CA 16-E077-003 and 004, which will expire on February 28, 1994, with Project No. CA16-E077-016. I. RECOMMENDATION ADOPT Housing Commission Resolution No. 94-006 recommending to the Housing and Redevelopment Commission APPROVAL of a resolution to replace Section 8 Payment Project Nos. CA16-E077-003 and 004, which will expire on February 28, 1994, with Project No. CA16-E077-016. 11. BACKGROUND The United States Department of Housing and Urban Development (HUD) reserves funds for housing assistance payments and the cost to administer the Section 8 Program. As funding in those projects expire, it is necessary for HUD to allocate additional funding in new projects. The funding in projects CA 16-E077-003 and 004 will expire on February 28, 1994. HUD has contacted the City of Carlsbad requesting the approval of a resolution to replace those expiring projects with a newly funded project. Ill. ANALYSIS HUD has established a process of reserving funds for housing assistance payments and the cost to administer the Section 8 Program. As funding in those projects expire, HUD has to make a determination to either appropriate additional funding from Congress or allow those projects to go unfunded. On February 7, 1994, HUD contacted the City of Carlsbad requesting the approval of a resolution to replace those expiring projects. IV. FISCAL IMPACT There is no impact to the General Fund. All direct program costs will be funded through HUD for the administration of the Section 8 Program.
