Adopt a resolution authorizing the Mayor to sign noise abatement advisory letters prepared by
city staff to send in quarterly batches to aircraft pilots that operate during voluntary quiet hours
at McClellan-Palomar Airport.
Executive Summary
McClellan-Palomar Airport is a San Diego County-owned and operated public-use airport in the
City of Carlsbad. To minimize aircraft noise impacts on the community, the county has
established the Voluntary Noise Abatement Program. One way the program addresses noise
impacts is by establishing voluntary nighttime quiet hours for aircraft arrivals and departures. If
a pilot does not adhere to the quiet hours, the county sends a letter informing the pilot of the
quiet hours and flight procedures and requests they comply with the voluntary quiet hours in
the future.
Staff are presenting this item in response to significant community interest in noise impacts
associated with McClellan-Palomar Airport. The recommended City Council direction would
authorize the Mayor, through staff, to send letters in quarterly batches reminding pilots who
operate during quiet hours that noise coming from aircraft can negatively impact city residents,
and to further encourage future compliance with the quiet hours.
Explanation & Analysis
McClellan-Palomar Airport is owned and operated by the County of San Diego and is located
within the City of Carlsbad. According to the county’s McClellan-Palomar Airport Noise Fact
Sheet (Exhibit 2):
While the County does not have control over when or how many aircraft are utilizing the
airport, the County recognizes that noise coming from aircraft taking off and landing can be
burdensome to area residents.

To help address noise impacts, the County implements a Fly Friendly Program and a Voluntary
Noise Abatement Program (VNAP) that includes:
• Voluntary nighttime quiet hours for arrivals and departures
• Arrival and departure patterns and suggested altitudes
• Identification of residential areas for pilot awareness
• Techniques and procedures for quieter operation of aircraft
• A full-time dedicated Noise Officer to work with pilots and address community
complaints and inquiries
• Education and outreach for pilots and flight schools on noise abatement
procedures
• Monitoring and analyzing noise data and working with pilots to address issues
as they arise
The county’s website offers the following responses to several frequently asked questions
regarding noise abatement at the McClellan-Palomar Airport:
Palomar Airport currently operates under VNAP voluntary quiet hours for both
take-off and landing; quiet hours are 10 p.m. - 7 a.m. for jet aircraft, and 12 a.m.
- 6 a.m. for other aircraft (emergency, lifeguard, and law enforcement allowed).
Pilots are asked to refrain from taking off and landing during these times.
The VNAP quiet hours are voluntary therefore it is up to the pilot to decide
whether or not they will comply. If a pilot does not adhere to the VNAP quiet
hours, the County follows-up with a letter [Exhibit 3] informing the pilot of the
quiet hours and flight procedures and requests they comply with the VNAP
voluntary quiet hours in the future.
Aircraft in flight within three nautical miles of the airport are under the control
and jurisdiction of the Federal Aviation Administration (FAA). Control
instructions based on pilots’ requests, position, weather, conflicting traffic, and
direction of flight are issued by the control tower. The FAA has established rules
and regulations for flight safety, separation, and sequencing of aircraft arrivals
and departures. All aircraft in the vicinity of Palomar Airport are required to
comply with FAA air traffic control commands and Federal regulations 24 hours a
day.
The County makes every effort to educate pilots regarding VNAP and strongly
encourages following these procedures. However, fines cannot be levied in
conjunction with a voluntary program, and the VNAP must remain voluntary as
mandated by the FAA.
The airport staff makes every effort to educate pilots regarding noise abatement
by providing local and transient pilots with an informational program consisting
of speaker's presentations, brochures (Exhibit 4), airport signage, web sites,
direct mailings, notification in manuals and providing information to flight
schools to follow the VNAP. The support of various aviation organizations, both
locally and nationally, help to educate and encourage pilots to follow the
VNAP. The process of education requires a continual course of outreach to

contact as many pilots using the airport as possible. Besides the Palomar-based
pilots, there is the potential that any of the 62,606 California resident pilots, or
the many more across the nation, could fly at Palomar on any given day. The
noise mitigation program is supported by various national and local aviation
organizations that assist in educating and encouraging Palomar and transient
pilots to avoid noise sensitive areas.
Data on flight operations occurring during the voluntary quiet hours is compiled and presented
to the Palomar Airport Advisory Committee on a monthly basis. (Exhibit 5 – Slide 13). During
2023, on average, 72 operations occur during quiet hours at McClellan-Palomar Airport each
month.
If City Council adopts the resolution, staff are prepared to develop and implement the
necessary procedures to obtain copies of the noise abatement advisory letters sent by the
county and subsequently generate and distribute letters on a quarterly basis reminding pilots
who operate during quiet hours that noise coming from aircraft can negatively impact city
residents, and to further encourage future compliance with the voluntary quiet hours.
Fiscal Analysis
The estimated cost to obtain county records, produce and distribute an estimated 900 noise
abatement advisory letters per year is approximately $750, and the required staff time can be
absorbed among existing staff. There are adequate funds available to cover the estimated cost
in the City Manager’s fiscal year 2023-2024 operating budget.
Next Steps
With the City Council’s approval, city staff will develop and implement the necessary
procedures to obtain copies of all noise abatement advisory letters issued to pilots operating at
McClellan-Palomar Airport during voluntary take-off and landing quiet hours and will send a
city-issued letter to each recipient of a county-issued letter in quarterly batches.
Environmental Evaluation
This action does not require environmental review because it does not constitute a project
within the meaning of the California Environmental Quality Act under California Public
Resources Code Section 21065 in that it has no potential to cause either a direct physical
change or a reasonably foreseeable indirect physical change in the environment.

