HomeMy WebLinkAbout1993-08-12; Housing Commission; ; COMPETE FOR FUNDING UNDER THE FAMILY UNIFICATION PROGRAM-- STAFF REPORT DATE: AUGUST 12, 1993 TO: HOUSING COMMISSION ITEMS STAFF PERSON: Reginald Harrison FROM: HOUSING AND REDEVELOPMENT DEPARTMENT SUBJECT: COMPETE FOR FUNDING UNDER THE FAMILY UNIFICATION PROGRAM -Request for Housing Commission approval of a recommendation to the Housing and Redevelopment Commission to submit an application to the Department of Housing and Urban Development (HUD) to compete for funding under the Family Unification Program for fifty (50) additional Section 8 Certificates. I. RECOMMENDATION Adopt Housing Commission Resolution No. 005 recommending APPROVAL of the submittal of an application for fifty (50) Section 8 Certificates and authorizing the Housing and Redevelopment Director to execute all documents to receive funding under HUD's Family Unification Program. Il. BACKGROUND On July 6, 1993, the Department of Housing and Urban Development (HUD) issued a Notice of Funding Availability (NOFA) which announced a national competition open to Public Housing Authorities (PHA) to provide funding for Section 8 Certificates. Those Certificates will provide rental assistance for families who meet the regular Section 8 eligibility criteria and for whom the lack of adequate housing is a primary factor in the separation or imminent separation of children from their families. At present, the City's Housing Authority subsidizes rents for 473 low-income families under the Section 8 Program. Additional Certificates and Vouchers will assist the City in achieving the goals of the Housing Element and the Comprehensive Affordability Strategy (CHAS) regarding affordable housing in the City of Carlsbad. Ill. ANALYSIS The submittal of this application for additional Section 8 Units is consistent with the goals as outlined in the Housing Element of the General Plan and in the Comprehensive Housing Affordability Strategy (CHAS) as it pertains to providing affordable housing in the City of Carlsbad. If this application is approved, 50 low-income families will receive Rental Assistance. The Housing Commission hereby recommends the submittal of an application to the U.S. Department of Housing and Urban Development to compete for fifty (50) additional units of Section 8 Existing Housing. 3.
