ROLL CALL: Blackburn, Bhat-Patel, Acosta, Burkholder, Luna, Freisinger.
City Manager Scott Chadwick welcomed the attendees to the Fall 2023 Citizens Academy and
shared the background of the Academy.
City Manager Chadwick introduced the City Council and the City Clerk. They each provided
opening comments and expressed their support of the attendees for taking the time to attend
the Academy.
City Manager Chadwick gave a presentation on the role of the City Manager's office and Carlsbad
City Government.
City Attorney Cindie McMahon gave a presentation on the role of the City Attorney and Legal
Foundations of Government.
City Manager Chadwick called a recess at 6:55 p.m.
Legislative & Constituent Services Director Sheila Cobian reconvened the meeting at 7:05 p.m.
Legislative & Constituent Services Director Cobian provided an overview of the services and
resources offered by the Legislative & Constituent Services department.
Executive Assistant Shelby Nelson thanked the residents for attending the Academy and
reminded the group of Session #2 to be held the following week.
ADJOURNMENT:
The Special Meeting of Sept. 14, 2023, was adjourned at 7:29 p.m.
