Recommended Action
Adopt a resolution appointing one member to the Housing Commission – Rental Assistance -
General.
Executive Summary
The City Council is being asked to appoint one member to the Housing Commission, which
makes recommendations to the Community Development Commission and/or the City Council
on the following:
•Establishment of, or amendment of, affordable housing programs, policies and
regulations
•Adoption of, or amendments to, the General Plan Housing Element, and related
strategies or programs
•Review of project concept and affordability objectives of off-site combined projects as
defined by Chapter 21.85 of the Carlsbad Municipal Code, and located outside of the
Master Plan area, specific plan area, or subdivision that has the inclusionary housing
requirement
•Requests for financial assistance and/or other incentives for the development of
affordable housing projects
•Requests to sell or purchase affordable housing credits for transactions/purchases of 10
credits or more to satisfy inclusionary housing obligations
•Establishment of, or amendment of programs and services that aim to prevent, reduce
and manage homelessness in Carlsbad
•Other special assignments, as requested by the City Council and/or Community
Development Commission, related to the development of affordable housing
The commission consists of five members who must be appointed by the Mayor and confirmed
by the City Council. Members must be residents of Carlsbad and normally serve four-year
terms.

The vacancy is for the following category:
One vacancy: Rental Assistance - General
Explanation & Analysis
Commissioner Marissa Cortes-Torres was appointed to the Housing Commission in August
2019, to fill the expired term of Commissioner Arline Carrillo for a term ending in July 2019.
Commissioner Cortes-Torres then served her four year term that ended in July 2023. There is
currently a scheduled vacancy on the Housing Commission for a term ending in July 2027.
Although this is a scheduled vacancy for a term ending in July 2027, staff recommends that the
City Council adopt a resolution to modify this vacancy’s term from July 2027 to end in July 2025
so that no more than three vacancies occur at one time to help retain institutional knowledge
and continuity on the commission.
The City Clerk’s Office received 11 applications from residents wishing to serve on the Housing
Commission, with only one being eligible for the Rental Assistance-General category. In keeping
with City Council Policy No. 88, Mayor Blackburn has recommended the following resident
wishing to serve on the Housing Commission to advance in the process and interview with the
full City Council:

The Maddy Act (California Government Code Sections 54970-54974) requires that on or before
December 31 of each year the legislative body shall prepare a Local Appointments List, which
contains the appointive terms of Board and Commission members that will expire in the next
calendar year. The name of the incumbent appointee, the date of appointment and the term
expiration date is also included on the list. Based on the prepared list, the City Clerk’s Office
accepts applications (available on the city’s website and in the City Clerk’s Office) for any
upcoming vacancies.

Members of the Housing Commission are subject to the provisions of California’s Political
Reform Act of 1974 and must file statements of economic interest each year and complete two

Next Steps
Following the appointment of one member to the Housing Commission, the City Clerk’s Office
will update the commission roster and coordinate the oath of office and the filing of
appointees’ statement of economic interest and ethics training certificate.
Environmental Evaluation
This action does not require environmental review because it does not constitute a project
within the meaning of the California Environmental Quality Act under California Public
Resources Code Section 21065 in that it has no potential to cause either a direct physical
change in the environment or a reasonably foreseeable indirect physical change in the
environment.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, APPOINTING ONE MEMBER TO THE HOUSING COMMISSION -RENTAL ASSISTANCE - GENERAL
WHEREAS, Commissioner Marissa Cortes-Torres was appointed to the Housing Commission in
August 2019; and
WHEREAS, Commissioner Cortes-Torres then served a four-year term ending in July 2023; and
WHEREAS, the City Council desires to modify the term date of this vacancy from July 2027 to
July 2025 so that no more than three vacancies occur at one time to help retain institutional knowledge
and continuity on the commission; and
WHEREAS, a scheduled vacancy on the Housing Commission exists with a term ending in July
2025.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as
follows:
1.That the above recitations are true and correct.
2.That the following Carlsbad resident is appointed to serve on the Housing Commission,
for a term ending in July 2025, or until a replacement is appointed.

I hold a Bachelor of Arts in Political Science with a minor in Psychology from East Carolina University. Building upon this strong
undergraduate experience, I pursued my passion for law and attained a Juris Doctor (JD) from Charlotte School of Law. These
educational milestones have equipped me with a diverse skill set and a deep understanding of both political science and
psychology, providing me with a unique perspective and expertise to navigate the complex realms of law and human behavior.
Please describe relevant experience
As a Housing and Supportive Services professional I am responsible for providing comprehensive assistance to individuals and families seeking stable housing, particular1y those
facing homelessness or housing insecurity. My role involves conducting client assessments, assisting with housing placement, offering supportive services such as counseling
and life skills training, connecting clients to essential resources, and advocating on their behalf. I work collaboratively with clients to develop_ individualized plans, address their
unique needs, and empower them to achieve housing stability and self-sufficiency. Additionally, I may liaise with community organizations, government agencies, and service
providers to create a holistic support network for clients and contribute to the mission of addressing homelessness and improving housing access.

I am a current voucher holder with the Carlsbad housing agency.

As an individual with an extensive educational background and who has experienced homelessness for two years in our city, I offer a unique and invaluable perspective to the
Housing Commission. My personal journey of resilience and rebuilding my life not only underscores my deep understanding of the challenges faced by our unhoused community
members but also fuels my unwavering commitment to finding sustainable housing solutions. Having transitioned from homelessness to a stable life, and currently working in
social services within the same city, I possess a comprehensive knowledge of the local housing landscape, legal intricacies, and the socio-economic factors at play. I believe this
firsthand experience, combined with my legal background and dedication to community welfare, positions me as an ideal candidate to contribute effectively to the Housing
Commission's mission of addressing homelessness and housing issues in our city.
