I. RECOMMENDATION That the Housing Commission ACCEPT public comments for the development of the City of Carlsbad's 1993-98 Draft Comprehensive Housing Affordability Strategy (CHAS) for the Community Development Block Grant Program. No action needed. Il. BACKGROUND The CHAS is a five-year housing development plan. It is required by Federal Public Law 101- 625 known as the Cranston-Gomalez National Affordable Housing Act (NAHA), signed by the President ori November 28, 1990. The CHAS replaces previous HUD plans such as the Housing Assistance Plan (HAP) and the Comprehensive Homeless Assistance Plan (CHAP). As of Fiscal Year 1992, all jurisdictions seeking direct federal assistance for housing programs are required to have a HUD-approved CHAS. Existing HUD programs subject to an approved CHAS include, but are not limited to: I. HOME -a housing program that creates affordable housing opportunities through new construction, rehabilitation, and acquisitic!l of existing housing; 2. Community Development Block Grant program (CDBG); 3. Supportive Housing for the Elderly (Section 202) program; and . 4. Emergency Shelter Grants (ESG) program. The City of Carlsbad has an approved CHAS for the period of October 1, 1991 to September 30, 1996. However, due to recently released 1990 census statistics on housing and population, all jurisdictions are required to submit for approval a new Five-Year CHAS for the period of October 1, 1993 to September 30, 1998. In order to remain eligible for CDBG funding in fiscal year 1994-95, the City of Carlsbad must submit the CHAS as of December 31, 1993. (j 1993-1998 CHAS AUGUST 12, 1993 PAGE2 The City is currently in the process of developing the City of Carlsbad's 1993-98 Draft Comprehensive Housing Affordability Strategy (CHAS) which will also be developed to meet the requirements of the Federal Community Development Block Grant (CDBG) Program. The City's CHAS is being prepared with assistance from SANDAG and HUD; both of whom are providing guidance and census data which is required to complete the document. The CHAS is being prepared according to the guidelines provided by the U.S. Department of Housing and Urban Development (HUD) on January 11, 1993. Regulations for this CHAS require that at least one (1) public hearing be held, before the Housing Commission, during the "development" period of the CHAS to accept comments from the community on affordable housing and housing related services. Public comments regarding the City's housing needs, the establishment of priorities for assistance among the different categories of income groups, and the development of strategies for addressing the identified needs will be accepted and considered in the development of these three integral components of the CHAS. The regulations also require a thirty (30) day public review and comment period of the draft CHAS document. • Upon receipt of verbal ancl/or written comments from the public during such period, the CHAS document will be revised, as appropriate~ and then presented to the Housing Commission and City Council at public hearings for final adoption and authoriz.ation to submit to the U.S. Department of Housing and Urban Development (HUD) for review and approval. III. SUMMARY Staff recommends that the Housing Commission accept comments from the public on affordable housing and housing related services for the development of Carlsbad's 1993-98 Draft CHAS consistent with citizen participation and community involvement requirements of the CHAS development process. Staff will consider all verbal and/or written comments presented and submitted by 5:00pm on September 13, 1993. Staff will continue to develop the CHAS document with consideration of verbal and/or written comments received from the public. Staff will complete the Draft 1993-98 CHAS and begin the required· 30-day public review and comment period in October. Upon receipt of verbal and/or written comments from the public during such review and comment period, staff will revise, as appropriate, the draft CHAS document prior to Housing Commission and City Council consideration for final adoption of the City's Draft 1993-98 CHAS in mid December.
