pursuant to paragraph (2) of subdivision
(h) of Section 65589.5 of the Government Code.
City staff has determined the items submitted with the subject SB-330 preliminary housing development
pre-application satisfy the requirements pursuant to Government Code Section 65941.1. The preliminary
application is therefore "deemed submitted" as of August 23, 2023. As such, pursuant to Government
Code Section 65589.5, the 4K Apartments project shall be subject only to the ordinances, policies, and
standards adopted and in effect as of August 23, 2023.
Pursuant to Government Code Section 65941.1, the city looks forward to the submittal of the
development application consistent with Sections 65940, 65941, and 65941.5 within 180 calendar days
from the "deemed submitted" preliminary application date of August 23, 2023, or no later than February
19, 2024.
