Recommended Action
Adopt a resolution approving the 2024 Regular Traffic Safety & Mobility Commission Meeting
Calendar.
Background
The Traffic Safety & Mobility Commission (TS&MC) establishes its regular meeting schedule
annually by resolution. Adopting the calendar by resolution meets Brown Act requirements
(California Government Code Section 54954) and provides the TS&MC the opportunity to
increase notification to the public of its scheduled regular meetings. Special meetings can still
be called as needed by providing 24-hour notice before the time of the special meeting.
For calendar year 2024, staff propose one regular meeting per month, every first Monday of the
month at 4 p.m. except the months of January and September due to City observed holidays.
Staff recommend canceling the TS&MC meeting for January and September due to these
conflicts with city holidays and the unavailability of the Council Chamber.
Fiscal Analysis
There are no significant fiscal impacts that would result from adoption of the attached
resolution.
Next Steps
The Minutes Clerk will distribute the approved calendar to the TS&MC and staff. In addition,
the calendar will be posted on the City’s website.
Environmental Evaluation
This action does not constitute a “project” within the meaning of the California Environmental
Quality Act under California Public Resources Code Section 21065 in that it has no potential to
cause either a direct physical change in the environment, or a reasonably foreseeable indirect
physical change in the environment. Therefore, it does not require environmental review.
Public Notification
This item was noticed in keeping with the Ralph M. Brown Act and it was available for public
viewing and review at least 72 hours before the scheduled meeting date.

RESOLUTION NO. 2023-001
A RESOLUTION OF THE TRAFFIC SAFETY AND MOBILITY COMMISSION OF
THE CITY OF CARLSBAD, CALIFORNIA, APPROVING THE 2024 REGULAR
TRAFFIC SAFETY AND MOBILITY COMMISSION MEETING CALENDAR
WHEREAS, the Traffic Safety & Mobility Commission has determined that it will. establish its
scheduled regular meetings annually by resolution; and
WHEREAS, the Ralph M. Brown Act, specifically California Government Code Section 54954,
provides for the establishment of an annual regular meeting calendar procedure; and
WHEREAS, all regular meetings will be scheduled to take place at 4 p.m. at the Council Chamber
located at 1200 Carlsbad Village Drive; and
WHEREAS, special meetings of the Traffic Safety & Mobility Commission will be called as
necessary following the requirements of the Brown Act, specifically California Government Code
section 54956.
NOW, THEREFORE, BE IT RESOLVED by the Traffic Safety & Mobility Commission of the City of
Carlsbad, California, as follows:
1. That the above recitations are true and correct.
2. That the 2024 calendar establishing the dates and locations for regular Traffic Safety &
Mobility Commission meetings (Attachment A) is approved.
3. That the 2024 calendar will be posted to the city's website.
4. That all regular meetings will be scheduled to take place at 4 p.m. at the Council
Chamber located at 1200 Carlsbad Village Drive.
PASSED, APPROVED AND ADOPTED at a Regular Meeting of the Traffic Safety & Mobility
Commission of the City of Carlsbad on the 6th day of November 2023, by the following vote, to wit:
AYES: Fowler, Penseyres, Newlands, Garcia and Kohl
NAYS: None
ABSENT: Coelho and Proulx
