PUBLIC COMMENT: None. SUBCOMMITTEE COMMENTS & ANNOUNCEMENTS: Council Chamber 1200 Carlsbad Village Drive Carlsbad, CA 92008 Subcommittee Member Burkholder announced that she will be bringing a Local Control resolution forward at the July 18, 2023, City Council Meeting for City Council consideration. APPROVAL OF MINUTES: Minutes of the Regular Meeting held June 13, 2023 Motion by Subcommittee Member Burkholder, seconded by Subcommittee Member Acosta, to approve the minutes as presented. Motion carried unanimously, 2/0. Qfe~IUMENTAL REPORTS: 1. STATE AND FEDERAL LEGISLATIVE REPORTS -Receive updates from representatives of U.S. Congressman Mike Levin, State Senator Catherine Blakespear and State Assemblymember Tasha Boerner, and provide feedback. (Staff contact: Jason Haber, City Manager's Department) Recommendation: Receive the updates and provide feedback. The subcommittee received an informational report from Kyle Krahel-Frolander from Congressman Mike Levin's office, Francine Busby from State Senator Catherine Blakespear's office and Suleyma Balderas from Assemblymember Tasha Boerner's office. The subcommittee received the updates. 2. LEGISLATIVE AND ADVOCACY UPDATE -Receive updates on federal and state legislative and budget activity and recent and ongoing advocacy efforts; discuss and provide feedback to staff, including identifying high-priority bills, advocacy positions, funding opportunities, and items for future City Council consideration. (Staff contact: Jason Haber, City Manager's Department) Recommendation: Receive the updates and provide feedback. Carpi and Clay's Laura Morgan-Kessler presented the report on federal lobbying efforts. July 11, 2023 Legislative Subcommittee Meeting Page 2 Motion by Subcommittee Burkholder, seconded by Subcommittee Member Acosta to send support letters for the Southern California Coast and Ocean Protection Act and the Spent Fuel Prioritization Act. Motion carried unanimously, 2/0. Renne Public Policy Group (RPPG) Director of Government Affairs Sharon Gonsalves presented the report on state lobbying efforts and reviewed a PowerPoint presentation (on file in the Office of the City Clerk). Motion by Subcommittee Member Burkholder, seconded by Subcommittee Member Acosta, to support AB 531. Motion carried unanimously, 2/0. Motion by Subcommittee Member Burkholder, seconded by Subcommittee Member Acosta, to support SB 146. After further discussion, Subcommittee Burkholder withdrew her motion. Motion by Subcommittee Member Burkholder, seconded by Subcommittee Member Acosta, to support AB 86. Motion carried unanimously, 2/0. Motion by Subcommittee Member Acosta, seconded by Subcommittee Member Burkholder, to oppose SB 584. Motion carried unanimously, 2/0. Motion by Subcommittee Member Acosta, seconded by Subcommittee Member Burkholder, to oppose SB 423. Motion carried unanimously, 2/0. Motion by Subcommittee Member Acosta, seconded by Subcommittee Member Burkholder, to support AB 72. Motion carried unanimously, 2/0. Motion by Subcommittee Member Acosta, seconded by Subcommittee Member Burkholder, to support AB 1463. Motion carried unanimously, 2/0. The subcommittee received the reports. 3. FUTURE LEGISLATIVE SUBCOMMITTEE AGENDA ITEMS -Discuss and provide feedback to staff regarding potential topics and guest presenters to schedule on future Legislative Subcommittee meeting agendas. (Staff contact: Jason Haber, City Manager Department) Recommendation: Discuss potential future agenda items and guest presenters and provide feedback. The subcommittee discussed potential future agenda items and guest presenters. Subcommittee Members Acosta and Burkholder requested staff to prioritize scheduling updates from California Department of Fish and Wildlife regarding dredging the lagoons, North County Transit District, the District Attorney's office regarding Human Trafficking, San Diego , ...,'-'.-...:.. July 11, 2023 l egislative Subcommittee Meeting County Behavioral Health to align with-~he rollout of Care Court, Caltrans, the Coastal Commission, and local district representatives. SUBCOMMITTEE MEMBER REQUESTS FOR FUTURE AGENDA ITEMS: Subcommittee Member Acosta requested SB 233 be added to the priority bill list from RPPG.
