Executive Summary The City Council is being asked to appoint one member to the Carlsbad Golf Lodging Business Improvement District Advisory Board (CGLBID Advisory Board) and the Carlsbad Tourism Business Improvement District Advisory Board (CTBID Advisory Board), which makes recommendations to the City Council on expenditures for the programs and activities of the business improvement districts, to make recommendations for their annual budget to be approved by the City Council, and to provide end-of-year financial reports of their operations as required by the City Council. The CGLBID Advisory Board consists of five members who must be confirmed by the City Council and normally serve two-year terms. The CTBID Advisory Board consists of seven members who must be confirmed by the City Council and normally serve two-year terms unless the member is from one of the three largest hotels in the city, and those members hold a permanent seat with no term limit. Explanation & Analysis Advisory Board Member Scott Mason, representing Park Hyatt Aviara Resort, resigned on July 28, 2023, leaving an unscheduled vacancy on both the CGLBID and CTBID Advisory Boards with no term end date. The following is the name of the member and the hotel he represents to be appointed to serve on both the CGLBID and CTBID Advisory Boards: •Chad Eding, Park Hyatt Aviara Resort Sept. 12, 2023 Item #3 Page 1 of 7 Exhibit 3 contains the application of the applicant. The Maddy Act (California Government Code Sections 54970-54974) requires that on or before December 31 of each year the legislative body shall prepare a Local Appointments List, which contains the appointive terms of Board and Commission members that will expire in the next calendar year. The name of the incumbent appointee, the date of appointment and the term expiration date is also included on the list. Based on the prepared list, the City Clerk’s Office accepts applications (available on the city’s website and in the City Clerk’s Office) for any upcoming vacancies. The current members of the Carlsbad Golf Lodging Business Improvement District Advisory Board are: Member Hotel Bill Canepa Hilton Garden Inn & Cape Rey Hilton Keith Noe Carlsbad-by-the-Sea/Fairfield Inn Tate Stull The Crossings at Carlsbad Tim Stripe Grand Pacific Resorts The current members of the Carlsbad Tourism Business Improvement District Advisory Board are: Member Hotel Bill Canepa Hilton Garden Inn & Cape Rey Hilton Patrick Sarte Omni La Costa Resort & Spa Hector Becerra Best Western Carlsbad by the Sea Randal Chapin Carlsbad Inn Beach Keith Noe Carlsbad-by-the-Sea/Fairfield Inn Samantha Beszeditz Grand Pacific Resorts Advisory Board members are subject to the provisions of the California Political Reform Act of 1974 and must file statements of economic interest each year and complete two hours of ethics training every two years. Fiscal Analysis This action has no financial impact. Next Steps Following the appointment of one member to the CGLBID and CTBID Advisory Boards, the City Clerk’s Office will update the CGLBID and CTBID Advisory Boards’ rosters and coordinate the oaths of office and the filing of the appointee’s statement of economic interest and ethics training certificate. Environmental Evaluation This action does not require environmental review because it does not constitute a project within the meaning of the California Environmental Quality Act under California Public Resources Code Section 21065 in that it has no potential to cause either a direct physical change in the environment or a reasonably foreseeable indirect physical change in the environment.
