PUBLIC COMMENT: None. APPROVAL OF MINUTES: Minutes of the Regular Meeting held Sept. 12, 2023 Minutes of the Regular Meeting held Oct. 10, 2023 Council Chamber 1200 Carlsbad Village Drive Carlsbad, CA 92008 Motion by Subcommittee Member Burkholder, seconded by Subcommittee Member Acosta, to approve the minutes as presented. Motion carried unanimously, 2/0. SUBCOMMITTEE COMMENTS & ANNOUNCEMENTS: None. DEPARTMENTAL REPORTS: 1.STATE AND FEDERAL LEGISLATIVE REPORTS -Receive updates from representatives of U.S. Congressman Mike Levin, State Senator Catherine Blakespear and State Assemblymember Tasha Boerner, and provide feedback. (Staff contact: Jason Haber, City Manager's Department) Recommendation: Receive the updates and provide feedback. The subcommittee received an informational report from Salome Tash from Congressman Mike Levin's office, Francine Busby from State Senator Catherine Blakespear's office and Robson Winter from Assemblymember Tasha Boerner's office. The subcommittee received the updates. 2.LEGISLATIVE AND ADVOCACY UPDATE -Receive updates· on federal and state legislative and budget activity and recent and ongoing advocacy efforts; discuss and provide feedback to staff, including identifying high-priority bills, advocacy positions, funding opportunities, and items for future City Council consideration. (Staff contact: Jason Haber, City Manager's Department) Recommendation: Receive the updates and provide feedback. Carpi and Clay's David Wetmore presented the report on federal lobbying efforts. Nov. 14, 2023 Legislative Subcommittee Meeting Page 2 Renne Public Policy Group (RPPG) Director of Government Affairs Sharon Gonsalves presented the report on state lobbying efforts. The subcommittee received the reports. 3.DRAFT CITY OF CARLSBAD 2024 LEGISLATIVE PLATFORM -Discuss and determine proposed amendments to the City of Carlsbad Legislative Platform, including the proposed 2024 Legislative Priorities, to recommend to the City Council. Recommendation: Discuss and determine the Subcommittee's recommendation, if any, for future consideration by the City Council. Intergovernmental Affairs Director Jason Haber presented the report and reviewed the proposed amendments to the City of Carlsbad Legislative Platform. The Subcommittee requested additional information on item (d) under 2. Environmental Quality. The Subcommittee requested additional language to be added to Climate Change (af'to e�plain the term "off-road equipment." Carlsbad Municipal Water District General Manager Vicki Quiram provided background of the addition of bullet (g) under 3. Water. The Subcommittee requested the addition of language for disruptive public engagement. The Subcommittee requested revised language under 5. Housing, Community and Economic Development to clarify the role of the Coastal Commission. The Subcommittee requested revised language under Drugs and Alc_ohol bullet (g) to broaden the scope to include other behavioral and mental health services. Motion by Subcommittee Burkholder, seconded by Subcommittee Acosta, to hold a Special Meeting and bring back additional information on the following topics:•Examples on allowing for restricted covenants in protec_ting open space lahds as opposed to the use of conservation easements•A new position statement regarding disruptive behavior at public meetings •Clarification of density bonus law regarding the replacement of existing affordable housing and the application of local inclusionary housing requirements •Separation of duties and focus areas of the California Coastal Commission and California Department of Housing and Community Development •Clarification to indicate broad support of funding for behavioral and mental health services, including CARE court •Verify language consistency on the term E-bike throughout the platform Nov. 14, 2023 Legislative Subcommittee Meeting Page 3 •Add a statement supporting the transition to unleaded aviation fuel at Palomar Airport Motion carried unanimously, 2/0. 4.2024 STATE AND FEDERAL BUDGET PRIORITIES AND STATE LEGISLATIVE PROPOSALS -Discuss and determine proposed state and federal budget priorities and legislative proposals to recommend to the City Council. Recommendation: Discuss and determine the Subcommittee's recommendation, if any, for future consideration by the City Council. Intergovernmental Affairs Director Haber presented the report. The subcommittee discussed some of their priorities related to the proposed state and federal budget priorities and legislative proposals. The Subcommittee requested that this item be brought back for further discussion at the next Legislative Subcommittee meeting. 5.PALOMAR AIRPORT ADVISORY COMMITTEE NOMINATION PROCEDURE -Receive an update regarding the San Diego County Board of Supervisors' Nov. 7, 2023, decision to establish new nomination procedures for the Palomar Airport Advisory Committee (PMC} due to redistricting and provide feedback. Recommendation: Receive the update and provide feedback. Intergovernmental Affairs Director Haber presented the update. Hope Nelson expressed her support for the City of Carlsbad nominating the previously identified alternate candidate (Gary Greening) to fill a second Carlsbad PAAC seat under consideration by the county in the process of updating the county's PAAC member appointment procedures .. Motion by Subcommittee Member Burkholder, seconded by Subcommittee Member Acosta to bring this item to the full City Council for further discussion. Motion carried unanimously, 2/0. SUBCOMMITTEE MEMBER REQUESTS FOR FUTURE AGENDA ITEMS: Subcommittee Member Acosta requested the League of California Cities League Leaders workshop results are incorporated into the December discussion regarding the Legislative Platform.
