As-Graded Geologic and Geotechnical Conditions
North County Academy

Dear Ms. Kimbrell:
This report presents geotechnical observations and the results of quality assurance testing performed
by NOVA Services, Inc. (NOVA) during grading for the above-referenced project. This report
addresses only the geologic and geotechnical considerations associated with the project’s
construction.
The services described herein were performed by NOVA for Carlsbad Unified School District, during
the period December 7, 2022, to August 14, 2023. NOVA is retained by Carlsbad Unified School
District as Geotechnical Engineer-of-Record (GEOR) for this work.
Based on the observations and testing reported herein, with the exception listed below, NOVA
certifies that the soil engineering and engineering geologic aspects of the grading are in compliance
with the approved geotechnical recommendations (NOVA 2021a) and the project plans (PLSA 2021).
The site is considered suitable for its intended purpose.
BACKGROUND
Location
The subject site (hereinafter, ‘the site’) is located on an approximately 0.25-acre area within the North
County Academy campus. The site is nominally located at 1640 Magnolia Avenue, Carlsbad, CA
92008, and is bounded by Brady Circle to the north and west, residential developments to the east,
and Magnolia Avenue to the south.
Project Description
The scope of the project included the development of a three-room modular classroom building, with
a number of ancillary improvements, such as playground equipment, a shade structure, and a
stormwater BMP facility supporting the classrooms. Associated improvements include retaining walls,
underground utilities, driveways, and walkways.

Purpose of the Earthwork
The purpose of the earthwork was to provide (i) a building pad founded on properly compacted fill
soils suitable for support of shallow foundations for the new modular building, and (ii), support for new
retaining walls, utilities, and pavements for driveways and walkways.
Permitted Design Documentation
Geotechnical
The design basis geotechnical report is Report, Geotechnical Investigation, Proposed Portable
Classrooms, North County Academy, 1640 Magnolia Avenue, Carlsbad, California, NOVA Services,
Inc., Project 2020187, December 7, 2020 (hereinafter ‘NOVA 2020’).
An updated report addressing updated plans and site information is provided in Update Report,
Geotechnical Investigation, North County Academy Campus Consolidation, 1640 Magnolia Avenue,
Carlsbad, California, NOVA Services, Inc., Project 2020187, June 2, 2021 (hereinafter ‘NOVA
2021a’).
Additional recommendations for site sidewalk sections were provided in Additional Geotechnical
Recommendations, Pedestrian Loaded Rigid Pavements, North County Academy, 1640 Magnolia
Avenue, Carlsbad, California, NOVA Services, Inc., Project 2020187, February 18, 2021 (hereinafter
‘NOVA 2021b’).
Construction
Permitted construction drawings addressing earthwork are provided in Campus Consolidation, North
County Academy, 1640 Magnolia Avenue, Carlsbad, CA 92008, AlphaStudio Design Group, Civil
Plans provided by Pasco Laret Suiter & Associates, Project No. 20-014, November 17, 2021
(hereinafter ‘PLSA 2021’).
Permitted construction drawings addressing the construction of the shade structure are provided in
Campus Consolidation, North County Academy, 1640 Magnolia Avenue, Carlsbad, CA 92008,
AlphaStudio Design Group, Civil Plans provided by Will Engineering, LLC., Project No. 20-014,
November 17, 2021 (hereinafter ‘WE 2021’).
OBJECTIVES AND SCOPE OF NOVA’S SERVICES
Objectives
The objectives of NOVA’s services during earthwork for the above-referenced project were twofold,
namely: (i) to observe geologic conditions encountered, and (ii) through testing and observation, to
document that the earthwork/grading was completed in conformance with the permitted design
documentation.
Scope
In order to accomplish the above objectives, NOVA undertook the scope of services abstracted below
during the period of relevant construction.

