HomeMy WebLinkAbout1981-07-08; Planning Commission; ; CUP 198 - CITY HALL EXPANSIONSTAFF REPORT DATE: July 8, 1981 TO: Planning Commission FROM: Planning Department SUBJECT: CUP 198 (City Hall Expansion) Request for a twofold conditional use permit to allow construction of: 1) tem- porary modular office structures to be located in and replace the rear Carlsbad C1v1c Center parking lot, and 2) a paved parking facility located on a thrulot between Laguna Drive and Stratford Lane immediately to the north of the Carlsbad Civic Center. I. BACKGROUND ANO PROJECT DESCRIPTION This item was previously considered and approved by the Planning Commission at its meeting of June 10, 1981. However, staff inad- vertently failed to notify the surrounding property owners of the public hearing on June 10, 1981, thereby necessitating the re- scheduling of the item at this time. The proposed project involves two separate permits: first, the construction of temporary modular office structures totaling approximately 3,538 square feet to be located to the rear of the Carlsbad Civic Center in the area that is presently utilized as a parking lot for police vehicles, immediately east of the Police Department offices. The office structures will constitute a tem- porary relocation of two city departments and will be designed and landscaped to aesthetically compliment the present permanent facilities. The Civic Center is located in an R-P-Q zone and, as such, the proposed use is permitted in conjunction with the issuance of a conditional use permit or site development plan. The second permit is for the construction of a paved parking lot located on a .77 acre thrulot to accommodate approximately 70 vehicles. Access to the parking lot will be from Laguna Drive only and the applicant will relinquish rights of access to Strat- ford Lane~ The property is zoned R-1-7500 and is used primarily for agricultural purposes w,th a small, single-family house loca- ted in the north-west corner of the lot. The proposed temporary facility is allowed, contingent upon the issuance of a conditional use permit under Section 21.42.010 (J) which provides for "accessory public and quasi-public utility buildings and fac111t1es" in all zones 1nclud1ng residential. II. ANALYSIS Planning Issues 1) Do the proposed uses meet the required findings for a Conditional Use Permit? Discussion The proposed site for the temporary office structures is the most centrally-located yet inconspicuous area of the Civic Center. Additionally, there is sufficient room in this area to accommo- date the planned buildings. The necessity for the structures is brought about by the increased growth rate of development in the city which is accompanied by the need for an expanded City Hall. The usual impact of the buildings will be minimized by color and design treatment as well as landscaping. The structures will be compatible with the existing City Hall buildings. The decrease in the present number of parking spaces will be more than off-set by the additional temporary parking lot across the street from this site. The proposed site for the temporary paved parking lot is a rec- tangular thru-lot, as shown on exhibit "B", and will only take access from Laguna Drive to minimize the effect of numerous vehi- cles upon the residential neighborhood of Stratford Lane. Addi- tionally, along the side-lot lines, a 6-foot view-obscuring fence will be installed, with all parking lot lights directed away from any adjacent properties to minimize any impacts upon the sur- rounding neighborhood. As the project is temporary in nature, the setbacks may be reduced in this case. Staff feels, however, that a minimum five-foot landscaped setback on all sides is de- sirable and has conditioned the permit to accomplish this. Any other areas on the property that are not actual parking spaces, including the Laguna Drive and Stratford Lane setbacks, are to be heavily landscaped. Staff has found that the requested temporary uses are necessary and desirable for the development of the community, are essen- tially in harmony with the various elements of the General Plan, and, as conditioned, are not detrimental to existing or future uses in the zone. Further, the sites are adequate in size and shape to accommodate the proposed uses, all of the yards, set- backs, walls, fences, landscaping, and other features necessary to adjust the requested use to surrounding uses will be provided and maintained, and the traffic system serving the proposed uses is adequate to properly handle all forseeable traffic generated. -2- r III. ENVIRONMENTAL REVIEW The Planning Director has determined that this project will not have a significant impact on the environment and therefore has issued a Nega- tive Declaration on May 8, 1981. IV. RECOMMENDATION It is recommended that the Planning Commission APPROVE the Negative Declaration issued by the Planning Director and adopt Resolution No. 1814, APPROVING CUP-198, based on the findings and subject to the con- ditions conta1ned therein.
