CALL TO ORDER: 3:30 p.m.
ROLL CALL: Blackburn, Bhat-Patel, Acosta, Burkholder, Luna.
ANNOUNCEMENT OF CONCURRENT MEETINGS: None.
PUBLIC COMMENT ON AGENDA ITEM: None.
CLOSED SESSION:
City Attorney Cindie McMahon read the City Council into Closed Session.
Council adjourned into Closed Session at 3:30 p.m. pursuant to the following:

1. CYBER SECURITY THREATS TO PUBLIC SERVICES AND FACILITIES: That the City Council, by motion and
under Government Code Section 54957, hold a closed session to discuss matters posing cyber security
threats to public services and facilities within the City of Carlsbad with counsel and cyber security staff
as follows:
Geoff Patnoe, Assistant City Manager
Laura Rocha, Deputy City Manager Administrative Services
Maria Callander, Information Technology Director
Joe Stephenson, Assistant Information Technology Director
Jennifer True, Deputy City Attorney
Ed Garbo, Risk Manager
If circumstances necessitate the absence of a specified designated representative, an agent or
designee may participate in place of the absent representative so long as the name of the agent or
designee is announced at an open session held prior to the closed session.
Council Action: No reportable action.
ADJOURNMENT:
By proper motion, the Special Meeting of Oct. 17, 2023, was adjourned at 4:10 p.m.