1. Observation and Testing. NOVA performed observation and testing as requested by the
contractor during rough grade operations (removals and compaction). Quality Assurance
(QA) in-place density testing of soils placed as compacted fills and backfills were
performed after ASTM D6938 (‘In-Place Density and Moisture by Nuclear Methods’). The
density of the asphaltic wearing surface of pavements was determined after ASTM D2950
(‘Standard Test Method for Density of Bituminous Concrete by Nuclear Methods’). The
approximate locations of the density tests conducted for this work are shown on the
attached Plates. The laboratory test results are presented in Table I. The field in-place
density test results are summarized in Table II.
2. Laboratory Testing. The field density testing was supported by laboratory testing of
representative samples of soils utilized for fills, backfills, and pavement materials in
accordance with ASTM D1557. The test results are presented in Table I. The indications
of this testing are the basis for NOVA’s judgments regarding the relative compaction of
the fills placed.
3. Technical Support. NOVA provided technical support in response to geotechnical-related
issues during construction.
4. Reporting. NOVA provided reporting during the conduct of the work. Preparation of this
report completes NOVA’s scope of services.
OBSERVED SOIL AND GEOLOGIC UNITS
General
The adequacy of earthwork was determined in part by observation of earthwork operations by NOVA
staff familiar with the requirements for earthwork in the City of Carlsbad area and familiar with both
the specific intent and specific requirements of this project. This observation was the basis for
selection by NOVA of locations for testing of density and for recovery of samples for laboratory testing.
The following subsections provide discussion regarding NOVA’s observations of the geologic units.
Engineered Artificial Fill Placed by NOVA (af)
During grading for the subject development, previously placed fills were removed and replaced as
compacted engineered fill after ASTM D6938 (‘In-Place Density and Moisture by Nuclear Methods’).
All of this earthwork was the object of QA observation, testing and technical support by NOVA, as
described above.
Old Paralic Deposits (Qop)
As reported in NOVA 2021a and encountered at the bottom of remedial excavations for the modular
buildings and retaining walls in the field, the site is underlain by orange-brown to dark orange-brown
silty and clayey sandstone of the Quaternary-aged old paralic deposits (Qop).

CONSTRUCTION SUMMARY
General
Construction of relevance to this report was completed during the period of December 7, 2022, to
August 14, 2023.
The general contractor was C.W. Driver. The earthwork subcontractor was FJ Willert Contracting Co.
The drilling subcontractor was Zasueta Contracting, Inc. Other wet and dry utilities were placed by
Advance Plumbing and New Electric. Pavement materials were completed by Kirk Paving, Inc.
NOVA provided observation of earthwork operations, at times requested by the contractor. The
description of earthwork operations provided in the following subsections reflects observations by
NOVA during its presence on-site.
Site Preparation
Prior to earthwork, debris in the areas being improved was removed and disposed of off-site.
Operations
The grading subcontractor utilized a variety of medium equipment to perform the earthwork.
Equipment included: front loaders, skip loaders, backhoes, tracked excavators with sheep foots wheel
attachment, and rollers. Manually operated reciprocating hammers were used for compaction where
access to larger equipment was limited.
Modular Buildings
Grading
Earthwork for areas of the modular building may be generalized to include the step-wise sequence of
operations described below.
1. Step 1, Removals. Soils were removed to an elevation of approximately 12 inches below
the bottom of footing wherever planned footing excavations were present in the areas
receiving the new building pad.
2. Step 2, Re-densification. Where the bottoms of removals probed firm and unyielding, the
soils were scarified to a depth of 12 inches and densified to 90% relative compaction after
ASTMD1557 (the ‘Modified Proctor’) in accordance with the project specifications.
3. Step 3, Replacement. Soils staged in Step 1 were replaced as compacted fill. The replaced
soils were moisture conditioned to near optimum moisture content and then spread in
loose lifts of typically 4 to 8 inches. Thereafter, the soils were densified to at least 90%
relative compaction after ASTM D1557 in accordance with the project specifications.
Figure 1 depicts scarification of the bottoms of removals for the modular building pad. Figure 2 depicts
the compaction of placed fill for the backfill of the remedial excavations for the modular building pad.

Foundations
NOVA observed soils exposed during excavation for both isolated and continuous foundations for the
support of the modular buildings. The foundation excavations were observed by NOVA to be properly
dimensioned and embedded into proper bearing strata comprised of engineered fill.
Shade Structure
Cast-in-drilled hole (‘CIDH’) piles were installed for foundation support of the ‘Navajo Shelter’ shade
structure. As requested, NOVA observed the drilling and installation of the CIDH piles and noted them
to be minimally dimensioned in accordance with the referenced plans (WE 2021) and reporting
(NOVA 2021a). The piles were observed by NOVA to be founded in the proper bearing strata
comprised of old paralic deposits (Qop).

