Regular Meeting
CALL TO ORDER: 11 a.m.
ROLL CALL: Steindlberger, Corrigan, Woolsey and Norall.
Absent: Shotas and Colby (Commissioner Stark arrived at 11:11 a.m.).
PLEDGE OF ALLEGIANCE: Chair Steindlberger led the Pledge of Allegiance.
APPROVAL OF MINUTES:
Minutes of the Special Meeting held on April 4, 2023
Motion by Commissioner Corrigan, second by Commissioner Norall to approve the Minutes of the
Special Meeting held on April 6, 2023, as presented. Motion carried, 3/0/1/3 (Woolsey – Abstain;
Colby, Stark, Shotas – Absent).
PRESENTATIONS: None.
CONSENT CALENDAR: None.
PUBLIC COMMENT: None.
PUBLIC HEARINGS: None.
DEPARTMENTAL REPORTS:
1. BATIQUITOS LAGOON FOUNDATION ACTIVITIES – Receive an informational report on the
activities of the Batiquitos Lagoon Foundation. (Staff Contact: Michael Tully, Parks & Recreation
Department)
Recommended Action: Receive the presentation.
Batiquitos Lagoon Foundation Board of Directors Member Deb Mossa presented a PowerPoint
presentation about the need for maintenance dredging in the Batiquitos Lagoon (on file in the
Office of the City Clerk).
Commission received the presentation.
2. POSITION OF PREFERENCE ON ONE OF THE PRELIMNARY CONCEPTUAL ROADWAY OPTIONS FOR
THE SOUTH CARLSBAD BOULEVARD CLIMATE ADAPTATION PROJECT – At the request of Beach
Preservation commission Chair Steindlberger and Commissioner Woolsey, consider taking a
position of preference on one of the preliminary conceptual roadway options for the South
Carlsbad Boulevard Climate Adaptation Project. (Staff Contact: Tom Frank, Transportation
Department and Katie Hentrich, Environmental Sustainability Department)

Recommendation: Determine a position of preference, if any, on the roadway options.
Transportation Director Tom Frank and Senior Program Manager Katie Hentrich presented the
PowerPoint presentation on the preliminary conceptual roadway options for the South
Carlsbad Boulevard Climate Adaptation Project (on file in the Office of the City Clerk).
Motion by Chair Steindlberger, a second by Commissioner Corrigan for Option 2 with the
statement that this item be returned to the Beach Preservation Commission to discuss the
coastal retreat (current roadway) aspect at a later date. Motion carried, 5/0/0/2 (Colby, Shotas
– Absent).
San Diego Policy Coordinator for the Surfrider Foundation Mitch Silverstein mentioned the
vision to demolish the old road for beach protection.
3. CLEAN-UP EVENT ON THE CITY-CONTROLLED NORTH BEACH – Select a date and time for the first
of two beach clean-up events on the city controlled north beach, shortly after the July 4, 2023
holiday. (Staff Contact: Michael Tully, Parks & Recreation Department)
Recommended Action: Consider and adopt a new time.
Parks Planner Michael Tully presented the PowerPoint presentation on the clean-up event,
which included three date and time options (on file in the Office of the City Clerk).
Commission discussion ensued regarding clean-up event date and time.
Motion by Chair Steindlberger, a second by Commissioner Woolsey for the clean-up event to
be held on July 8, at 8:30 a.m. Motion carried, 5/0/0/2 (Colby, Shotas – Absent).
COMMISSION COMMENTARY AND REQUESTS FOR CONSIDERATION OF MATTERS: This portion of
the agenda is for the Commission to make brief announcements, brief reports of their activities and
requests for future agenda items.
Former Commissioner Fred Briggs gave a report on the Carlsbad Growth Management Committee
in his capacity as the Beach Preservation Commission’s appointed representative.
DIRECTOR’S COMMENTS:
Parks & Recreation Director Kyle Lancaster mentioned staff has arranged for the American Shore
and Beach Preservation periodical to be distributed to each commissioner.

ADJOURNMENT: Motion by Commissioner Norall, second by Commissioner Woolsey the Regular Meeting
adjourned at 12:27 p.m.
