SUBJECT: FUNDING FOR ADMINISTRATION OF THE FAMILY SELF
SUFFICIENCY PROGRAM: Request for approval of a recommendation to
appropriate $30,000.00 from the Section 8 Rental Assistance Program's operating
reserves account and authorize Staff to distribute a Request for Proposal for
contractual services to administer the Family Self-Sufficiency (FSS) Program.
I. RECOMMENDATION
ADOPT Housing Commission Resolution No. 94-008 recommending to the Housing and
Redevelopment Commission APPROVAL of the appropriation of $30,000.00 from the Section
8 Rental Assistance Program's operating reserves account and authorizing Staff to distribute a
request for proposal for contractual services to administer the Family Self-Sufficiency (FSS)
Program.
II. BACKGROUND
The Family Self-Sufficiency (FSS) Program is a mandate of the Department of Housing and
Urban Development (HUD), to be administered by the Carlsbad Housing Authority. The FSS
Program is designed to enable unemployed, underemployed or undereducated very low-income
families to achieve economic independence from welfare and rental assistance. Participants
receive assistance in removing barriers that prevent them from engaging in job-training programs,
educational programs and/or employment opportunities.
The catalyst of the FSS program is the intense case management involved in assisting participants
to overcome barriers that prevent them from becoming self-sufficient. A Case Manager is
assigned to each FSS program participant in order to: (1) Identify career goals; (2) Identify the
barriers which prevent achievement of those goals; (3) Identify the steps they must take to
become successful; (4) Access the needed supportive services; and, (5) Provide moral support.
The case manager meets regularly with each participant on an individual basis to monitor his/her
progress and resolve problems that prevent the achievement of goals. The case manager also
networks within the community to form a collaborative effort with other social service providers.

III. ANALYSIS
The Housing Authority is mandated by HUD to establish the FSS program. However, HUD does
not provide administrative fees for the FSS program. Since the Housing Authority is not Staffed
to administer the FSS program, additional assistance is needed. Staff believes that a local social
service agency working on a contractual basis with the Housing Authority will provide for
effective and efficient administration of the FSS program for the City of Carlsbad.
IV. FISCAL IMPACT
The administration of the FSS program can be supported by the operating reserves of the Section
8 Program for a two year period. Currently, there is approximately $120,090.00 in the operating
reserve account. In future years the administrative costs of the program could be funded through
the award of Community Development Block Grant (CDBG) funds or HUD may decide to
allocate administrative fees for this purpose.
The cost of contractual services for administration of the FSS Program for two years are
estimated as follows:

THE CITY OF CARLSBAD, CALIFORNIA, RECOMMENDING
APPROVAL OF THE APPROPRIATION OF $30,000.00 FROM
THE SECTION 8 RENTAL ASSISTANCE PROGRAM'S OPERATING
RESERVES ACCOUNT AND AUTHORIZING STAFF TO DISTRIBUTE

WHEREAS, the Family Self-Sufficiency Program is a mandate of the U.S. Department
of Housing and Urban Development (HUD) to be administered by the Carlsbad Housing
Authority; and
WHEREAS, HUD does not provide administrative fees for the operations of the
Family Self-Sufficiency Program; and
WHEREAS, the Housing Authority requires contractual staff assistance to administer the
Section 8 Family Self-Sufficiency program.
NOW, THEREFORE, BE IT HEREBY RESOLVED, by the Housing
Commission of the City of Carlsbad, California, as follows:

The Housing Commission hereby recommends the approval of the appropriation of
$30,000.00 from the Section 8 Rental Assistance Program's operating reserves account.
The Housing Commission hereby recommends the approval of authorization to staff to
distribute a Request for Proposal for contractual staff assistance to administer the City of
Carlsbad's Section 8 Family Self-Sufficiency Program.
