HomeMy WebLinkAbout2023-06-26; City Schools Committee; MinutesCITY /SCHOOLS COMMITTEE Minutes June 26, 2023, 10 a.m. CALL TO ORDER: 10 a.m. Council Chamber 1200 Carlsbad Village Drive Carlsbad, CA 92008 ROLL CALL: Mayor Pro Tern Priya Bhat-Patel Council Member Teresa Acosta, Carlsbad Unified School District (CUSD} Trustee Ray Pearson, CUSD Superintendent Ben Churchill, Encinitas Union School District (EUSD} Superintendent Andree Gray, San Dieguito Union High School District (SDUHSD} Interim Superintendent Tina Douglas, City of Carlsbad City Manager Scott Chadwick and City of Carlsbad Intergovernmental Affairs Director Jason Haber. SDUHSD Board Member Katrina Young arrived at 10:05 a.m. APPROVAL OF MINUTES: Minutes of the Special Meeting held Sept. 12, 2022 Minutes were accepted and filed. COMMITTEE MEMBER COMMENTS & ANNOUNCEMENTS: Committee Members shared their thoughts on the collaboration efforts between the school districts and the city. NEW BUSINESS: 1. SUPERINTENDENT AND CITY MANAGER UPDATES -Receive and discuss a report on the city's and school districts' current priority projects and programs. Recommendation: Receive the report and provide feedback. City Manager Chadwick provided an update on current priorities. CUSD Superintendent Churchill, EUSD Superintendent Grey and SDUHSD Interim Superintendent Douglas provided updates on their district's current priorities and programs. Kelly LeBerthon expressed her concerns with Carlsbad Unified School District Nicky Rudden expressed her concerns with safety at Carlsbad schools relating to diversity, equity and inclusion efforts. TRAFFIC SAFETY EMERGENCY UPDATE-PROJECTS, REGULATIONS. AND EDUCATION -Receive and discuss a report on city and school district initiatives related to the Carlsbad traffic safety emergency, including projects, regulations, and education. Recommendation: Receive the report and provide feedback. Transportation Director Tom Frank presented the report and reviewed a PowerPoint presentation (on file in the Office of the City Clerk). Tim Stevens CUSD Student Services The committee received the report. 3. INTERAGEN CY COMMUNICATION PROTOCOLS -Discuss existing city and school district policies, protocols, and expectations regarding communications between school districts and the city. Recommendation: Discuss and provide feedback. Kelly LeBerthon expressed her concerns with ethical actions of elected officials. Tracy Carmichael spoke regarding comments made by Council Member Bhat-Patel. The committee received the report. COMMITTEE MEMBER REQUESTS FOR FUTURE AGENDA ITEMS: CUSD Trustee Pearson requested an item related to drugs and the fentanyl crisis. Council Member Acosta requested an item on mental health support.
