Absent: Chung, Carrillo, Miringoff. PLEDGE OF ALLEGIANCE: Chair Ferone led the Pledge of Allegiance. APPROVAL OF MINUTES: Minutes of the Arts Commission regular meeting held March 2, 2023 Due to a lack of quorum of the commissioners who attended the March 2, 2023, meeting, the minutes were not approved and will be continued to the next meeting. Minutes of the Arts Commission regular meeting held May 4, 2023 Motion by Commissioner Barker, seconded by Commissioner George, to approve the minutes as presented. Motion carried, 4/0/3 (Chung, Carrillo, Miringoff – Absent). PRESENTATIONS: None. PUBLIC COMMENT: None. DEPARTMENTAL REPORTS: 1. ELECT CHAIR AND VICE CHAIR - Receive the report and accept nominations/volunteers and elect a new Chair and Vice Chair for the Arts Commission for fiscal year 2023-24. (Staff contact: Richard Schultz, Cultural Arts) Recommendation: Receive the report and accept nominations/volunteers and elect a new Chair and Vice Chair. Commissioners received the report, discussed nominations and elected a Chair and Vice Chair. Motion by Commissioner George, seconded by Commissioner Barker to elect Commissioner Chung as Chair and Commissioner Ferone as Vice Chair of the Arts Commission for fiscal year 2023-24. 4/0/3/ (Chung, Carrillo, Miringoff – Absent). ARTS COMMISSION Minutes Aug. 3, 2023 Page 2 2. COMMUNITY ARTS GRANTEES UPDATE – CARLSBAD MUSIC FESTIVAL – Receive update on status of Community Arts Grantee, Carlsbad Music Festival. (Staff contacts: Richard Schultz and Wendy Sabin-Lasker, Cultural Arts) Recommendation: Receive the update. Community Arts Coordinator Wendy Sabin-Lasker provided a PowerPoint presentation (on file in the Office of the City Clerk). Per the presentation, unused grant funds of $5948 awarded to the Carlsbad Music Festival from Community Arts Grants budget of 2023-24 will return to the City’s general fund. As this was a two-year grant, the fiscal year payment for 2024-25 will be available for granting in the upcoming grant cycle. Commissioner Barker inquired about funds being refunded in addition to whatever is being allocated by the City for next year. Community Arts Coordinator Wendy Sabin-Lasker responded stating the funds will return to the general fund for this year. Next year’s allocation had not been disbursed at this point and will be part of the 2024-25 cycle. Commissioner George inquired about funds returning to the general fund meaning they are no longer available to the arts for this year. Cultural Arts Manager Richard Schultz stated the funds will go back to the general fund at the end of this fiscal year June 30, 2024. COMMISSIONERS COMMENTARY AND REQUESTS FOR CONSIDERATION OF MATTERS: This portion of the agenda is for the Arts Commissioners to make brief announcements, brief reports of their activities and requests for future agenda items. Commissioners Ferone, Barker, Nassiri, and George reported on activities and events they visited. Chair Ferone reported a joint effort with Commissioners Chung, Carrillo, and Ferone compiling a workplan consisting of 10 priorities for the 2024 year. Chair Ferone requested the workplan discussion be added to the agenda for the next meeting. Commissioner Barker reported having attended the last two exhibits at Cannon Art Gallery, “A Colorful Dream” and “Breaking Glass Boundaries”. Commissioner Barker gave high praises for the current glass exhibit and applauds the Cultural Arts department for highlighting and supporting many local artists. Commissioner Nassiri reported visiting and enjoying the “Breaking Glass Boundaries” exhibit. Commissioner Nassiri would like the Cultural Arts department to invite artists to make Aug. 3, 2023 Arts Commission Regular Meeting Page 3 presentations to increase momentum, interest, and attendance for Arts Commission meetings. Commissioner Nassiri gave a reminder to give recognition to the nonprofit organizations affiliated with Library & Cultural Arts to increase community enthusiasm, and suggested the city through social media and other mechanisms show and explain how funds are being used. Commissioner George reported having visited the “A Colorful Dream” exhibit and found it to be whimsical and well done. Commissioner George said the exhibit that was reminiscent of museums abroad, with the feel of children having a greater connection to the exhibit. Commissioner George also attended the “Breaking Glass Boundaries” reception and enjoyed interacting with the artists and other attendees. CULTURAL ARTS MANAGER COMMENTS: Cultural Arts Manager Schultz provided the following updates: • Search for a new Cannon Art Gallery curator is underway • Current Cannon Art Gallery exhibit “Breaking Glass Boundaries” continues to Sept. 2 • Pop Up Art: “Bead It!” will be held at the Carlsbad City Library on Dove Lane on Aug. 12 from noon to 2 p.m. • Chamber to attend final TGIF concert with an activity on the upper level to celebrate their 100 year anniversary • At a future date the Carlsbad Village Association to report on the last temporary art project “Surfboards” during the Carlsbad Art Faire • At a future date Barrio Glassworks to speak once the exhibit has concluded • Two more TGIF concerts: Bettamax on Aug. 4 and Fabba on Aug. 11 • Of the four concerts total attendance has been 18,300. Average 4575 per concert with an 18% increase from 2022 • Of the four concerts Pop Up Art received a total of 1752 participants. Average of 438 per concert with a 14% increase from 2022 • Of the four concerts shuttle service was utilized by an average of 249 per concert with an increase of 23% from 2022 • Of the four Concerts the new bike valet service has been utilized by 268 patrons, usage increasing at a rate of 11% per concert • At the first TGIF concert at Stagecoach Park surveys were conducted as part of the Americans for the Arts Economic Impact Study • Commissioners Barker and Miringoff assisted in surpassing the goal number of surveys for submittal and shared the importance of the survey information • The Chamber of Commerce at their State of the Community event on Aug. 18 will present a panel with different member of the art community discussing the arts and economic impact Aug.3,2023 Arts Commission Regular Meeting Page 4 ANNOUNCEMENTS: None.
