Receive and file the Boards, Commissions and Committees Local Appointments List for 2024.
Executive Summary
The City of Carlsbad has a number of boards and commissions that provide valuable input to
the City Council. The Maddy Act (California Government Code Sections 54970-54974) requires
the city to list all of its local appointments to make sure the public is aware of the opportunities
to participate on local advisory boards, committees and commissions, and to tap into the vast
reservoir of talent in the community for these appointments.
The City Council is being asked to receive and file the Boards, Commissions and Committees
Local Appointments List for 2024.
Explanation & Analysis
The Maddy Act requires each legislative body to prepare a local appointments list on or before
Dec. 31 of each year that contains:
•The appointive terms that will be expiring during the next calendar year
•The name of the incumbent appointee
•The date of appointment and the term expiration date
The law only requires that the list be made available to the public by posting on the city’s
website or at local libraries. The City Clerk’s Office will post copies in these locations as well as
at City Hall and will also publish the list twice in The Coast News newspaper before the Dec. 31,
2023, deadline.
Fiscal Analysis
The costs associated with publishing the notice in The Coast News were budgeted in the City
Clerk’s Office fiscal year 2023-24 operating budget.

Next Steps
The City Clerk’s Office has prepared the annual list, which includes all board, commission and
committee terms scheduled to expire during 2024.
The list will be published twice in a local newspaper and posted at City Hall, city libraries and on
the city’s website before Dec. 31, 2023, in accordance with California Government Code Section
54973.
The City Clerk’s Office will accept applications for the listed appointments during 2024. These
applications are available on the city’s website and in the City Clerk’s Office. The City Council
will review the applications and make appointments as vacancies occur.
Members of boards, commissions and committees are subject to the provisions of the
California Political Reform Act and must file statements of economic interests and complete
ethics training, as required by state law (Government Code Sections 53234-53235.2).
Environmental Evaluation
This action does not constitute a project within the meaning of the California Environmental
Quality Act under California Public Resources Code Section 21065 in that it has no potential to
cause either a direct physical change in the environment or a reasonably foreseeable indirect
physical change in the environment and therefore does not require environmental review.

LOCAL APPOINTMENTS LIST – 2024
In compliance with the requirements of the Maddy Act, California Government Code Sections
54970-54974, the following list is posted on an annual basis on or before December 31.
The City of Carlsbad is inviting applications from Carlsbad residents who are interested in serving
on one of the following Boards, Commissions or Committees. To receive an application, contact
the City Clerk’s Office at 1200 Carlsbad Village Drive, call 442-339-2808, email
clerk@carlsbadca.gov or go to the city’s website, www.carlsbadca.gov, Boards and Commissions
page.
Minimum requirements to serve are applicants must be 18 years of age or older, a registered
voter and a resident of Carlsbad (Carlsbad Municipal Code Section 2.15.030). Some positions
may have additional requirements. Contact the City Clerk’s Office for more information.

6.4 USER FEE RECOMMENDATIONS Staff should consider user fee recommendations for each of the following program
areas. The overall fee structure should reflect the value of the experience and market rates. Adult Programs: Adult
programs are priced higher than the comparison agencies. Higher fees reflect facility and experience quality. Review
higher priced programs to ensure that those classes are priced to reflect the value they provide and ensure options for
those participants who cannot afford premium prices. Sports: Review per unit costs for indoor pickleball classes and
consider implementing tiered pricing like the City of Vista for advanced offerings. Aquatics: The per unit cost for aquatics
programming does not reflect market rates nor the quality of the experience provided by a highly rated facility such as
the Alga Norte Aquatic Center. Increase aquatic program fees to be in line with market and experience rates. Camps:
Offer high-q uality camps at competitive prices to attract and retain participants. While some prices may be higher than
other agencies, it is important to ensure the prices are based on the quality of the experience that Carlsbad provides,
which is higher quality than others. Learning and Development: Consider increasing per unit costs for early childhood
classes to be aligned with market rates and the cost of providing services. Adult's 50+: Offer senior programs at
competitive prices to attract and retain participants and explore ways to ensure affordable offerings that make these
programs accessible. Youth Programs: Review per unit costs for youth programs and consider adjusting fees to be
competitive with the other benchmarked departments, particularly the City of Encinitas and the City of Escondido.

Happy Holidays to all those concerned about making Carlsbad a friendlier place for Seniors even
with the attitude that
Carlsbad is great already and deserves to charge more without providing the first class service that
it once did!
Why do the appointments to the Boards and Commissions have to follow the "rules" established
by????.
The appointments could be utilized as the eyes and ears and have more "power" to make
suggestions based on
the feedback they hear from people who are too busy or too shy to speak up about the poor
performances of the Staff
at the Senior Center or the Library. Some people just say Oh Well you can not City Hall or the City
Mgr. improve some things
You can lead a horse to water but .....
Don't all segments of society deserve what other cities are providing with a happy heart and a
Happy Sincere concern for others
