HomeMy WebLinkAbout2023-08-16; Planning Commission; MinutesPLANNING COMMISSION Minutes Aug . 16, 2023, 5 p.m. CALL TO ORDER: 5 p.m. Council Chamber 1200 Carlsbad Village Dri ve Carlsbad, CA 92008 ROLL CALL: Commissioners Hubinger, Kamenjarin, Lafferty, Sabellico and Meenes. Absent: Merz and Stine. PLEDGE OF ALLEGIANCE: Commissioner Lafferty led the Pledge of Allegiance. The Approval of Minutes was heard after Public Hearing Item No. 1. APPROVAL OF MINUTES: Minutes of the Regular Meeting held on July 19, 2023 PUBLIC COMMENT: None. CONSENT CALENDAR: None. City Planner Eric Lardy announced that Item Number 2 is being continued to the Planning Commission's Sept. 20, 2023, at the request of the Planning Division with the concurrence of the Applicant. PUBLIC HEARING: 1. CDP 2023-0018, EAST AND WEST CORRIDOR ROAD, AND PEDESTRIAN IMPROVEMENTS PROJECT Adoption of a Coastal Development Permit for East and West corridor road and pedestrian improvements project on public right-of-way generally located along Tamarack Avenue between Sunnyhill Drive and El Camino Real and Poinsettia Lane, between Carlsbad Boulevard and Avenida Encinas within the Mello I and II segments of the city's Local Coastal Program and within local Facilities Management Zone 1, 9, and 22. ACTION TYPE: Quasi-Judicial STAFF RECOMMENDATION: Adopt the resolution. PLANNER: lzzak Mireles ENGINEER: L. Ontiveros At Vice-Chair Sabellico's request, each of the five Commissioners disclosed that they were familiar with the site for this project. Vice-Chair Sabellico opened the duly noticed public hearing at 5:02 p.m. City Planner Eric Lardy introduced the item and Associate Planner lzzak Mireles reviewed a PowerPoint presentation regarding the project {on file in the Office of the City Clerk). Aug.16,2023 Planning Commission Regular Meeting Page 2 In response to Commissioner Meenes' inquiry, Transportation Director Tom Frank confirmed that the reason for two lanes near intersections is to reduce the queue. In response to Commissioner Sabellico's question regarding emergency response time, Transportation Director Frank responded that the Fire Department this project is not causing a delay at the segments, or the intersections discussed, and the Fire Department also recognizes the project will reduce the risk potential on the roadway and provide accident prevention. In response to Commissioner Lafferty's question, Transportation Director Frank explained that the city is indeed using a wholistic approach by means of the staff's recommended and City Council approved overall plan for addressing the Tamarack Corridor. Mr. Frank added, the transformative corridor study will be the comprehensive review that entire corridor, including the parts of Tamarack in this restriping. In response to Commissioner Hubinger's inquiry, Transportation Director Frank indicated that within six months the city should see measurable impact of the striping and other changes that are a part of this project so it can recommend changes as appropriate. Vice-Chair Sabellico opened the public testimony at 5:30 p.m. and asked if there were any members of the public who wished to speak on the project. Resident Becky Powers presented her questions regarding the project to the commission. Hearing no one else wishing to speak, Vice-Chair Sabellico closed public testimony at 5:36 p.m. Motion by Commissioner Meenes, seconded by Commissioner Sabellico, to adopt Resolution No. 7491. Motion carried, 5/0/2 {Merz, Stein -Absent). Vice-Chair Sabellico closed the duly noticed public hearing at 5:41 p. m. APPROVAL OF MINUTES: Minutes of the Regular Meeting held on July 19, 2023 Motion by Commissioner Hubinger, seconded by Commissioner Meenes, to approve th·e minutes of the Regular Meeting held on July 19, 2023, as presented. Motion carried, 5/0/2 {Merz, Stein -Absent). This item is being continued to Sept. 20, 2023, at the request of the Planning Division with the concurrence of the Applicant. 2. CUP 2021-0008/CDP 2021-031 (DEV02060) -VIGILUCCl'S SEAFOOD & STEAKHOUSE -Adoption of a Conditional Use Permit {CUP) and Coastal Development Permit for the continued use and operation . I of an existing restaurant with on-site valet and the construction of a 1,401-square-foot detached patio cover and off-site valet on property generally located at 3878 Carlsbad Boulevard in local Facilities Management Zone. Motion by Commissioner Hubinger, seconded by Commissioner Meenes, to continue Item Number Two to the next Planning Commission Meeting on Sept. 20, 2023. Motion carried, 5/0/2 {Merz, Stein -Absent). Aug. 16,2023 Planning Commission Regular Meeting Page 3 PLANNING COMMISSION MEMBER REPORTS: Commissioner Lafferty reported that the Historic Preservation Committee is expecting two Mills Act applications at the next meeting which will be held on Sept. 11, 2023. CITY PLANNER REPORT: City Planner Eric Lardy reported that the upcoming Planning Commission meeting planned for Sept. 6, 2023, will be canceled and the next meeting will be Sept. 20, 2023. Additionally, Mr. Lardy summarized the upcoming projects going before City Council. CITY ATTORNEY REPORT: None.
