STAFF PERSON: REGGIE HARRISON STAFF REPORT MARCH 10, 1994 HOUSING COMMISSION HOUSING AND REDEVELOPMENT DEPARTMENT ADDITIONAL FUNDING FOR SECTION 8 HOUSING ASSISTANCE PAYMENTS: Request for approval of a recommendation to appropriate an additional $23,000.00 for Section a-Housing Assistance Payments for those Section 8 Tenants who move to the City of Carlsbad from the jurisdiction of other Housing Authorities. RECOMMENDATION ADOPT Housing Commission Resolution No. 94-007 recommending to the Housing and Redevelopment Commission APPROVAL of the appropriation of an additional $23,000.00 for Section 8 Housing Assistance Payments for those Section 8 Tenants who choose to move to the City of Carlsbad from the jurisdiction of other Housing Authorities. II. BACKGROUND In 1988, the United States Department of Housing and Urban Development (HUD) enacted legislation which allows Section 8 Tenants to receive rental assistance from the Housing Authority where their assistance originated while living in the jurisdiction of another Housing Authority. This legislation, called "portability", is intended to provide for greater access to rental housing for Section 8 Tenants. For those Tenants who choose to move to Carlsbad, the Carlsbad Housing Authority pays the monthly housing assistance payments to the local Landlord and receives reimbursement for those payments along with administrative expenses from the originating Housing Authority. For fiscal year 1994, $86,400.00 was budgeted for Housing Assistance Payments on behalf of those Section 8 Tenants who elected to use the portability feature of the program. As of February 1, 1994, $66,490.00 of the allocated funds have been expended. It is anticipated that appropriation of an additional $23,000.00 will be needed to complete payments for this fiscal year. Ill. ANALYSIS In enacting this legislation HUD did not give the Housing Authority discretion over the number of Section 8 Tenants it could allow to move into its jurisdiction. Currently, there are 26 families receiving Section 8 Rental Assistance who have chosen to move to Carlsbad. The average monthly housing assistance payment made on their behalf (and reimbursed to the General Fund) is $10,600.00. Conversely, 75 families whose housing assistance originated with the City of Carlsbad have chosen to move to the jurisdiction of other Housing Authorities. The average monthly housing assistance paid on their behalf is $34,646.00. IV. FISCAL IMPACT There is no fiscal impact to the General Fund. The cost of administering "portable" Vouchers and/or Certificates are· reimbursed by the originating Housing Authority.
