CALL TO ORDER: 6:09 p.m.
ROLL CALL: Chung, Ferone, Miringoff, Nassiri.
Absent: Barker, Carrillo, George.
PLEDGE OF ALLEGIANCE: Chair Chung led the Pledge of Allegiance.
APPROVAL OF MINUTES:
Minutes of the Arts Commission regular meeting held Feb. 2, 2023

Commissioner Nassiri requested t wo additions to the Growth Management Committee report
section of the minutes as follows:
• Add "in the Growth Management Plan" after the sentence "a recommendation not to
pursue a performance standard for the arts"
• Add a sentence to what the Growth Management Committees decision was, "The Growth
Management Committee decided to follow the Library & Cultural Arts department's
recommendation and not include the arts in the Growth Management Plan, but to include
the topic in the Quality of Life Memo"
Motion by Commissioner Ferone, seconded by Commissioner Miringoff, to approve the minutes
as amended. Motion carried, 3/0/3/1 (Barker, Carrillo, George -Absent; Chung-Abstain).

DEPARTMENTAL REPORTS:
1. ARTS COMMISSION COMMITTEE ASSIGNMENTS: Receive an overview of Arts Commission
Committees and vote to approve assignments. (Staff contact: Richard Schultz, Library &
Cultural Arts)
Recommendation: Receive an overview of Arts Commission Committees and vote to
approve assignments.
Cultural Arts Manager Richard Schultz provided a PowerPoint presentation (on file in the
Office of the City Clerk). He informed the Commission of the recent City Council approval of
the Arts Commission ordinance change. He explained that the current Arts Commission

Committees were reviewed, and assignments suggested.
Motion by Commissioner Ferone, seconded by Commissioner Nassiri, to approve the Arts
Commission Committee assignments as discussed, with a duration of one year or the length
of the project. Motion carried, 4/0/3 (Barker, Carrillo, George -Absent).
2. STATUS OF NOV. 2, 2023, ARTS COMMISSION REGULAR MEETING: Vote to approve
scheduling a special meeting on Nov. 16, 2023. (Staff contact: Richard Schultz, Library &
Cultural Arts)
Recommendation: Approve a special meeting on Nov. 16, 2023.
Cultural Arts Manager Richard Schultz introduced the item and explained that this year's
Boards and Commissions Appreciation Event is scheduled for Nov. 2, 2023, the established
date for the Arts Commission meeting. He added that staff is proposing that the Arts
Commission cancel the Regular Meeting to be held on Nov. 2, 2023 and schedule a special
meeting to be held on Nov. 16, 2023.
Motion by Commissioner Miringoff, seconded by Commissioner Ferone, to approve
scheduling a special Arts Commission meeting on Nov. 16, 2023. Motion carried, 4/0/3
(Barker, Carrillo, George -Absent).
CULTURAL ARTS MANAGER REPORT:
Cultural Arts Manager Schultz reminded the Commission that the current Cannon Gallery exhibit,
"Contemporary Perspective in Fiber Arts", will end March 18. He added that three Community
Arts Grants workshops for new applicants were held and it was requested Arts Commissioners
consider attending upcoming Community Arts Grantee events. He further announced that this
year's TGIF Concerts in the Parks series begins July 7 with six concerts scheduled due to budget
constraints prompted by rising costs in 2022.
GROWTH MANAGEMENT COMMITTEE REPORT:
Commissioner Nassiri shared that the Growth Management Committee met on Feb. 23 and
reviewed a draft of the Quality of Life Memo, with one sentence for Arts & Culture.
At the commission's request, the committee representatives for the Arts Commission on the
Growth Management Committee, Commissioners Nassiri and George would be tasked with
adding more concrete language to support the Arts & Culture section of the memo.
Commissioner Nassiri explained that she would draw from Cultural Arts Manager Schultz' Nov.
26, 2022, Growth Management Committee meeting presentation.
ARTS COMMISSION CHAIR REPORT:
Chair Chung reminded the commissioner of the ethics training that all commissioners must
complete by May 15, and shared highlights of her participation at local arts events.
