SUBJECT: LOCAL FACTLITIES MANAGEMENT PLAN -ZONE 5 AMENDMENT -
Deletion of a drainage condition in the LFMP for Zone 5.
RECOMMENDATION
That the Planning Commission ADOPT Planning Commission Resolution No. 3107
Recommending APPROVAL of an amendment to LFMP Zone 5 that deletes a drainage
condition based on the findings contained therein.
II. PROJECT DESCRIPTION AND BACKGROUND
On June 17, 1987, the Planning Commission approved the Local Facilities Management
Plan for Zone 5. The LFMP for Zone 5 was conditioned to construct a drainage facility
with the approval of future development in Drainage Area 13.
III. ANALYSIS
The LFMP for Zone 5 was approved by the Carlsbad City Council on August 4, 1987. As
a condition of the adoption of Zone 5, future development in the zone is required to
provide for the construction of various public facilities. The analysis of the impact on the
city drainage system was evaluated.
As a result of this study, the following condition was included in the drainage section of
Zone 5:
Prior to issuance of further development permits within Drainage Area 13 of
Zone 5, the developer shall install the desiltation basin identified as a 2 700
cubic yard basin at the north end of Master Drainage Plan Facility 'BL'.
Facility 'BL' is located at the intersection of El Camino Real and College Blvd. and drains
easterly into the Sunnycreek drainage basin. This storm drain and desiltation basin is
identified in the city's current Drainage Master Plan as necessary to accommodate storm
runoff from Drainage Area 13.
Since the adoption of Zone 5, the property owners in Zones 14 and 15 have completed the
Local Facilities Management Plans for the respective areas. The drainage analysis in those
zone plans did a more detailed evaluation of the runoff flows and the impact of
downstream facilities including a report by Dr. Howard Chang.

The report prepared by Dr. Chang evaluated the drainage characteristics of the Sunnycreek
Channel. Cross sections of the existing creek were performed to determine the carrying
capacity of the main channel. Projected water surface elevations for a 100 year design
storm were plotted to determine the flood water elevations. The report also took into
consideration the effects of silt deposition on the flow line of the creek.
The results of this analysis indicated the slope of the creek is enough to allow natural
scouring of the creek bottom that precludes the depositing of additional silt. The silt
material flows into an existing major desiltation basin at the intersection of El Camino Real
and Cannon Road. This basin was construction in conjunction with the grading of the
Kelly Ranch project. The hydrology report goes one step further in recommending that the
line 'BL' and the 2700 cubic yard desilt basin be deleted from the Drainage Master Plan.
Due to the updated hydrology analysis of the Sunnycreek basin, staff is recommending that
the Local Facilities Management Plan for Zone 5 be amended to delete the specific drainage
condition as identified above.
ENVIRONMENTAL REVIEW
The Planning Director has determined that the environmental impacts of the project have
already been considered in the original issuance of a Negative Declaration dated June 5,
1987 and therefore a Notice of Prior Environmental Compliance was issued.

Please Take Notice:
The Planning Department has determined that the environmental effects of the project
described below have already been considered in conjunction with previously certified
environmental documents and, therefore, no additional environmental review will be
required and a notice of determination will be filed.
Project Title: Local Facilities Management Plan Zone 5 Amendment.
Project Location: Adjacent to Intersection of El Camino Real and College Boulevard.
Project Description: Deletion of drainage condition from original approval.
Justification for this determination is on file in the Planning Department, Community
Development, 2075 Las Palmas Drive, Carlsbad, California 92009. Comments from the
public are invited. Please submit comments in writing to the Planning Department within
twenty (21) days of date of publication.
