HomeMy WebLinkAbout1994-08-11; Housing Commission; ; APPLICATION FOR ADDITIONAL SECTION 8 CERTIFICATES OR HOUSING VOUCHERSSTAFF PERSON: REGINALD HARRISON STAPF REPORT DATE: AUGUST 11, 1994 TO: HOUSING COMMISSION FROM: HOUSING AND REDEVELOPMENT DEPARTMENT SUBJECT: APPLICATION FOR ADDJ:TJ:ORAL SBCTJ:OH 8 CBRTJ:PJ:CATBS OR HOUSING VOPCBERS Request for Housing Commission approval of a recommendation to the Housing and Redevelopment Commission to submit an application to the Department of Housing and Urban Development (HUD) to apply for funding for fifty (50) additional Section 8 Certificates or Housing Vouchers under the Fair Share Allocation. :I. RECOIINENDATXOH Adopt Housing Commission Resolution No. 94-012 recommending APPROVAL of the submittal of an application for fifty (50) Section 8 Certificates or Housing Vouchers and authorizing the Housing and Redevelopment Director to execute documents. IX. BACKGROUND On July 11, 1994, the Department of Housing and Urban Development {HUD) issued a Notice of Funding Availability (NOFA) for Section 8 Certificates and Housing Vouchers. By approving this resolution the Housing Commission is recommending approval of staff to submit an application for additional Section 8 units. At present, the City's Housing Authority subsidizes rents for 503 low-income families under the Section 8 Program. Additional Certificates and Vouchers will assist the City in achieving the goals of the Housing Element and the Comprehensive Affordability Strategy {CHAS) regarding affordable housing in the City of Carlsbad. :r:r:r. ANALYSIS The submittal of this application for additional Section 8 Units is consistent with the goals as outlined in the Housing Element of the General Plan and in the Comprehensive Housing Affordability Strategy {CHAS) as it pertains to providing affordable housing in the City of Carlsbad. If this application is approved, 50 low- income families will receive Rental Assistance. Additionally, the Housing Authority will rece·ive approximately $406,000 annually over a five year period for Rental Assistance Payments and supportive services.
