Executive Summary In 2018, the City Council revised the Carlsbad Municipal Code Section 2.15.020 (C) to create uniform policies and procedures related to boards and commissions, requiring each board or commission to provide the City Council, for its approval, an annual work plan of activities to be undertaken. The purpose of the work plan is to encourage increased dialogue between the commission and the City Council. The intent is to ensure that each commission is working in line with the priorities of the City Council. Each year, the Arts Commission reviews and updates its workplan. At this meeting, the workplan for FY 2022-23 will be reviewed to incorporate a report of accomplishments and the workplan for FY 2023-24 will be discussed. The Arts Commission Workplan Subcommittee consisting of Commissioners Chung, Carrillo and Ferone has submitted a document for review which is attached as Exhibit 1. Next Steps The proposed workplan will be presented to City Council for approval. Fiscal Analysis No additional city funding is being requested at this time. Commit to diversity, equity and inclusion, while fostering mutual respect for the beliefs and values of all individuals and groups in the arts including hosting a presentation from the city’s new diversity, equity and inclusion manager and explore the prospects for a collaborative townhall meeting in the future. - We agree DEI is a priority, however it should be incorporated in all programming decisions, (i.e. events, meetings),utilizing the expertise of the DEI Manager. -We are recommending that any discussion of a townhall meeting on this subject be tabled until we have had an opportunity to meet with the DEI Manager. 5. Quarterly identify one topic that deepens awareness of national trends and emerging priorities in the arts, relevant to the Arts & Culture Master Plan, inviting the community to participate through attendance and encouraging input. -We would like to have a member of the Cultural Arts staff report to the Arts Commission on Emerging Trends, to help inform our next steps. o This would be in association with city’s festival and event culture (pg. 14, #3) o A possible order for these reports could be: o Tonya Rodzach Q3/2023 o Wendy Sabin Lasker Q4/2023 o Tom Johnston Q1/2024 o New Gallery Director Q2/2024 6. Research best practices to strengthen content knowledge to serve as an arts advocate in our community, such as studying the results of the Americans for the Arts Economic and Prosperity Study (AEP6). - Study results of Americans for Arts Economic and Prosperity Study (AEP6), once the study is completed. 7. Explore the possibility of regular reports at Arts Commission meetings by the Carlsbad Friends of the Arts and the Carlsbad Library & Arts Foundation. - We recommend a reciprocal exchange of ideas with the Carlsbad Friends of the Arts and Carlsbad Library & Arts Foundation, either by attending meetings or submitting reports. 9.Serve on relevant committees such as permanent Public Art and Business Outreach (including a focus on cultural tourism) as a representative of the Arts Commission. - Ongoing 10. This mission is accomplished through the Arts Commission’s focus on the presentation of a diverse range of arts and cultural experiences, which showcase the full spectrum of artistic styles and traditions, and appeal to and represent the interests of the greater community. II.Composition The Arts Commission shall consist of seven members, appointed by the mayor with the approval of the City Council.