WHEREAS, McClellan-Palomar Airport is a San Diego County-owned and operated public-use
airport in the City of Carlsbad; and
WHEREAS, noise impacts from aircraft can negatively impact city residents; and
WHEREAS, to minimize aircraft noise impacts on the community, the county has established the
Voluntary Noise Abatement Program; and
WHEREAS, the Voluntary Noise Abatement Program establishes voluntary nighttime quiet
hours for aircraft arrivals and departures; and
WHEREAS, the county sends letters to pilots if they do not adhere to the quiet hours, informing
them of the quiet hours and flight procedures and requesting compliance with the voluntary quiet
hours in the future; and
WHEREAS, the City Council of the City of Carlsbad, California wishes to send letters on a
quarterly basis to pilots who operate during quiet hours to further emphasize the negative impacts of
aircraft noise on city residents and encourage future compliance with the quiet hours.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as
follows:
1. That the above recitations are true and correct.
2. The City Manager or designee will work with the county to develop procedures to obtain
copies of all noise abatement advisory letters issued to pilots operating at McClellan-
Palomar Airport during voluntary take-off and landing quiet hours.
3. The City Manager or designee will prepare letters to each recipient of a county-issued
letter on a quarterly basis.

Noise Fact Sheet
General Roles and Responsibilities
FAA – Oversees civil aviation regulation standards for operating aircraft and provides oversight and
enforcement of aircraft in flight (low-flying planes, unsafe maneuvering, etc.). They also license pilots,
certify commercial airports and are responsible for air traffic control, which includes flight paths,
controlling airplanes while they’re flying and while they’re moving on the ground on the taxiway and
runway. Only the FAA can determine whether or not any restrictions to aviation activities can be
made at the airport – including whether or a not an aircraft uses the airport at night, limit the size of
the airplanes landing at the airport or how many planes use the airport.
County - Operates and maintains the airport to ensure safety for the
users of the airport. The County manages the facilities, including
constructing airport improvements and planning for the airport’s future;
provides airport security and firefighting response services and manages
leases for the businesses who operate at the airport.
Pilot – Private airplane pilots are responsible for determining whether or not they can safely land
their plane at an airport. For commercial pilots, the FAA, as part of their certification for commercial
airlines, indicates the airports where the commercial plane can land.
How is the County Addressing Airport Noise?
While the County does not have control over when or how many aircraft are utilizing the airport, the
County recognizes that noise coming from aircraft taking off and landing can be burdensome to area
residents. To help address noise impacts, the County implements a Fly Friendly Program and a
Voluntary Noise Abatement Program (VNAP) that includes:
•Voluntary nighttime quiet hours for arrivals and departures
•Arrival and departure patterns and suggested altitudes
•Identification of residential areas for pilot awareness
•Techniques and procedures for quieter operation of aircraft
•A full-time dedicated Noise Officer to work with pilots and
address community complaints and inquiries
•Education and outreach for pilots and flight schools on noise
abatement procedures
•Monitoring and analyzing noise data and working with pilots to address issues as they arise
The County is taking measures to further address airport noise in the following ways:
•Enhance noise monitoring program
o Two additional noise monitoring locations will be added to the existing two monitors to
cover all four sides of the airport. The information from these noise monitors will be used
for County staff to review noise concerns and share details with the public about specific
noise events. Staff are currently identifying locations and contacting property owners.
•Recently completed refreshing airport signage

•Expanding VNAP outreach efforts
o Currently contacting offsite airports to educate flight schools and area pilots on VNAP
o Aviation Business Operators – attending ongoing meetings to highlight VNAP
o Refreshed displays and distributed educational materials to pilots and airport businesses
o Palomar Airport Advisory Committee (PAAC) Sub-committee
•Enhancements to the airport noise website are currently being developed
How Does the County Address Pilots Operating During VNAP Quiet Hours?
The VNAP quiet hours are voluntary therefore it is up to the pilot to decide whether or not he or she
will comply. If a pilot does not adhere to the VNAP quiet hours, the County follows-up with a letter
informing the pilot of the quiet hours and flight procedures and requests they comply with the VNAP
voluntary quiet hours in the future.
How Many Airplanes on Average Fly Outside of the Voluntary Quiet Hours?
Palomar Airport currently operates under VNAP voluntary quiet hours for both take-off and landing;
quiet hours are 10 p.m. – 7 a.m. for jet aircraft, and 12 a.m. – 6 a.m. other aircraft (emergency,
lifeguard, and law enforcement allowed). Pilots are asked to refrain from taking off and landing
during these times.
The majority of pilots using the airport adhere to the quiet hours. For example, during the month of
January 2018:
•There were 13,724 total operations (arrivals or departures
for jet and propeller or other aircraft)
•99.5% of total operations were in voluntary compliance and
occurred outside of VNAP quiet hours
•0.5% (73 flights) of total operations were not in voluntary
compliance and occurred during VNAP quiet hours
•There were 15 nights without any arrivals and eight nights
without any departures during VNAP quiet hours
•The majority of flights occurring during VNAP quiet hours
occurred before 12 a.m. or after 5 a.m.
•Between the hours of 12 a.m. and 5 a.m., there were a total of four departures and nine
arrivals
•All commercial flight departures and arrivals occurred outside of the VNAP quiet hours