Retaining Walls
Earthwork operations consisted of backfilling portions of the modular building perimeter walls and site
retaining walls.

Retaining wall backfill operations consisted of placing soils that were moisture conditioned to near
optimum moisture content in relatively thin, uniform lifts. Backfill was densified to at least 90% relative
compaction after ASTM D1557 (the ‘Modified Proctor’). Figure 4 depicts the wall backfill operations.

NOVA was not asked to observe the installation of the wall subdrain system, the subdrain
connections, or outlet locations.
Post Grading
Utilities
NOVA observed backfilling operations for several utility line trenches. Characteristically sandy utility
backfill was moisture conditioned to near optimum moisture content and compacted to at least 90%
relative compaction after ASTM D1557 using a manually operated reciprocating hammer. Figure 5
depicts the compaction of the utilities.
During drilling for the shade structure foundations, an existing sewer line was struck. Temporary
cutting and capping of the utility pipe were performed, and installation of the shade structure
foundation resumed. Later, the cut utility was removed and relocated. NOVA confirmed by
communication with the contractor that the contractor opted to backfill the relocated utility without
observation by a representative from NOVA. NOVA’s absence during this work does not necessarily
indicate that future problems will occur. However, NOVA cannot comment on the performance of the
improvements overlaying the backfilled utility.

Pavement Patching
Areas of newly installed utility lines and curbs within and surrounding the existing at-grade parking
area were subject to patching with hot mix asphalt. Construction of these flexible pavement sections
included the sequence of operations described below.
1. Step 1, Subgrade Preparation. Preparation of the subgrade for these areas included
backfill of utility line trenches and curb areas by placing moisture-conditioned fill to 90%
relative compaction and 95% for the upper 12 inches of subgrade after ASTMD1557 (the
‘Modified Proctor’) in accordance with the project specifications.
2. Step 2, Base Course. An approximate 10-inch-thick Class II aggregate base layer was
densified to at least 95% of the material’s maximum density.
3. Step 3, Wearing Surface. The approximately 4-inch-thick layer of the asphaltic wearing
surface was spread in loose lifts and densified by mechanical tampers.
Figure 6 depicts Step 3 of the above-described paving operations.

Flatwork
Flatwork subgrade preparation consisted of performing excavations of approximately 12 inches of
soils from the planned finished grade elevations. Exposed soils were then scarified, moisture
conditioned, and densified to a depth of 12 inches to at least 90% relative compaction after ASTM
D1557. Thereafter, soil was moisturized to near optimum moisture content and then spread in loose
lifts of typically 4 to 8 inches. Soils were then densified to at least 90% relative compaction after ASTM
D1557 in accordance with the project specifications.
LIMITATIONS
Limitations
Testing and Observation
This report presents opinions, information, and data related to the earthwork at the subject site.
Representatives of NOVA conducted testing and made observations as requested by the contractor
during the progress of the construction to evaluate conformance with the project requirements. The

testing by NOVA indicates that the earthwork observed conformance with the project requirements
for placement and densification.
Results presented herein are only representative of the samples and areas tested. As with any
manufactured product, there are statistical variations in the uniformity of an earth fill and in the
accuracy of the test used to measure its qualities. As compared with other manufactured products,
earthwork has usually wider fluctuations in both the product and the test results. Variations in material
properties are inherent in any earthwork operation and should be expected at this site.
Survey
References to elevations and locations herein were based on surveyors or grade checker stakes in
the field and from the project grading plans (PLSA 2021). NOVA did not provide construction
surveying services. NOVA has no opinion regarding the accuracy of the elevations or surface
geometry with respect to the approved plans.
Supervision
The presence of NOVA personnel during the work progress did not involve any direct supervision of
the Contractor or his work forces. Professional and technical advice and recommendations were
provided to the Owner during the conduct of the work, based upon NOVA’s observations and
evaluations.
