CALL TO ORDER: 9:34 a.m.
ROLL CALL: Mayor Matt Hall, Council Member Priya Bhat-Patel, San Dieguito Union High School

PLEDGE OF ALLEGIANCE: Council Member Bhat-Patel led the Pledge of Allegiance.
WELCOME & INTRODUCTIONS:
City Manager Scott Chadwick introduced City of Carlsbad staff Assistant to the City Manager
Sheila Cobian and Intergovernmental Affairs Director Jason Haber.
Also present during the virtual meeting were Carlsbad Unified School District Superintendent
Dr. Benjamin Churchill, San Marcos Unified School District Superintendent Carmen Garcia,
Encinitas Union School District Superintendent Andree Grey, and San Dieguito Union High
School District Superintendent Robert Haley
PUBLIC COMMENT: None.
AGENDA ITEMS:
l.UPDATES -Receive a report on recent actions and plans related to the city's and school
districts' responses to the COVID-19 pandemic for discussion.
City Manager Scott Chadwick, Carlsbad Unified School District Superintendent Dr. Benjamin
Churchill, San Marcos Unified School District Superintendent Dr. Carmen Garcia, Encinitas
Union School District Superintendent Andree Grey, and San Dieguito Union High School
District Superintendent Robert Haley provided updates and summaries about their respective
jurisdictions' plans, efforts, and responses to the COVID-19 pandemic.
In response to an inquiry from Council Member Bhat-Patel, Carlsbad Unified School District
Superintendent Dr. Churchill explained they are working toward attending to the mental,
emotional and behavioral health of their students and staff.

In response to an inquiry from San Dieguito Union High School District Vice President
Maureen Muir, Carlsbad Unified School District Superintendent Dr. Churchill explained
parents have given input through a survey and the thought exchange platform.
In response to an inquiry from Council Member Bhat-Patel, San Marcos Unified School District
Superintendent Dr. Garcia explained they plan to offer a perpetual virtual learning option.
In response to an inquiry from Carlsbad Unified School District Board of Trustees Vice
President Jones, San Marcos Unified School District Superintendent Dr. Garcia explained less
than one percent of students did not attend or engage with on line school in the spring 2020
and the district's plans for ensuring engagement in the 2020-21 school year.
Carlsbad Unified School District Board of Trustees Vice President Jones requested partnering
with the city for support from the Carlsbad Police Department for chronic absences and
truancies in an effort to ensure students return back into school. She also requested the city
assist school aged children with access to internet services.
In response to an inquiry from Carlsbad Unified School District Board of Trustees Vice
President Jones, City Manager Chadwick explained while addressing childcare is an area of
interest for the city, the risk and liability of opening a safe childcare center as a government
agency would not be compatible.
In response to an inquiry from San Dieguito Union High School District Vice President Muir,
Encinitas Union School District Superintendent Dr. Grey explained teachers are attending a
self-paced online course module by Katlin Tucker.
In response to an inquiry from Carlsbad Unified School District Board of Trustees Vice
President Jones, Encinitas Union School District Superintendent Dr. Grey explained the hybrid
for in-school learning model would be offered every other day.
In response to an inquiry from Carlsbad Unified School District Board of Trustees Vice
President Jones, San Marcos Unified School District Superintendent Dr. Garcia explained the
hybrid models and tracks planned for elementary, middle, and high school students.
In response to an inquiry from Carlsbad Unified School District Board of Trustees Vice
President Jones, San Dieguito Union High School District Superintendent Haley explained the
challenges the districts are facing in planning a feasible hybrid model, including reopening for
special education students; concerns with equity; and students' mental health.
San Marcos Unified School District Governing Board President Janet Mcclean requested
utilizing campuses for resources for students, childca re, teachers, special education students
and English language learners.
Carlsbad Unified School District Board of Trustees President Veronica Williams exp lained she
was concerned with mental health issues and equity among different groups of students.

In response to an inquiry from Carlsbad Unified School District Board of Trustees Vice
President Jones, City Manager Chadwick explained city swimming pools will continue to
remain open unless the county modifies the health order.
In response to an inquiry from Mayor Hall, City Manager Chadwick explained a Monroe Pool
update with various options will be presented to City Council in the near future. Carlsbad
Unified School District Board of Trustees Vice President Jones requested an update on the
item.
COMMITTEE MEMBER DISCUSSION ON POTENTIAL FUTURE AGENDA ITEMS:
Council Member Bhat-Patel requested an update on how race equity and anti-racism is being
discussed within schools, curricula, and with teachers, staff, and the community at-large.
Mayor Hall requested a discussion on homelessness.
Carlsbad Unified School District Board of Trustees Vice President Jones requested for COVID-
19 updates to be a standing agenda item for the near term.
Mayor Hall requested City Manager Chadwick verify the roster and add school committee
members to the City Manager Update newsletter email list.
Council Member Bhat-Patel explained AB331 teaches ethnic studies and requested School
Board members consider the item at a future board meeting to potentially look into it.
