Recommended Action
Adopt a resolution authorizing the City Manager to accept the fiscal year 2023 Edward Byrne
Memorial Justice Assistance Grant funds and authorize the Deputy City Manager,
Administrative Services, or designee to appropriate $19,795 to the Public Safety Grants Special
Revenue Fund.
Executive Summary
The Police Department was awarded an $19,975 Edward Byrne Memorial Justice Assistance
Grant from the U.S. Department of Justice for fiscal year 2023. The funds will be used to pay for
active shooter training and police equipment for the Forensic and Investigations Division.
The grant requirements include notification of the City Council as well as an opportunity for
public input at a City Council meeting. No matching funds are required.
Explanation & Analysis
The Edward Byrne Memorial Justice Assistance Grant provides states and local governments
with critical funding for a range of program areas to support efforts to prevent or reduce crime
and violence and to improve the fair administration of the justice system. The fiscal year 2023
funds may be used to hire additional personnel and/or purchase equipment, supplies,
contractual support, training, technical assistance and information systems for criminal justice
or civil proceedings.
The funds must be used to supplement existing funds for program activities and cannot replace
or supplant local funds.
The City of Carlsbad Police Department’s 2023 award is $19,795. The Police Department will
use the grant to pay for active shooter training and equipment for the forensic and
investigations division.

The total cost of listed purchases for FY 2023 is $19,795, which is fully reimbursable by the
Justice Assistance Grant program award. There are no ongoing expenses associated with the
purchases.
Next Steps
With the City Council’s approval, the City Manager will accept the grant funds and the Deputy
City Manager of Administrative Services or designee will appropriate $19,795 to the Public
Safety Grants Special Revenue Fund.
Environmental Evaluation
This action does not require environmental review because it does not constitute a project
within the meaning of the California Environmental Quality Act under California Public
Resources Code Section 21065 in that it has no potential to cause either a direct physical
change or a reasonably foreseeable indirect physical change in the environment.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, AUTHORIZING THE CITY MANAGER TO ACCEPT THE FISCAL

WHEREAS, the City Council of the City of Carlsbad, California has determined that the Police
Department has been allocated funds through the Fiscal Year 2023 Edward Byrne Memorial Justice
Assistance Grant Program to support efforts to prevent or reduce crime and violence and to improve
the fair administration of the justice system; and
WHEREAS, the application for the Fiscal Year 2023 Edward Byrne Memorial Justice Assistance
Grant was heard during a regularly scheduled council meeting and the public was given an opportunity
to provide comments; and
WHEREAS, the Police Department proposes to purchase active shooter training and equipment
for the forensic and investigations division;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as
follows:
1.That the above recitations are true and correct.
2.That the purchases specified are authorized in compliance with the grant.
3.That the City Manager is authorized to execute said award with the U.S. Department of
Justice for receipt of the subject grant funds, as well as any required reports and/or final
statements.
4.That the Mayor is authorized to execute the Certifications and Assurances by the Chief
Executive of the Applicant Government form (Attachment A).
5.That the Deputy City Manager, Administrative Services or his/her designee is authorized
to appropriate $19,795 to the Public Safety Grants Special Revenue Fund.

Edward Byrne Memorial Justice Assistance Grant Program FY 2023 Local Solicitation
Certifications and Assurances by the Chief Executive of the Applicant Government
On behalf of the applicant unit of local government named below, in support of that locality's application for an
award under the FY 2023 Edward Byrne Memorial Justice Assistance Grant(" JAG') Program, and further to
34 U.S.C. § 10153(a), I certify to the Office of Justice Programs ("OJP"), U.S. Department of Justice ("USDOJ"), that
all of the following are true and correct:
1. I am the chief executive of the applicant unit of local government named below, and I have the authority to make
the following representations on my own behalf as chief executive and on behalf of the applicant unit of local
government. I understand that these representations will be relied upon as material in any OJP decision to make
an award, under the application described above, to the applicant unit of local government.
2. I certify that no federal funds made available by the award (if any) that OJP makes based on the application
described above will be used to supplant local funds, but will be used to increase the amounts of such funds
that would, in the absence of federal funds, be made available for law enforcement activities.
3. I assure that the application described above (and any amendment to that application) was submitted for review
to the governing body of the unit of local government (e.g., city council or county commission), or to an
organization designated by that governing body, not less than 30 days before the date of this certification.

I am writing to express my support for the proposed resolution to accept the Edward Byrne Memorial Justice Assistance
Grant funds. In our current social context, where gun violence is an unfortunate reality, I commend the City of Carlsbad
for its commitment to enhancing public safety through this grant program.
However, I would like to take this opportunity to urge the City Council to consider enhanci ng t he public awareness and
education regarding Gun Violence Restraining Orders (GVROs) and secure firearm storage. Given the unfortunate
reality of gun violence, it is paramount that we equip our community with the necessary tools to address these issues
proactively.
Gun Violence Restraining Orders {GVROs) provide an important mechanism to temporarily remove firearms from
individuals deemed a danger to themselves or others, and thus, they play a crucial role in preventing tragic incidents. By
raising awareness about GVROs, we empower our community to take action when they suspect someone poses a threat.
In addition to GVROs, I would like to see educational programs that promote responsible firearm ownership and secure
storage practices. Gun violence incidents, whether accidental or intentional, are often the result of unsecured firearms
falling into the wrong hands. Raising awareness about the importance of secure firearm storage can help prevent such
incidents and further contribute to the safety of our community.
In the unfortunate reality of gun violence, it is our collective responsibility to work towards creating a safer and more
secure Carlsbad for all residents.
Thank you for your commitment to the safety and well-being of our community. I look forward to seeing the City of
Carlsbad continue its efforts to improve public safety and ensure that the justice system serves our residents effectively.
