PUBLIC COMMENT: None. APPROVAL OF MINUTES: None. SUBCOMMITTEE COMMENTS & ANNOUNCEMENTS: None. DEPARTMENTAL REPORTS: Council Chamber 1200 Carlsbad Village Drive Carlsbad, CA 92008 1. STATE AND FEDERAL LEGISLATIVE REPORTS -Receive updates from representatives of U.S. Congressman Mike Levin, State Senator Catherine Blakespear and State Assemblymember Tasha Boerner, and provide feedback. (Staff contact: Jason Haber, City Manager's Department) Recommendation: Receive the updates and provide feedback. The subcommittee received an informational report from Kyle Krahel-Frolander from Congressman Mike Levin's office, Matt Rubel from State Senator Catherine Blakespear's office and Robson Winter from Assemblymember Tasha Boerne r's office. The subcommittee received the updates. 2. CALIFORNIA DEPARTMENT OF FISH AND WILDLIFE UPDATE -Receive an update from the California Department of Fish and Wildlife regarding the department's properties within Carlsbad and provide feedback. (Staff contact: Jason Haber, City Manager Department) Recommendation: Receive the updates and provide feedback. California Department of Fish and Wildlife Environmental Programs Manager Tim Dillingham presented the report and reviewed a PowerPoint presentation (on file in the Office of the City Clerk). Nancy Dungan, representing a group consisting of Jeff Dungan, Joyce Waymord and Seena Seward, expressed concern regarding Agua Hedionda Reserve and Calaveras Creek sedimentation. Sept. 12, 2023 Legislative Subcommittee Meeting Page 2 Raymond Bower expressed concern regarding Agua Hedionda Reserve and Calaveras Creek sedimentation. Transportation Director and City Engineer Tom Frank provided background information on drainage infrastructure in the areas discussed. The subcommittee received the report. 3. LEGISLATIVE AND ADVOCACY UPDATE AND UPDATE ON PROPOSED BALLOT MEASURES-Receive updates on federal and state legislative and budget activity and recent and ongoing advocacy efforts; discuss and provide feedback to staff, including identifying high-priority bills, advocacy positions, funding opportunities, and items for future City Council consideration; and receive informational update on proposed state ballot measures ACA 1, ACA 13, the Government Transparency Act, and the Taxpayer Protection and Government Accountability Act to discuss and identify items for future City Council consideration. {Staff contact: Jason Haber, City Manager Department) Recommendation: Receive the updates and provide feedback. Carpi and Clay's Laura Morgan-Kessler presented the report on federa l lobbying efforts. Renne Public Policy Group {RPPG) Director of Government Affairs Sharon Gonsalves presented the report and reviewed a PowerPoint presentation {on file in the Office of the City Clerk). Kris Wright requested information on city voting thresholds for county-initiated ballot measures. Motion by Subcommittee Member Burkholder, seconded by Subcommittee Member Acosta, to change to a neutral position on SB 747. Motion carried unanimously, 2/0. Motion by Subcommittee Member Acosta, seconded by Subcommittee Member Burkholder, to support SB 537 and to provide a support letter to the Governor's office. Motion carried unanimously, 2/0. Motion by Subcommittee Member Burkholder, seconded by Subcommittee Member Acosta, to bring the four potential ballot measures, ACA 1, ACA 13, Government Transparency Act, and Taxpayer Protection and Government Accountability Act, to the full City Council for discussion, pending ballot qualification. Motion carried unanimously, 2/0. The subcommittee received the report. SUBCOMMITTEE MEMBER REQUESTS FOR FUTURE AGENDA ITEMS: Subcommittee Member Burkholder requested AB 610 and AB 825 be added to the bills of interest list.
